PRESENT: Mr. C. W. Laycox. in the Chair Mrs. J. McPherson H. Spang W. G. Newman John Campbell Hubert Wank D. J. PIitz, Clerk ABSENT: Donald Waring MINUTES MOVED by Mr. Wank, seconded by Mr. Newman, that the minutes of meeting held June 7. 1965, be adopted. CARRIED MOVED by Mr. Spang, seconded by Mr. Newman, that the minutes of meeting held June 21st, 1965, be adopted. CARRIED The following CORRESPONDENCE was considered: 1. Metropolitan Toronto and Region Transportation Study advises public hearings will be held in Fall of 1965. dates to be published later. They ask municipalities, other public bodies, organizations and individuals to submit briefs on one or all of following subjects: 1. The type and location of transportation needed in the future. 2. The degree to which transportation availability and flexibility affects economic development and land use. 3. The policies of the different levels of Government needed to resolve transportation problems. Parties making submissions requested to file letters ofmtent before July 15. Closing date for accepting briefs, Septemberro. Referred to Planning Board. 2. Board of Transport Commissioners for Canada advises inspection for Woodview Crossing at 11:00 a.m.. July 14. Request represen- tation by the Township at that time. Subject: anti-whistling By-Law. Mr. Laycox and Mrs. McPherson will attend, and Councillor Wank hopes that he may be free to attend. 3. Minister of Highways asks Council to permit farmers to harvest hay on all King's Highway rights-of-way. with the exception of multi-lane controlled access highways, because of serious drought conditions. He urges whatever co-operation can be provided for the salvaging of all fodder material that œn possibly be saved. See Resolution No. 249. ~ 4. Engineer recommends Council establish policy with regard to trees on Township property, and suggests: l~ That only trees with relatively shallow root growth such as hardwoods be permitted to be planted on Township road allowances. 2. That existing trees with profuse root growth such as Poplars and Weeping Willows be removed from the road allowances once damages occur to public utilities and private property. 10. - 2 - Mr. Poulsson also recommends that an evaluation of suitable trees for township boulevards, with consideration to their effects on public utilities, be obtained from the Department of Lands and Forests, and from such information a by-law be prepared outlining plantings for Township road allowances. See Clerk's instructions. 4. 5. Engineer wishes instruction as to who will enforce the requirements of Township occupancy permits - particularly in Plans ~36 and M-37. See Clerk's Instructions. 6. Bell Telephone Company inquires if Bay Shore Heights will be official name for Service Road. See Resolution No. 261. 7~ R. H. Taylor, on behalf of Mr. Belcher, Mr. Rochon and Mr. Dudley, on the Fifth Concession, protests the method used for disposal of the garbage at the Township dump, stating that the stench from burning garbage is obnoxious. He asked if a cover and fill method could be used, and if burning is absolutely necessary, that it be done fora limited time. He also asks that the hill on the Fifth Concession east of Consolidated Sand and Gravel be marked with a sign "Dangerous Hill - Slow" as there have been numerous accidents due to high speed. Referred to Public Utilities Committee and Road Committee respectively. Mr. and Mrs. J. Summers protest the condition of the Fifth Concession Road in front of their home; the dust, danger, holes and noise of the continuous truck traffic. The oomplain- ants state that promises have been made by the Township to correct the situation, but circumstances continue to~ow worse. R~fe~red tL R0ad Committee. 8. 9. Metropolitan Toronto Planning Board invites all members of Council to be present at a meeting at the Council Chambers, Brougham, on Monday, July 12, at 8 p. m.. to discuss the Waterfront Plan. Clerk advises Mr. James Arthur Tomlinson engaged as clerk- bookkeeper for Treasurer's Department. 11. Clerk advises that land purchase between Mr. Joseph~rland, Sr. and the Township has been completed, and that the Township now has the signed deed to the land used for the Altona Road at Lots 32 and 33, Concessions 2 and 3. 