17. James A. Taylor advises that Del Brocco has posted the necessary
bond and secured required insurance. Forwards by-law to
authorize release of future lots providing lot development fee
paid.
18. By-Law Officer advises that Mr. Harold J. Haggie has been
employed as Dog Control Officer to commence duties July 27, 1965.
19. A. W. Tyas submits copies of letters received from Canadian
National Railway re railings on footbridge at Sprucehill Road
and his rep ly.
20. Claim from R. J. Burton. 875 Douglas Avenue. Bay Ridges, for
alleged damages caused by sewer back-up on June 28. Referred
to Public Utilities Committee.
2l. Ontario Municipal Board, appointment for hearing on Thursday.
July 29th, 1965, at II a.m. at the Board's Chambers, 145 Queen
Street West, Toronto, for all parties interested in supporting
or opposing application for amending by-law to Restricted Area
By-Law No. 357 of the Village of Pickering.
The following PERSONS, on MOTION, were heard:
1. MOVED by Mrs. McPherson, seconded by Mr. Wank, that Mrs. Gilbert
McMurtrie be heard. CARRIED
Mrs. McMurtrie submitted a petition on behalf of the ratepayers
who are concerned with the overloading of gravel trucks and the
high speed travelled by both these trucks and cars, requesting
the Township Council to enforce speed restrictions on a certain
part of this road. Mrs. McMurtrie introduced Mrs. F. Gerbis,
who spoke on behalf of the ratepayers who signed the petition.
Mrs. Gerbis pointed out the great hazards to children and
pedestrians, due to the heavy truck traffic and the high speed
of same. Mrs. Gerbis appealed to Council to instigate action
towards a remedy in controlling speeds on the Brock Road from
point north of Concession 4 to Highway Number 2. See Resolution
No. 262/65.
2. MOVED by Mrs. McPherson, seconded by Mr. Spang, that Mr. Richard
Howell be heard. CARRIED
Mr. Howell, representing the ratepayers of the old Dunbarton Shore
area inquired as to the Township's stand with regard to the issue-
ing of building permits to residence owners of land abutting
private roads. Since our by-laws do not permit the issue of
building permits, it is felt by Mr. Howell that this creates a
hardship on people who wish to renovate or improve their holdings.
The suggestion was made that the township assume all private roads,
in particular those in the Dunbarton Shores, and perhaps this would
solve the problem. However, it was pointed out that these roads
were privately owned and that the resident owners had only a
right-of-way over them. Therefore the municipality would be
required to purchase these roads from the present owners
(Consolidated Building Corporation).

Mr. Wank suggested we investigate the possibility of acquiring
the roads before any decision is made with respect to the issue
of building permits (See Resolution No. 266/65).
In addition to the problem of private roads we must think of 'the
sanitary situation in the area. Mr. Laycox pointed out that a
number of the lots Were much too small for residential home
cons tructi on.
Mr. Howell expressed his disappointment in that the Council was
unable to help with this problem, but thanked Council for their
efforts. with hope that a solution would be reached shortly.

RESOLUTION NUMBER 262/65
MOVED by Mr. Wank, seconded by Mrs. McPherson, that in view of the
numerous complaints of excessive vehicular speeds on the Brock Road,
and noting that complaints in particular were directed at overloaded
gravel trucks, this Council makes exceedinglY strong representation
to both the Ontario Provincial Police and the Township Police forces
to see what arrangements can be made to check the vehicular speeds
on a repetitive basis in order to try and prevent a future tragic
mishap, and that a copy of this resolution be forwarded to the
County Engineer with a recommendation that a by-law be passed to
install a 35 mile-per-hour speed limit from a point 400 feet north
of C.P.R. Crossing to the Third Concession. CARRIED

MOVED by Mrs. McPherson. seconded by Mr. Campbell, that the Engineer
be authorized to call for tenders for the following:
1. Hot laid asphalt.
2. Surface Treatment
3. Supply of Stone Chips (for surface treatment).
4. Crushing gravel for roads.
5. Concrete culvert, Sideline 34/35, Con. 2.
6. Two dump trucks with snow plows and sander.
7. One-half ton pick up truck for Road Foreman.
8. Van Survey Crew.
subject to approval of the Department of Highways of Ontario.

on the following be accepted, subject to the Engineer's approval, and

Number 253/65 be rescinded, and replaced by the following:

THAT the Letter of Understanding submitted by the Hydro-Electric
Power Commission re installation of water and sewers on the property
being developed for the Nuclear Station. be adopted in principle,
provided that a clause stipulating the frontage charges to be levied,
be inserted; as recommended by the Public Utilities Committee on
June l6, 1965. CARRIED
RESOLUTION NUMBER 266/65
MOVED by Mr. Wank, seconded by Mr. Campbell. that our solicitor
prepare a recommendation regarding the deeding of roads in the
Dunbarton Shores area to the municipality in view of the fact that
abutting lot owners do not own the road but is in fact owned by
another party, and such report be ready for the August 3rd Council
meeting. CARRIED

BY-LAW NUMBER 3034
Mr. Wank. seconded by Mr. Spang, moves for leave to introduce a
By-Law of the Township of Pickering to authorize the Reeve and
Clerk to execute Releases of the lots as shown on Plans M-36 and
M-37 from the provisions of the Rougedale Acres Subdivision Agreement,
and that same now be read a first time~
Mr. Wank, seconded by Mrs. McPherson, moves that By-Law Number 3034
to authorize the Reeve and Clerk to execute releases of the lots
as shown on Plans M-36 and M-37 from the provisions of the Rougedale
Acres Subdivision Agreement, be now read a second time, and that
Council go into Committee of the Whole thereon.
The Committee of the Whole arises and reports the By-Law as read.
Mr. Wank. seconded by Mr. Campbell, moves that the report of the
Committee of the Whole on By-Law No. 3031 . be adopted, and that fue
said By-Law be now read a Third time and PASSED. that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
