PRESENT: C. W. Laycox, in the Chair Mrs. J. McPherson Harvey Spang W. G. Newman Donald Waring John Campbell Hubert Wank D. J. PIitz, Clerk The following CORRESPONDENCE was considered: 1. Acknowledgment of sympathetic remembrance of Mrs. G. PIitz, from the PIitz family. Mr. Lay cox ext en de d sympathy on behalf of counci 1 to Mr. Wank on the loss of his father-in-law. 2. Engineer's report on half-load limits. Correspondence between Township and Mr. Bruce Affleck, B.A.. Crown Attorney, was read to council, involving half-load limits. After considerable discussion on the matter it was recommended that copies of all correspondence pertinent to this subject be for- warded to the Provincial member, Mr. M. Dymond, and Federal member, Mr. A. Walker. 3. Minister of Transport advises that the Highway Traffic Act provides authority for a rate of 3S miles per hour. He writes in reference to a request for 15 m.p.h. in school zones by New Toronto. which council endorsed. He asks that Police Depart- ment supply him with information relating to all accidents in ~e municipality in the year 1964 involving school children. Clerk forward forms to Pickering Police Department for completion. 4. Munici~ality of Metropolitan Toronto, Traffic Engineering Department. advises traffic control ~ignals at Highway 2 and Sheppard Avenue. cannot be justified at this time. Referred to By-Law Com~ittee for recommendation and follow-up. 5. School Area 2 asks for Council's consideration of hazard for . children playing in the watercourse on Friendship Avenue adjacent to West Rouge School property. Situation has since been taken care of. Area fenced in. 6. Craig, Zeidler & Strong ask for instructions re plans for new ~unic1pal building, and for verification of areas required for each department. Arrange meetings for Monday night at 8:00 with Mr. Zeidler and Mr. Johnston, and Department Heads, to discuss new municipal building with regard to space requirements. þ 7. S. Todd. of Todd Furniture, objects to lack of water in the Township's industrial areas. Clerk acknowledge letter. Advise areas now serviced by municipal water and sewers (industrial). 8. Mrs. D. V. Bisho~ advises that the Ontario Municipal Board has told her in writing that approval for the Burton land division was not given by them. - 2 - 8. This w~s discussed briefly and Mr. Faulkner, Planning Director. explained the matter fully to Council. also submitted a brief. 9. Mrs. D. V. Bishop asks for certified copy of re-location permit for Burton wood-working plant. and asks if $1,000 Performance Bond was obtained prior to issuance of permit. This matter was discussed, and since permits are on file and fees and deposits have been received, Mrs. Bishop will be advised that this information is in the Township office for examination during office hours. 10. Mrs. Irene Goff. 149 Chesterton Shores Road, complained of industrial waste pollution from Price and Knott factory. States her land is being eroded and house damaged. Referred to Public Utilities Committee. 11. The opening of John A. Macdonald Public School by the former Lieutenant Governor, Honourable Vincent Massey, was discussed by Council, and it was recommended that .·~his matter of Township participation in the entertainment of this dignitary be referred to Committee of the Whole. 12. The matter of Mr. H. Buchner, Lot 212, Plan 345, Lakecrest Drive, Fairport Beach, re issuance of building permit was discussed. It was felt that the issuance of a permit be deferred for the present until such time as the Township has assumed the private roads in this area. RESOLUTION NUMBER 155/65 MOVED by Mrs. McPherson, seconded by Mr. Spang, that the Clerk be authorized to prepare a by-law to close road allowance between Lots 20 and 21, Range 2. Broken Front Concession. Township of Pickering, as requested by the Hydro-Electric Power Commission of Ontario. CARRIED RESOLUTION NUMBER 156/65 MOVED by Mrs. McPherson, seconded by Mr. Waring, that the Clerk be authorized to prepare a by-law to close a portion of a road allowance known as Union Road in Registered Plan 10 in the Township of Pickering, sou~h half Lot 18, Concession 6, between Martin Road and Highway 7. CARRIED RESOLUTION NUMBER 157/65 MOVED by Mr. Wank, seconded by Mr. Newman, that on a recommendation of the Public Utilities Committee: BE IT HEREBY RESOLVED that work commence immediately on Stage 1 as outlined in the Water Study, this stage to include: 1. Completion of the hook-up between the West Rouge and Bay Ridges watermains $ l21,OOO.00 2 . Construction of main and reservoir on Rosebank Road $ 350,000.00 471,000.00 þ THIS COST to be borne as follows: 1. $31.000... 