12. Approvals have been received from the Department of Municipal Affairs, Municipal Works Assistance Programme, for the following: (a) Municipal Building (b) Fairport Beach Water and Sewer services (c) Watermain, Dunbartcn High School. l3. A. W. Tyas, Business Administrator, School Area 2, advises that the Board has requested the Canadian National Railway to increase height of railings on footbridge at south end of Spruce Hill Road to six feet on each side of the bridge to eliminate hazards for children. He advises Board was petitioned in this behalf by parents of children attending Dunbarton School. See Clerk's Instructions. 14. Bell Telephone Company submits copy of letter sent to all Dunbarton Telephone customers advising of new proposed rates. 15. Emergenc~ Measures Organization advises that Provincial E.M.O. definitely assures project of fire pumper approved and 45% of cost will be refunded. - 3 - 16. Engineer reports acquisition of land for road widening from Gibson, part Lot 19, Range 3, now completed. 17. Building Inspector's Report for month of June: 36 permits, estimated value, $221,900.00 l2 dwellings, average, $14,100.00 11 house additions 9 private garages 1 building to move, 1 greenhouse, 1 milkhouse, 1 workshop addition. Fees for month, $65l.50. 18. Board of Transport Commissioners for Canada submits Order for certain exchange transfers by Bell Telephone Company of Canada. The following PERSONS, on MOTION. were heard: MOVED by Mr. Newman. seconded by Mr. Campbell, that Mr. Williams be heard: Mr. John Williams, appearing on behalf of the Bay Ridges Ratepayers Association. with reference to the very serious flooding conditions of homes on Douglas,Haller, and Chapleau Streets caused by poor design of the sanitary and storm sewers, resulting in back-up of sewage and run-off during heavy rainfalls. Mr. Williams was appearing on behalf of those ratepayers affected by the flood and suggested that the Township take the necessary action to have this situation corrected, thus preventing any recurrence of this most deplorable unsanitary condition in the future. this being the third occurrence in recent months. He also felt those people so affected should receive some compensation for the damage caused. Mr. Laycox agreed that the situation was serious and was sympathetic with those ratepayers suffering damages. He then proceeded to explain why this situation had occurred, and further suggested that Council take the necessary action to prevent a repetition of this very obnoxious problem. See Resolution No. 260/65. Mr. Dempster and delegation who were scheduled to appear regarding the installation of sidewalks on Vistula Drive. did not attend since the situation had been taken care of prior to the meeting. RESOLUTION NUMBER 245/65 MOVED by Mr. Wank, seconded by Mr. Newman, that this Council accept the tender of Cliff Mills Motors for Public Utilities truck for a price of $6,385.60, as recommended by the Township Engineer. CARRIED RESOLUTION NUMBER 246/65 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Engineer be authorized to call tenders for the proposed bridge on Concession 7, Sideline 28/29. CARRIED RESOLUTION NUMBER 247/65 MOVED by Mr. Newman, seconded by Mr. Campbell. that this Council study the Regional Development Association with a view to joining it; as recommended by the Industrial Committee on June 24, 1965. 'CARRIED ~ RESOLUTION NUMBER 248/65 MOVED by Mr. Campbell, seconded by Mr. Wank, that the Risk property, located between Highway 2 and the Macdonald-Cartier Freeway in Lot 24, Concession l, containing 22 l/4 acres, more or less, be the proposed site for the Centennial Park project and industrial develop- ment area; and that Plan No.1, as submitted by the Planning Director, be accepted; and that the Township Solicitor be instructed to proceed - 4 - with completing the purchase of said land; and that the Planning Department prepare suitable boundary north side of proposed road allowance for division of land between park and industrial sites; as recommended by Council in Committee of the Whole on June 28, 1965. Mrs. McPherson RESOLUTION NUMBER 249/65 MOVED by Mr. Newman, seconded by Mr. Wank, that the Clerk advertise in the local papers that all farmers be allowed to harvest hay on all Queen's Highways and Township road allowances due to the serious drought conditions, with the exception of multi-lane controlled access highways. æRRIED RESOLUTION NUMBER 250/65 MOVED by Mr. Wank, seconded authorized to negotiate for for the water reservoir; as Committee on June 16, 1965. by Mr. Newman, that the Engineer be the acquisition of the lands required recommended by the Public Utilities CARRIED RESOLUTION NUMBER 251/65 MOVED by Mr. Wank, seconded by Mr. Campbell. that the permanent Garbage Department employees be provided with two sets of overalls per