CARRIED MOVED by Mr. Mowbray, seconded by Mr. Boyes, that Minutes of meeting held May 29, 196J, be adopted. CA~ED The following CORRESPONDENCE was read: 1. Mr. Sandham. who proposes to operate a race track on Lot 28, Con. 1, had submitted his proposed costs for opening up the track to our Assessment Commissioner, who estimated that the assessment on 30 acres, buildings, and business assessment, to be $59.770.00, which, based on 1961 rates, would be $5907.00 taxes. 2. The Township Union No. 129 ask Council for a meeting to discuss a grievance. 3. Ontario Municipal Board submit letters of approval for 19 Planning Board consents. 4. J. W. Walsh, Solicitor for Robert Clarke, re right~of-way road at Fairport. 5. A. W. CJLI'\.t' reports that as of May 31st last, the Department of Welfare will not share the cost of relief recipients, who work for the municipality for their assistance. 6. Mr. M. R. Betton} of Con. 3, Lot 27, applied for a Kennel Licence. Mr. Ashton inspected and found only one family within one-quar¡ter mile, and they did not object. See Resolution No. 200l61. , The following PERSONS, on MOTION, were heard: MOVED by Mr. Laycox, seconded by Mr. Spang, that Mr. Sandham be heard. CARRiED 1. Mr. Sandham again asked that he be pe~tted to build a race track for stock cars on Con. 1, Lot 28, and stated the Assess- ment Commissioner had worked out a proposed assessment of t59 770.00, that the taxes would be $5,900.00, and possibly $14,000.00 when co~leted. .it, ... 2·... 1. Mr. Sandham (Continued) As a seconder to a motion to re-zone for this purpose could not be secured Council took no action. MOVED by Mr. Laycox, seconded by Mr. Boyes, that Mr. Anthony be heard. CARRIED 2. Mr. AnthonY. of East Rouge, asked for a report on the progress of Municipal water. Mr. Jeffer8on our Engineer, stated that the final report from our Consulting Engineer should be in his hands by Wednesday of this week. See Resolution No. 199/61. MOVED by Mr. Deakin, seconded by Mr. Laycox, that Mr. Waddell be heard. CARRIED 3. Mr. Waddell, owner of a two acre lot in Concession 8~ Lot 35, õbjected to the natural drainage through his lot. Our Engineer agreed to meet Mr. Waddell on the property and sugg- est a possible change in thé watercourse on his land. MOVED by Mr. Deakin, seconded by Mr. James, that Mrs. Gates be heard. CARRIED 4. .M~~ Getes, who is active in recreation at Fairport Beach, as ad ouncil to level off the entrance to their ball park as the Council had done certain drainage work and it is difficult for cars to enter; and asked that their three ball teams be supplied wi~h new baseballs. Mr. Laycox stated he had only that day secured new balls, and she could get her allotment from the Secretary of the Recreation Committee next day. MOVED by Mr. Deakin, seconded by Mr. Laycox, that Mr. J. E. Campbell be heard. CARlÅ’ED 5. Mr. Campbell objected to Council permitting re-zoning to permit a stock car race track being built on Con. 1, Lot 28. He stated he had a petition against such re-zoning signed by 130 people within one-quarter mile of the property. 6. T. O. Jefferson st\bmitted a report on water and sewers for Frenchmants Bay as follows: Watermains and connections, $80/000.00 plus connections from main to street line - $65.00 per lot. Sewer mains and connections, $90,000.00, plus connections from main to street line - $125.00 per lot. Estimated cost on 50' lot with house - Water mains .. 34¢ X 50t, . 17.00 Connection to Street Line 6.02 Water (Minimum Bill) 20.00 t 43.02 Sewer mains - 40¢ X 501 20.00 ~ Connection to Street Line 10.58 Treatment Charge (Min. Work on Water plant will re-commence June 6th. o - 3 - RESOLUTION NO. 183/61 MOVED by Mr. Laycox, seconded by Mr. Deakin that this Council make application to the Ontario Municipal Board for approval of consent for Dorothy Mann to convey Lot 3, Plan 525, Ontoro Beach (801, X 200'), and that no further consents be granted to M1'8. Mann in Plan 525} as recommended by the Township of Pickering Planning Board June 2} 1961. CARRIED RESOLUTION NO. 184/61 MOVED by Mr. Spang, seconded by Mr. Laycox, that this Council make application to the Ontario Municipal Board for approval of a consent for Verne Hicks to convey to his daughter and son-in-law a parcel 1001, X 2001, from his 25 aCre fann, part of Lot 13, Con. 6, as recommended by the Township of Pickering Planning Board June 2, 1961. CARRIED RESOLUTION NO. 185/61 MOVED by M~. James, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of a consent for Malcolm and Maud Middleton, who own Lots 5, 6, 17, 18, 19 20 and 21, Plan 93, Claremont, to