DEFERRED - 2 - The fOl¡owing PERSONS. on MOTION. wer~ heard: l. MOVED by Mr. Campbell. seconded bŸ ·Mrs..·,McP~e~son,· that Mr. !B. Lowe, of Bay Ridges Ratepayers' Assocfati·on, be heard. CARRIED Mr.BJ>yan Lowe presented a brief with reference to the re-' zoning of a parcel of residential and open-space land to that of com~ercial zoning. The land in question is part of Lot 24, Broken Front. Range 3, north-east part of Frenchman"t.s Bay, Township of Pickering. His main objection was the rezoning of residentially zoned lands to what would permit the establishment of Marinas. He aSked Council to give the matter their very serious consideration before appnoving the recommendation of the Planning..Board. Council, after considerable discussion, felt that since most members were not fully familiar with the situation, should have further opportunity to study it, and thus it was recommended that this whole matter be deferred until August 23rd. 1965, at which time Council will give other interested parties an opportunitym be heard on this subject. It was also suggested that notices be sent to the abutting land ownG~s - Planning Department to mail notices to all parties concerned. 2. HOV~D by Mr. Waring. seconded "by Mr. Spang, that Mr. J. MacNeal and l1r. B. Henderson be heard. CARRIED Mr~ J. MacNeal. who is a resident of Fairport Street on which the ¡proposed Baytona Marina is to be located, explained that the work being done on the site of this Marina has created many objectionable situations, all of which affect the living conditions of the residents in the area. He complained about the bad road conditions, caused by unusually heavy traffic, parking problems. and the roads being blocked by cars belonging to customers of the said Marina. Also, drainage problems have been created by work which has been done to date on the Marina property. It was the feeling of both Mr. MacNeal and Mr. Henderson that the owners of the Marina were making the conditions unbearable intentionally. with hope that this would force these residents out of their homes and thus be forced to sell. Instructions. . Engineer to examine roads and give a report on condition of same. Police Chief to enforce control with regard to parking of cars on Fairport Street. 3. MOVED by Mr. Newman. seconded by Mr. Waring, that Mr. Richard Howell, representing Fairport Beach Ratepayers, be heard. CARRIED Mr. Richard Howell was again appearing before Council with regard to amendment of By-Law No. 25ll, Section 5.6, which will allow persons whose properties abut private roads, to maintain, renovate or repair existing structures. An amending by-law was presented. However, it was felt that additional information should be included such as street names, and that these same streets and roads should be a mimimum of 66 feet in width. The amending by-law will require Ontario Municipal Board approval and Mr. Howell was advised that building permits could not be issued until this by-law is approved. (See Resolution No. 305/65) - 3 - 4. MOVED by Mrs. McPherson, seconded by Mr. Waring, that Mr. S. Rumm. representing Consolidated Building Co~poration. be heard. CARRIED The subject under discussion was on the amended draft plan placed on Block P, Plan M-l2. After a brief discussion with reference to bonditions that should be incorporated in the supplementary subdivision agreement. Council passed Resolution No. 303/65. Councillor Warin~, Chairman of the Fire Committee presented the finaliz~d agreement between the Township of Pickering and the Pickering Township Fire Fighters' Association, pointing out a few minor changes¡ otherwise the agreement was essentially the same word fot word as previously presented to the Committee of the Whole. It was MOVED by Mr. Newman, seconded by Mr. Waring, that Mr. Morgan, Presideht of the Fire Fighters' Association, be given an opportunity to speak for or against the agreement. However, Mr. Morgan felt they had nothing to say for the present. CARRIED Mr. War~ng, on behalf of Council, expressed thanks to the firemen for the co-operation they gave during the negotiations of this agreement. See Resplution No. 294/65. Council¡or Newman