00 was estimated possible to finance under the Local Improvement Act. 2. The balance, being $440,000.00, to be debentured over 20 years as a Capital Debt and the yearly payments borne by the waterworks. The yearly payment necessary, if debentured over 20 years at 6% interest was $440,000 + 0.0871845570 = $38,360.00, '"' 3 .. This yearly cost was considered met as follows: a. Estimated surplus expected in 1966 $ 10,000.00 b. Estimated saving by not operating West Rouge Plant 8,360,00 c. $5.00 yearly charge per meter installed (subject to check on number of meters) 20,000.00 $ 38,360.00 CARRIED YEA: NAY: Messrs. Newman.. Spang, Laycox, Wank, Campbell, and Waring. Mrs. McPherson. RESOLUTION NUMBER 158/65 MOVED by Mr. Campbell, seconded by Mr. Newman, that the Council of the Township of Pickering instruct the Township Engineer to proceed with soil tests in the Township property at Brock Road and No.2 (including the 1 1/2 acres under option) and that a full report be submitted relative to the erection of the new municipal building. CARRIED RESOLUTION NUMBER 159/65 MOVED by Mr. Newman, seconded by Mr. Wanke that the balance of $1,000 be paid to the Aldon School for Retarded Children, Ajax, as required by Bill 131, "An Act to Amend The Schools Administration Act, Section 117(1)." CARRIED BY-LAW NUMBER 2900 (Third Reading) Mr. Campbell, seconded by Mr. Wank, moves for leave to introduce a By-Law of the Township of Pickering to aut~orize the borrowing of $225,000.00 upon debentures forthe building of a new municipal building, and that same now be read a first time. Mr. Campbell, seconded by Mr. Waring, moves that By-Law Number 2900 to authorize the borrowing of $225,000.00 upon debentures for the building of a new municipal building be now read a second time, and that Council go! into Committee of the Whole thereon. Mr, Campbell, seconded by Mr. Wank, moves that the report of the Co~mittee of the Whole on By-Law No. 2900 be adopted, and that the said by-law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. BY-~AW NUMBER 30¡0 (Third Reading) The Committee of the Whole on By-Law No. 3010 to regulate the operation of pits and quarries, arises and reports the by-law as read. Mr. Waring, seconded by Mr. Wank, moves that the report of the Committee of the Whole on By-Law No. 3010 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 4 - BY-LAW NUMBER 3011 Mr. Campbell, seconded by Mr. Waring. moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2572 as amended, and that same now be read a first time. (Zoning) Mr. Campbell, seconded by Mr. Wank, moves that By-Law Number 3011 to amend By-Law Number 2572 as amended, be now read a second time, and that Council go into Committee of the Whole thereon. Mr. Newman, seconded by Mrs. McPherson, moves that By-Law No. 3012 to amend By-Law Number 2982, which authorizes a project in observance and commemoration of the Centennial, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. BY-LAW NUMBER 3014 Mr, Campebll. seconded by Mr. Waring, moves for leave to introduce a By-Law of the Township of Pickering to license, regulate and govern the owners and drivers of cartage vehicles, and that same now be read a first time. Mr. Campbell, seconded by Mr. Spang,moves that By-Law Number 3014 to license, regulate and govern the owners and drivers of cartage vehicles, be now read a second time, and thatCouncil go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. CARRIED - 5 - INSTRUCTIONS . 1. Clerk prepare by-law to take over certain roads in the Fairport Beach area - Lakecrest Drive, Buena Vista Drive, Sunrise Avenue. 2. Engineer contact Tripp Construction with reference to grading back-filled areas as work is completed (daily). 3. By-Law Enforcement Officer to look into untidyness in the area of Chesterhill Variety Store, West Rouge;' also West Rouge dog problem. 4. By-Law Committee to study By-Laws 1787 and 2511 pertaining to matters of substandard buildings. 5. Council to meet as Committee of the Whole April 26, 1965, to discuss municipal building. and other Township matters.
