Sherman Scott. in the Chair Edgar James Milton J. Mowbray Harry W. Boyes Ross W. Deakin Clifford Laycox Harvey Spang L. T. Johnston. Clerk ALSO PRESENT: Mr. T. C. W. Little and Mr. Ray Percival from Project Planning Associates MOVED by Mr. Boyes, seconded by Mr. Mowbray. that minutes of meet~ng held November 6, 1961, be approved. CARRIED MOVED by Mr. Spang, seconded by Mr. Deakin. that minutes of meeting held November 20, 1961, be approved. CARRIED Zoning By-Law No. 2511 As all persons who had objected to the Zoning By-Law No. 2511 before the Ontario Municipal Board Hearing and those who objected to the Official Plan before Council were notified that they could be heard before this Council meeting. the following appeared: 1. John Alderdice and group asked that the zoning of lands from Stroud's Store in Broken Front. Range 3. Lot 32, on south side of Highway 2 to the Altona Road, be zoned commercial and not residential. COUNCIL AGREED 2. Mrs. Davis, who operates a business on the north east corner of H~ghway 2 and Altona Road asked that her lands be zoned Commercial, and not be left "non conforming use". Council agreed Commercial area could extend from Woodlands Road, north side of Highway 2. 3. Mr. Lawrence, owner of a large lot on Highway 2 west of Dunbarton Public School, asked that his land be zoned Commercial rather than Residential, as he had several opportunities to sell for commercial purposes. He felt the Canadian National Railway to the north, and the widening of Highway 2, made his lot undesirable for Residential. COUNCIL TOOK NO ACTION 4. Mrs. Stanley Mann stated she owned 28 acres west of Ontoro Beach and a loarge portion of the lots in Ontaro Beach, and the Planning Board would not permit her to sell any lots. Council told her she could apply to the Planning Board to sell any lot of 15,000 square feet or more to be used for summer residences, and that such residences could be built on lake front lots if beyond the Greenbelt strip along the Lake. 5. Lawyer Murdoch, acting for certain people at Rosebank. asked that the Greenbelt be extended only from the lake to the top of the ridge, and that those homes on the south side of Buena Vista be ~oned Residential. COUNCIL AGREED TO CONSIDER. 6. Miss Vera Balance, who owns a home on south side Buena Vista also asked that this be zoned Residential. 7. Mr. John O'Brien, of Fairport, stated he had operated a boat rental business on his lands for 40 years; that it is now being zoned R4 which would not permit him to increase his business, and asked that it be zoned 03. COUNCIL AGREED TO CONSIDER - 2 - 8. Mr. Sutar of Metro Conservation Authority, submitted a survey of the Squires farm 1n Lot IS, Concess10n Broken Front, Range 3, and stated that the Greenbelt area through the centre of his farm was necessary as planned, but a right-of-way could be given to Mr. Squires so that he could operate the north part of his farm. 9. Tom Newman asked same as Mrs. Davis (No.2). 10. Wm. G. Newman asked that the west bar of Frenchman's Bay be zoned 03 rather than R4, because each year the lake washes over the bar. and the Government wants lake frontage zoned Greenbelt. Also. he wanted the south part of his lands in Con. 6, Lot 18, zoned Residential as far north as would be required to build a road in from the Brock Road as an entrance on No. 7 Highway would be poorly located. COUNCIL WILL CONSIDER ll.a Mr. H. A. Newman asked that the Lots 1 to 10 in Rosebank be zoned 03 1nsteaa of 01, so it could be used as a Marina. COUNCIL TO CONSIDER b That his lands in Lot 27, Range 3 north of Highway 401 be zoned fo~ light industrial instead of Greenbelt. COUNCIL TO CONSIDER BUilding Report for November: 41 permits, estimated value $471,350.00 1961 value building permits to date _ $7,574,900.00 1960 value building permits to date - 6,125.690.00 RESOLUTION NUMBER 365/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that this Council recommend to the 1962 Council that Zoning By-Law No. 2511 be amended to allow Mr. O'Brien's operation to continue as a con- forming use. CARRIED RESOLUTION NUMBER 366/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that a grant of $50.00 be made to the Brooklin Junior Farmers. CARRIED RESOLUTION NUMBER 367/61 ROVED by Mr. James, seconded by Mr. Spang, that the Road Superin- tendent be authorized to apply to the Department of Highways of Ontario for authority to construct sidewalk on County Road No. 115 (Village of Claremont). CARRIED RESOLUTION NUMBER 368/61 ~9VED by Mr. Mowbray, seconded by Mr. Spang, that this Council nake application