objected to Resolution No. 300/65 being passed, expressing his concern to the fact that the Church property would become landlocked. However. Mr. Campbell assured Mr. Newman that an agreement between the Anglican Church and Mr. Crooks, made allowance for future access. See Resolution No. 300/65. RESOLUTION NUMBER 294/65 MOVED by Mr. Waring, seconded by Mr. Newman, that the Reeve and Clerk be authorized to sign an agreement between the Township of Pickering and the Pickering Township Professional Fire Fighters' Association, as amended. CARRIED RESOLUTION NUMBER 295/65 MOVED by Mr. Wank; seconded by Mr. Campbell, that the Council of the Township of Pickering request an access to Highway 2 for ceremonial purposes on the specific understanding that this opening will be physically closed to vehicles by post or barricades at all other times. subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 296/65 MOVED ~y Mrs. McPherson, seconded by Mr. Waring, that the question of the pay scales for Mr. C. Norton, Shovel Operator. and Road . Foremen, be referred to the Finance Committee, and that the Engineer be present; as recommended by the Road Committee on July 26, 1965. CARRIED RESOLUTION NUMBER 297/65 MOVED by Mr. Waring. seconded by Mr. Wank, that the Council of the Township of Pickering do hereby authorize exemption OT certain employees from Unemployment Insurance coverage on the grounds that these employees are specified as permanent employees, having been employed by the Township of Pickering for a period of two consecutive years: James Glendinning Ron aId Morgan ·CARRIED RESOLUTION NUMBER 298/65 MOVED by Mr. Newman, seconded by Mr. Spang, that this Council retain the services of H. C. Grant. Ph.D., of the firm of Deloitte, Plender, Haskins & Sells, Chartered Accountants, to prepare a job evaluation and salary schedule on all employees of this municipality. Mrs. McPherson. - 4 - RESOLUTION NUMBER 299/65 MOVtD by Mr. Waring, seconded by Mrs. McPherson, that the Engineer be authorized to stretch and reinforce the fence of Mr. Curran, 327 Krosno Blvd.. which borders the park walkway; as recommended by the Road Committee on July 26, 1965. CARRIED YEA: Mr. Newman, Mr. Spang, Mrs. McPherson, Mr. Laycox, Mr. Campbell, Mr. Waring NAY: Mr. Wank RESOLUTION NUMBER 300/65 , MOVED bY Mrs. McPherson, seconded by Mr. Campbell, that the section of the 'old No. 2 Highway owned by the Township be offered to the abutting owners for $1.00 and cost incurred in transferring the land to the owners; as recommended by the Road Committee on July 26, 1965. CARRIED RESOLUTION NUMBER 302/65 MOVED by Mr. Newman, seconded by Mr. Campbell, that the salary schedule of a Captain's rank be reverted to $5,400.00 for year 1965 and $5,600.00 for the year 1966 in the Pickering Township Professional Fire Fighters' agreement. CARRIED YEA: NAY: Mr. Newman, Mr. Spang, Mrs. McPherson, Mr. Wank, Mr. Campbell Mr. Laycox, Mr. Waring RESOLUTION NUMBER 303/65 MOVED by Mr. Newman, seconded by Mrs. McPherson, that this Council does hereby endorse the recommendation of the Planning Board on August l2, 1965, that a revised plan of subdivision dated August 13. 1965. be approved and a registerable supplementary subdivision agree- ment be entered into between Consolidated Building Corporation and the municipality, to contain the following conditions: l) the requirements and recommendations and/or suggestions of the Township Engineer dated August 4, and August 16, 1965. 2) thè provision of a water connection for the park ~ 3) grading of the park site to the specifications of the Township En$ineer 4) provision of a combined walkway and service easement having a minimum width of 10 feet or such greater width as required by the Township Engineer. BY-LAW NUMBER 3041 (Two Readings) -, Mr. Spang. seconded by Mr. Newman, moves for leave to introduce a By-Law of the Township of Pi ckering to amend By-Law No. 2223 (Maximum Building Permit Deposit $1,500), and that same now be read a first time. Mr. Spang, seconded by Mrs. McPherson, moves that By-Law Number 3041 to amend By-Law No. 2223 be now read a second time, and that Council to into Committee of the Whole thereon.