convey Lots 5 and 6 a parcel 105t by 175'6" fronting on Brock Road to their daughter and son-in-law, Marion and Stanley Benson, as recommended by the Township of Pickering Planning Board June 2, 1961. CARRIED RESOLUTION NO. 186/61 MOVED by Mr. James, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of a consent for Avondale Construction Company to convey an irregular commercial parcel with sides 2271,3",160'" 218' and ll5t" part of Block "D", Plan 239, Township of Pickering, as recommended by the Township of Pickering Planning Board June 2, 1961. CARRIED RESOLUTION NO. 187/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that this Council make application to the Ontario Municipal Board for approval of the renewal of a consent for Betty M. Harpell to convey a parcel 216t X 40315" designated as Parcel 6, part of Lot l2,~Concession 5, on condition that any dwelling built thereon have a mínimum floor area of 1500 square feet, as recommended by the Pickering Township Planning Board June 2, 1961. CARRIED RESOLUTION NO. 188/61 MOVED by Mr. Spang, seconded by Mr. Mowbray, that this Council make application to the Ontario Municipal Board for approval of a consent for Mrs. Jean McPherson to convey a parcel 1051. by 2001, to her son" from her fann of 94.4 acres, part of Lot 25, Concession 2, Township of Pickering, as recommended by the Township of Pickering Planning Boa rd June 2 1961.. CARRIED RESOLUTION NO. 189/61 MOVED by Mr. Mowbray J seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of a consent for Resources Land Co-Operative Corporation to convey, for commercial use, a parcel of 10.675 acres, being the northerly portion of Block ny", Registered Plan M-16 Township of Pickering, as recommended by the Pickering Township Planning Board June 2nd, 1961. CARlUED RESOLUTION NO. 190/61 MOVED by Mr. Mowbray, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for approval of the en- dorsation of consent for Ethel Hood to convey to her son Clayton Jackson a building lot with 164 ft. frontage by 165 ft. depth from her parcel 264t by 1651" part of Lot 32, Concession 5, Pickering Township, as approved by the Township of Pickering Planning Board March 5, 1961. CA:RRIED o - 4 - RESOLUTION NO. 191/61 MOVED by Mr. Deakin, seconded by Mr. Spang, that this Council make application to the Ontario Municipal Board for a consent for Clifford Dunkeld and Gordon Pearce to convey to Gordon Pearce a ~arcel of two aCres from their parcel of 22.37 acres (for a pond site) on condition that this parcel be added to G. Pearcet,s present holdings under a single deed, as recommended by the Township of Pickering Planning Board. CARRIED RESOLUTION NO. 193/61 MOVED by Mr. Boyes, seconded by Mr. Laycox, that this Council make application to the Ontario Municipal Board for approval of a consent for Wm. S. Carter to separate the rear half of Lot 104 from a parcel comprised of all of Lot 104 and the west half of Lot 105, all Plan 319, West Rouge, on the condition that no building permit be issued for the rear half of Lot 104 (50t X l6ðt) until there is access to this parcel over a public road, as rec~nded by the Township of Pickering Planning Board ~h..e 2nd, 1961. CARRIED RESOLUTION NO. 196/6l MOVED by Mr. J~s seconded by Mr. Laycox, that Council meet 50% of the cost of clearing the rubbish from the Rouge Hill Community Park and gravelling the pa.rking lot. Laughlin, Wyllie and Ufnal and the Township Engineer, to the Ontario Water Resources Commission for their approval. CARRIED MOVED by Mr. Deakin, seconded by Mr. Boyes, that the accounts, in the amount of .8,454.36, as submitted by the POLICE COMMITTEE, be adopted. CARRIED BY-L4~ NUMBER 2618 Mr. ~ames, seconded by Mr. Deakin, moves for leave to introduce a By-Law of the Township of nckering designating through highways in the/Township of PickeriG,g and to amend part of By-Law Number 2428, and to repeal By-Law Number 2615, and that same now be read a first time. Mr. James, seconded by Mr. Boyes, moves that By-Law Number 2618 designating through highways in the Township of Pickering and to amend part of By-Law Number 2428, and to repeal By-Law Number 2615, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-taw as read. Mr. James, seconded by Mr. Mowbray moves that the report of the Committee of the Whole on Øy-Law No. 2618 be adopted and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same and the Seal of the Corporation be affixed thereto. CARRIED .. - 6 - Reeve Scott agreed to see our Solicitors re Bennett-Clarke fence. Councillor Deakin agreed to get several wage scales for firemen.
