PRESENT: C. W. Laycox, in the Chair Mrs. J. McPherson Harvey Spang Wm. G. Newman Donald Waring John Campbell, D. J. PIitz, Clerk The following CORRESPONDENCE was considered: 1. Port Union Road repair account - Stevens, Hassard and Elliott requesting instruction. Letter left with Mrs. J. McPherson to have same referred to the Road Committee for direction. 2. Animal Shelter - letter from the Ontario Humane Society, T. J. Hughes', General Manager, with reference to the need for a suitable shelter for unwanted animals. Refer to By-Law Officer Mr. H. Ashton for a rep ort . 3. Building Inspector submitted his monthly building report for the month of January. 15 permits - estimated value of buildings - $11 .8,200.00 11 dwellings, average - $12,400.00 1 greenhouse 1 wrecking permit 1 carport 1 st airs Building fees - $326.00 The following PERSONS were HEARD. 1. MOVED by Mr. Newman, seconded by Mr. Spang, that Mr. Cecil Phillips be heard. CARRIED Mr. Phillips discussed with Council the condition of road allowance between Township lots 20 and 2l, Concession 5. It was recommended that this matter be put before the ~oads Committee, meeting March 3. 1965. 2. MOVED by Mrs. McPherson, seconded by Mr. Nwwman, that Mrs. Gladys Beckstead be heard. Mrs. Beckstead and delegation appeared before Council. Mrs. Beckstead had prepared quite a lengthy report emphasizing the great need for utility services, e.g. water and sanitary sewer. After much discussion and question. being asked, it was recommended that the matter be submitted to the Public Utilities Committee for further consideration. N. R. plan entitled "Woodview Avenue SD-4l55A. dated Feb. 2-1965 be approved and that the Reeve and Clerk hereby be authorized to sign the plans on behalf of the Corporation of the Township of Pickering. CARRIED RESOLUTION NUMBER 69/65 MOVED by Mrs. McPherson, seconded by Mr. Newman, that ~ WHEREAS the Board of Trustees of the Pickering High School District have applied to the municipal councils having jurisdiction in the said High School District for the issue of debentures in an amount not exceeding $975,090.00 repayable over a period of 20 years to provide for the purpose of making permanent improvements to the existing high school at Pickering. being a share of the total cost of $2,l97,3l7.00. consisting of al.erations and addition of 34 rooms to the Pickering District High School, BE IT RESOLVED that the Council of the Corporation of the Township of Pickering being a municipality included or partly included in the said High School District hereby approves the said application and agrees to assume its proper proportion of the amounts required to pay for the said debentures and interest thereon and the expenses connected therewith to be determined from time to time in the manner provided by The Secondary Schools and Boards of Education Act, 1954, CARRIED ..... 3 ~ RESOLUTION NUMBER 70/65 MOVED by Mr. Spang, seconded by Mr. Newman, that this Council does oereby endorse the recommendation of the Township of Pickering Committee of Adjustment of February 16. 1965 and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Township of Pickering for reasons of variance from Zoning By-Law Number 2790, on property known as Part Lot 32. Concession 5, to permitW. K. Moore to erect a single family dwelling on an existing separate parcel of land having 66' frontage by 10,890 square feet in lot area; whereas the minimum requirements are 75' frontage by 15,000 square feet in lot area. CARRIED RESOLUTION NUMBER 71/65 MOVED by Mr. Spang, seéonded by Mrs. McPherson, that this Council does hereby endorse the recommendation of the Township of Pickering Committee of Adjustment of February 16, 1965 and hereby authorizes the issuance of a Letter of Tolerance, that no action will be taken by the Township of Pickering for reasons of variance from Zoning By-Law Number 2790, on property known as Part Lot 18, Concession 5, to permit L. Salgo to erect an extension of 44' by 26' to the rear of the present existing non-conforming industrial operation; whereas industrial uses are not permitted in agricultural areas. CARRIED RESOLUTION NUMBER 72/65 MOVED by Mr. Newman, seconded by Mr. Spang, that this Council agree in principle with the Waterfront Development Program tbat the east side of Frenchman's Bay along the waterfront be set up to allow water orientated commercial type of develop..nti. CARRIED RESOLUTION NUMBER 73/65 MOVED by Mrs. McPherson, seconded by Mr. Campbell, that the Clerk be authorized to apply for the statutory grant under the provisions of the Highway Improvement Act on Expenditures made during the year 1964. of $394.200.00. CARRIED RESOLUTION NUMBER 74/65 MOVED by· Mr. Newman, seconded by Mr. Campbell, that all Signing Officers ror the Township of Pickering have their bonding increased from $50.000.00 to $100,000.00 and that premium prices be obtained. CARRIED RESOLUTION NUMBER 75/65 MOVED by Mr. Spang, seconded by Mr. Newman, that the Reeve and Clerk be authorized to sign the necessary easement documents on the under- standing that the affected property owner receive free water and sewer connections to within three feet of their homes. as recommended by the Public Utilities Co~mittee on Wednesday, Feb. 17, 1965. CARRIED BY-LAW NUMBER 29BO Mr. Spang. seconded by Mrs. McPherson. moves for leave to intDoduce a By-Law of the Township of Pickering to exempt certain farm lands from taxation for certain expenditures of the municipality (fire protection) and that same now be read a first time. þ Mr. Spang, seconded by Mr. Newman, moves fbat By-Law Number 2980 to exempt certain farm lands from taxation for certain expenditures of the municipality be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. . Mr.. Spang, seconded by Mr. Newman, moves that the report of the Committee of the Whole on By-Law No. 2980 be adopted, and that the said By-Law be now read a Third time and PASSED. that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Waring and Wank 4 BY-LAW NUMBER 2981 Mr. Waring, seconded by Mr. Newman. moves for leave to introduce a By- Law of the Township of Pickering to exempt certain farmers from garbage rates in the year 1965. and that same now be read a first time. Mr. Waring, seconded by Mr. Campbell. moves that By-Law Number 2981 to exempt certain farmers from garbage rates in the year 1965 be now read a second time, and that Council go into Committee of the Whole thereon. , . The Committee of the Whole arises and reports the By-Law as read. Mr. Waring, seconded by Mr. Spang, moves that the report of the Committee of the Whole on Bj-law No. 2981 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED It was decided that Council will meet Thursday, March 1 .th, 1965. at 7 o'clock to complete Council business left over from March lst meeting. Also Council to meet at,7 o'clock March 8, 1965. A meeting of the Committee of the Whole to be held March 15th re 1965 budgets. The matter of Mr. Clifford Dunkeld, Roads Department employee, and his intention to leave the Township to join the County of Ontario staff was discussed at considerable length. No decision was finalized. Mrs. McPherson gave a brief report on Testimonial Dinner for L. T. Johnston¡ all money from sale of tickets not yet received. A further report will be made.
