The Township of Pickering brief on Transportation is to be submitted on September 30, 1965. Members of Council were asked if they wis.dto add to this brief before submitting. Clerk directed to distribute copies of brief to Council members~ 2. Village of Pickering asks if Township would be interested in selling dog control services to the village. If interested. Village committee would be pleased to discuss with Council or Committee. Referred to By-Law Committee for meeting September 27. 1965. 3. Police Chief R. T. Parker recommends, in a communication to Council, that By-Law No. 3047, which prohibits the discharge of firearms in gravel pit area on Valley Farm Road, be repealed. He points out that it is a safe place for training projects, and notes the difficulties that could arise in enforcing it. See "Persons Heard." 1 .. Fairport Beach Rate~ayers' Association applies for petition forms for installat~on of street lights in Fairport Beach. They also ask for street signs. Referred to Public Utilities and Road Committees. 5. Hazel M. Birnie registeres protest against any request to have road allowance at Lots 39, and 41, White vale. closed. 6. Mr. A. Dand. Rouge Hills Golf and Country Club. reports that ditch constructed by Del Brocco at McIntosh Subdivision has not been sodded, and as a consequence dirt flows onto Golf course. He requests this condition to be remedied. Referred to Public Utilities Committee, and Engineer to report. 7. Department of Highways advises service road between Fairport and Liverpool Roads, is trasferred to Township. If it is intention of Council to designate as through highway, it should be so designated by by-law. See Instructions. 8. Department of Highways advises a further approval for road maintenance in the amount of $57,500. 9. J. A. Taylor, Q.C., advises that appeal, Howe vs. Township (Trasnportat1on costs, calcum chloride. $280.00) has been dismisse d. lO. Engineer reports on drainage problem at 602 Lakeview Avenue. Fairport Beach (Gallagher) and recommends that no further Township action be taken. . 11. Enginee%' reports that plans and forms for vater and sanitary sewers to Fairport Beach Public School have been forwarded to Ontario Water Resources Commission for approval, and tenders will shortly be called to determine the exact cost. } .- .. ~ ,;:. .~ - 2 - 12. Metropolitan Toronto Planning Board meets in new CiV Hall at 7:30 p. m.. Wednesday, September 22, 1965. l4. Engineer reports on Fairport Beach Road construction. 15. Mr. Andrew Dand complains that pumping station at foot of Rouge Hills Golf Cou~se is malfunctioning. 16. Mr. A. W. Munroe advises that Lot 80 was proposed to be a road allowance. and that now a house has been pe~mitted to be built there. See Instructions. The following PERSONS, on MOTION, were heard: 1. MOVED by Mrs. McPherson, seconded by Mr. Waring, that Mr. Bryan Lowe. representing Bay Ridges Ratepayers' Association, be heard. CARRIED Mr. Lowe congratulated Mr. Laycox for the way in which he represented the Township at the sod-turning ceremonies of the Nuclear Generating Station (Ontario Hydro) project. Mr. Lowe submitted brief which was based on a wide variety of subject~ all of which were discussed at an earlier meeting of Council in Committee of the Whole on June 18, 1965. However. the main topic which Mr. Lowe and his fellow delegates were concerned with was the financing of the proposed water expansion program. Many objections were raised by the ratepayers. Mr. J. Williams, one of the main objectors, insisted that the total cost of this project should be~ared by the whole of the Township by charging a mill rate to all, since it will be the whole of the Township that will benefit from any industrial or commercial assessment which will quite probably occur as a result. He asked Council to further reconsider their recent decision on the method of financing the water expansion program. The ratepayers further objected to Resolution No. 324/65. since it made no mention to the price per acre being paid for the reservoir site, nor any mention of the vendors. Mr. Lowe made a suggestion that Council should seek financial assistance from the Provincial Government, such as is proposed for municipalities in the western fringe areas of Toronto. Members of Council, in reply to the Bay Ridges brief, commented as follows: Mr. H. Wank felt that the proposed method of financing the water expansion program was a fair one, and that those people benefitting from the water supply should be required to pay for this service. However, he went on to say that what has been proposed to date is only a recommendation and should the Council of 1966 have different ideas of how this should be financed, it will be up to them to make the necessary changes. Mr. Laycox told the ratepayers that he and the Township Engineer, Mr. P. Poulsson are to meet with Mr. Sharp of Ontario Water Resources Commission to discuss the whole project in regard to financing. He also indicated that he expects to meet;;'w~th the Premier of Ontario, Mr. J. Robarts, to discuss some form of Provincial assist.ance similar to that which is being provided to municipalities in the areas west of Toronto. - 3 - 2. MOVED by Mr. Campbell, seconded by Mrs. McPherson, that Mr. R. D. Addie, President of the West Shore Association, be heard. CARRIED ~ Mr. Addie expressed the thanks of the Bay Shore ratepayers for their inclusion in ceremonies of the opening of 'the Nuclear Pow~ Station and also complimented Reeve Laycox on his admirable speech dedicated to the interest and promotion of the Township of Pickering. He pointed out that it is their association policy to offer constructive criticism, and not merely criticism for the sake of being heard. He went on to explain that his association supports Mr. Stroud's appliction for extended zoning in order to erect a plaza. They are further in agreement with Council's decision regarding the new rezoning of 03A and 03B and are happy that their views were taken into consideration in drafting the new by-law. Mr. Addie commented on the Frenchman's Bay Yacht Club, suggest- ing that they do oppose the issuance of a liquor license because of its residential location. Also, they would like to have the assurance that should the property be sold, that the new buyers must conform to the conditions as currently applicable. Mr. Addie had one other recommendation, which he respectfully requested. by suggesting a committee of ratepayers, with two members from each association, meet with council at regular intervals. This would bring the ratepayers closer~ Council and Planning Board, and could result in a better undertanding of municipal functions. 