to the Ontario Municipal Board for Alice E. Wood to ~onvey to her son Keith Roy Wood a parcel 85.13 feet by 150 feet, part )f Township Lot 28, Con. 3, to be added to his existing lot wher~ he .ives, and incorporated with it under a single deed so that no f~rther 'esidential building will result; as recommended by the Township of 'ickering Planning Board December 1st, 1961. CARRIED , ESOLUTION NUMBER 369/61 'HAT th1S Counc11 make application to the Ontario Municipal Board for onald A. McLean and Grace Emily McLean to convey to Donald Randall parcel of land 30 feet by 280 feet for a right-of-way to provide ore suitable access to his home located on a 24 acre parcel, all art of Lot 14, Concession 6; as recommended by the Pickering Town- hip Planning Board December 1, 1961. CARRIED , . - 3 - RESOLUTION NUMBER 370/61 MOVED by Mr. ~pang, seconded by Mr. James, that this Council make application to the Ontario Municipal Board for the Canadian National Railway to convey to Dunbarton (No. 541) Royal Canadian Legion a parcel of land with an area óf 1.068 acres with dimensions 230 feet frontage by 20.86 feet depth, part of Township Lot 27, Con. 1. as recommended by the Pickering Township Planning Board December 1st. 1961. CARRIED RESOLUTION NUMBER 371/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that this Council make application to the Ontario Municipal Board for Mrs. Audrey Corry to separate and convey to herself a parcel of eight acres, with existing house, from her 20 acre property, in Township Lot 12, Concession 4, as recommended by the Pickering Township Planning Board December 1st. 1961. CARRIED RESOLUTION NUMBER 372/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that this Council make application to the Ontario Municipal Board for Alice E. Wood to convey to her son Burton William Wood a parcel with frontage of 85.13' by depth 150', part of Township Lot 28, Concession 3, to be added to his existing lot (with house), and incorporated with it under a single deed so that no further residential building will result; as recommended by the Township of Pickering Planning Board December I, 1961. CARRIED RESOLUTION NUMBER 373/61 MOVED by Mr. Deak~n, seconded by Mr. Mowbray, that this Council make appl~cation to the Ontario Municipal Board for Helen Mairs, Executrix of the Estate of Dean Mairs, to separate and convey to Helen Mairs a building lot 94 feet by 140 feet, located on the north side of Martin Street in the Hamlet of Brougham, part of Lot 19, Concession 6; as recommended by the Township of Pickering Planning Board December 1st, 1961. CARRIED RESOLUTION NUMBER 374/61 MOVED by Mr, Boyes, seconded by Mr, Deakin, that this Council make application to the Ontario Municipal Board for William T. Heron to convey to the Ajax Baptist Church Lots 152, 153, 154, 155 and 156, all in Plan 377, a parcel 333' by 210'. as a site for a Church; as recommended by the Pickering Township Planning Board December 1, 1961, CARRIED RESOLUTION NUMBER 375/61 MOVED by Mr. Mowbray, seconàed by Mr. Spang, that this Council make application to the Ontario Municipal Board for Keith George O'Brien to convey to Percy Tinker and Joan Tinker the whole of Lot 15, Plan 530, Hamlet of Brougham, a lot with 75 feet frontage and depth 206 feet; as recommended by the Pickering Township Planning Board December 1st, 1961. CARRIED MOVED by Mr, Mowbray, seconded by Mr. Spang, that the accounts, in the amount of $1,712,60, as recommended by the BY-LAW COMHITTEE, be approved. CARRIED MOVED by Mr. Deakin, seconded by Mr. Mowbray, that the accounts, ~n the amount of $7,326,00, as recommended by the POLICE COMMITTEE, be approved. CARRIED MOVED by Mr, Deakin. seconded by Mr. Boyes, that the accounts. in the amount of $5.164,15, as recommended by the FIRE COMMITTEE, be approved. CARRIED MOVED by Mr. Boyes, seconded by Mr. Deakin, that the accounts, in the amount of $13,533.62, as recommended by the WATER COMMITTEE. be approved. CARRIED MOVED by Mr. James, seconded by Mr. Spang, that the accounts, in the amount of $30,897.92, as recommended by the ROAD AND BRIDGE COMMITTEE, be adopted. CARRIED - 4 - MOVED by Mr. Boyes, seconded by Mr. James, that the accounts, in the amount of $7,988.16, as recommended by the WORKS COMMITTEE, be approved. CARRIED MOVED by Mr. Laycox, seconded by Mr. Spang, that the accounts, in the amount of $1,841.98, as recommended by the RECREATION COMMITTEE, be approved. CARRIED MOVED by Mr. Mowbray, seconded by Mr. Spang, that the accounts, in the amount of $3,627.38, as recommended by the WELFARE COMMITTEE, be adopted.