year in order to protect their clothing from the hazards of their trade; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED RESOLUTION NUMBER 252/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that Mr. Ducette, the School Board's Works Superintendent, be advised that the Township is prepared to extend the sanitary sewers and watermains to the Fairport Beach Public School's west property limit, provided the Board is prepared to pay all costs connected with such works. . CARRIED RESOLUTION NUMBER 253/65 MOVED by Mr. Wank, seconded by Mr. Spang, that the Letter of Under- standing submitted by the Hydro-Electric Power Commission re access road to the Nuclear Plant be adopted in principle, provided that a clause stipulating the frontage charges to be levied, be inserted; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED RESOLUTION NUMBER 254/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that Garbage Truck No.2 be disposed of at the best of three invited offers; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED RESOLUTION NUMBER 255/65 MOVED by Mr. Wank, seconded by Mr. Campbell, that since the result of the response to the Township inquiry from the residents of Brock Road from the north limit of the Garbage Area to 1800 feet north of the 4th Concession as to whether or not they wanted garbage cOllection, resulted in that only one in seven wanted cOllection, that~is area be not included in the Garbage Area; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED RESOLUTION NUMBER 256/65 MOVED by Mr. Wank. seconded by Mr. Campbell, that the sewer service rate for the West Rouge School be reduced by 50% of the water account to bring the total of the sewer rate plus the sewer service rate to 100% of the water account similar to the 100% charge for other schools; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED - 5 - RESOLUTION NUMBER 257/65 MOVED by Mr. Wank, seconded by Mr. Newman, that street light petitions from Fairport Beach and Frenchman's Bay be considered only if the entire respective areas are included and that these works be in- stalled under the Local Improvement Act; as recommended by the Public Utilities Committee on June 16, 1965. CARRIED RESOLUTION NUMBER 258/65 MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the road allowance between Ranges 2 and 3, Broken Front Concession west of Sideline 20/21 be sold to the abutting owners, the Hydro-Electric Power Commission. CARRIED RESOLUTION NUMBER 259/65 MOVED by Mr. Newman, seconded by Mr. Spang, that this Council does hereby endorse the recommendation of the Township of Pickering Committee of Adjustment of June 17, 1965 and hereby authorizes the issuance of a Letter of Tolerance. that no action will be taken by the Township of Pickering for reasons of variance from Zoning By-Law No. 2790 on property known as Part Lots 29 and 30, Concession 7 to permit the use of a 10-acre parcel having 487 foot frontage, whereas a minimum of 500 feet frontage is required, on the grounds that the l3 foot variance 2.6% is minor in nature, will not detract from the surrounding area and is necessitated to maintain the ~-acre parcel size. CARRIED RESOLUTION NUMBER 260/65 MOVED by Mr. Newman, seconded by Mr. Wank, that this municipality proceed immediately to correct the situation on Douglas, Haller and Chapleau Avenues re sanitary and storm sewer back-up, and that a letter be written, through our sOlicitor, without pr&judice to the Township with regard to the steps taken by this municipality and as proposed by the Township Engineer and assistant staff, '" and that the cost of these corrections be charged to the Consolidated Building Corporation in the final analysis. RESOLUTION NUMBER 261/65 KOVEb by Mr. Wank, seconded by Mrs. McPherson, that the Bell Telephone Company be advised that it is the intention of Pickering Township Council to prepare a by-law to re-name the Service Road to Bayshore Heights Road at such time as the Township assumes ownership of the said road from the Department of Highways by By-Law. Supply list to all members of Council of the Council and Committee meetings covered by their recent honorarium cheques. 6. Building Department to submit report on method of dealing with erection of new farm buildings other than residences. 7. Check with Auditor re audit qualifications, paragraph 2, re deferred cost originally incurred in 1963. 8. Secure copies of by-laws of other municipalities regarding types of trees permitted on road allowances. Contact Department of Lands and Forests re suitable trees.