3. MOVED by Mr. Newman, seconded by Mr. Waring, that Mr. Reg. Parker be heard. CARRIED The matter for discussion was the increase in the area, restricting the discharge of firearms in an area designated by By-Law No. 3047. Many persons, both for and against the by-law, appeared and were heard. After much discussion it was suggested that the matter be referred to the By-Law Committee and that all interested persons be notified of the date of the maeting, September 27, 1965, at 8 p. m. Persons will be required to present their views by sUbmitting written briefs. Mr. R. Parker expressed his concern in the matter, stating that by closing this area to the discharge of fire arms will be depriving those persons interested in target practice at one of the safest locations for this purpose in the municipality. Control will be more difficult now, since it will be impossible to know where these peopele will be discharging firearms. He asks Council to reconsider with a view to rescinding By-Law No. 3047. 4. MOVED by Mr. Newman, seconded by Mr. Spang, that Mr. H. G. Westney be heard. CARRIED Mr. Westney presented a short brief against Council action. suggesting if the hunting regulations were enforced there would be no need for closing the area, and further suggested that signs be posted reading, "Hunting and Shooting by Permission only". This could discourage the undesirables, and imprOve farmer-hunter relations. Mr. Ronald Blake. Resident of Valley Farm Road. voiced his objection to hunting in the area, as did Mr. F. E. LeBrie. Mr. Fred Hibbard, Mrs. J. McPherson and Mr. J. Campbell. Mr. H. Ashton, By-Law Enforcement Officer, to receive copy of By-Law No. 3047 and also to see that area is properly posted. - 4 - Reeve Laycox read the report on the road budget, as submitted by Mr. P. Poulsson, P. Eng. The report explained the various reasons for the over-expenditure. Mr. Laycox went on to explain that he and Mr. Poulsson are meeting with representatives of the Department of Highways to seek advice and the possibility of obtaining further subsidy on the expenditures incurred with regard to construction of roads in the Fairport Beach area. Forms for this subsidy have been received from the D. H. O. Mrs. McPherson strongly objected to certain remarks in the Engineer's report, with regard to township employment policies, and remarks about pUblicity. Reeve Laycox reminded Council of the coming election and suggested Council members consider certain matters pertaining to same. (1) Period of time between nomination day and election day. (2) Should election be held on a Monday rather than the usual Saturday date. A brief discussion followed with no conClusions reached. RESOLUTION NUMBER 331/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that this Council authorize the firm of architects. Craig, Zeidler and Strong, to call for tenders for the new municipal building. and adver- tise in the Daily Commercial News. Pickering News, Ajax Adver- tiser, Stouffville Tribune. and Markham Economist. The tender period will start Thursday. September 23rd and will close Thursday, October 14th. at 1 . p. m. CARRIED RESOLUTION NUMBER 332/65 MOVED by Mr. Newman, seconded by Mrs. McPherson. that this Council endorse the hiring of Mr. Kenneth Carr as part-time Industrial Commissione~ f~ the Township of Pickering on the terms agreed upon by the Industrial Comm!~ £or a probation- ary period of four months. as recommended by the In~rial Committee on September 10. 1965. CA~RIED . - RESOLUTION NUMBER 333/65 MOVED by Mr. Campbell, seconded by Mr. Wank, that the member- ship of the Industrial Committee be increased by four. as recommended by the Industrial Committee on September 10, 1965. CARRIED RESOLUTION NUMBER 334/65 MOVED by Mr. Wank. seconded by Mr. Spang. that the Engineer be authorized to pay $300.00 to Mr. Martino for the land required for the Canadian National Railway Rosebank crossing improvement, and to arrange for the transfers of the land; as recommended by the Road Committee on September 4. 1965. CARRIED RESOLUTION NUMBER 335/65 MOVED by Mrs. McPherson. seconded by Mr. Waring, that the Canadian National Institute for the Blind be permitted to collect funds for their 'organization in the Township of Pickering during the month of September. CARRIED RESOLUTION NUMBER 336/65 MOVED by Mr. Spang, seconded by Hr. Newman. that the minutes of two joint meetings of Council and Planning Board held July 27. 1965. and August 17, 1965, respectively. be approved. CARRIED .. - 5 - ~ RESOLUTION NUMBER 337/65 MOVED by Mr. Newman, sec~nded by Mr. Spang. that this Council authorizes the Clerk to have a survey and description proepared by an Ontaroio Land Surveyor of the proposed site of the lands to be purchased from Mr. Risk, part of Lot 24. Concession 1, showing the lands being acquired for industrial sites and for the Centennial project. CARRIED RESOLUTION NUMBER 338/65 MOVED by Mr. Newman, seconded by Mrs. McPherson, that By-Law No. 301 .7 be referred to thewhole Council, By-Law Committe. and the Game Committee, for their recommendations. CARRIED BY-LAW NUMBER 3013 (Two Readings) , r/-- ) Mr. Waring, seconded by Mr. Spang, moves for leave to introduce a by-law of the Township of Pickering to authorize the borrowing of $380,000 upon debentures for Public School purposes, and that same now be read a first time. Mr. Waring, seconded by Mr. Wank, moves that By-Law Number 3013 to authorize the borrowing of $380,000.00 upon debentures for Public School purposes be now read a second time. and that Council go into Committee of the Whole thereon. - INSTRUCTIONS 1. Engineer to ensure that the service road between Fairport Road and Liverpool Road is brought up to township standarods before acceptance by the township. in particular the correction of drainage on the shoulders of said road.
