M U N I C I PAL , BUILDING BROUGHAM A-Meeting of Council was held on MONDAY the TWENTY-THIRD day of J~ARY 1961, at EIGHT otclock in the evening. PRESENT: J. Sherman Scott, in the Chair Edgar R. James Harvey Spang Milton J. Mowbray Harry W. Boyes Ross W. Deakin Clifford W. Laycox Harry S. Pearce, Assistant Clerk The followiQ8 CORRESPONDENCE was read: 1. The Clerk has obtained the following information~ Ontario Municipal Improvement Corporation interest rate to Township is now 6.75%. Bell Gouinlock and Company feel they can easily seCure a half million or more to yield the Township 6.50%. L. A. Boucher recommends the formation of a County organization for Road Superintendents and Foremen and would subsidize dues, mileage and meal expenses. 2. The Town of Ajax gives notice of Ontario Municipal Board Hearing at Ajax on February 7th at 10 a. m. in change in their restricted area by-law. All changes deal with "signs and billboards." A second meeting of Building Inspectors for District No. 5 will be held at 1 p. m., January 26, 1961, at the Municipal Building, Maple. Pickering is asked to send a representative, as none was sent to original meeting. See Resolution No. 17/61. Metro Planninp: Board Minutes of January l8 1961. Only item affecting Pickering Township: "Copy of brief from Oakville- Trafalgar Planning Board requesting Minister of Municipal Affairs to amend the Planning Act to permit fees to be charged for and conditions attached to, consents for land separation." RESOLUTION ~BER 17/61 MOVED by Mr. eakin, seconded by Mr. Mowbray, that Mr. F. Prouse be authorized to attend the Building Inspectorts meeting January 26th, 1961, at 1 p. m. in the Municipal Building of Maple, Ontario, a.s representative of Pickering Township. CARRIED 3. 4. 5. RESOLUTION NUMBER lS/6l MOVED by Mr. James, seconded by Mr. Laycox, that our Solicitor be instructed to prepare a by-law to license and regulate the owners and keepers or public garages and automobile service stations in the Township of Pickering. CARRIED RESOLUTION NUMBER 19 61 MOVE by Mr. ~oyes, seconded by Mr. Deakin, that the Township Engin- eer be authorized to advertise for a Plumbing Inspector in the Pickering News, the Ajax Advertiser, the Markham Economist and Sun, and the Stourrville Tribune as recommended by the Works Committee. . ,£ARRIED RESOLUTION NUMBER 20/61 MOVED by Mr. Laycox seconded by Mr. Deakin that whereas Court of Revision sittings are held in the daytime hours; ¡urn WHEREAS it is physically impossible for most ratepayers to attend these meetings on behalf of their own appeals; IT IS HEREBY MOVED that in future, Court of Revision Assessment Appeals be heard at evening sittings. CARRIED (1 ê~ RESOLUTION NUMBER 22/61 MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Robert Stewart, of East Avenue, West Rouge, be appointed as a sitting member of the Township of Pickering Courts of Revision. CARRIED RESOLUTION NUMBER 23/61 MOVED by Mr. Deakin, seconded by Mr. Mowbray, that the Assessment Commissioner be authorized to carry out a land re-assessment of the whole of the Township of Pickering. . CARRIED RESOLUTION NUMBER 24/61 MOVED by Mr. James seconded by Mr. Boyes, that the Assessment Commissioner be authorized to increase his staff by engaging one assessor and one female clerk for the Assessment Office, these positions to be advertised in the local press (4 local papers). CARRIED tc.~' Î0)./' ttA I BY-LAW NUMBER 2571 (Two Readings) Mr. Laycox, seconded by Mr. Deakin, moves for leave to introduce a By-Law of the Township of Pickering to provide Pensions for employees and that same now be read a first time. Mr. Laycox seconded by Mr. Boyes moves that By-Law Number 2571 to provide pensions for employees be now read a second timel and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 2572 (Two Readings) Mr. Deakin, seconded by Mr. Mowbray, moves for leave to introduce a By-Law of the Township of Pickering to zone the Township of Pickering south of the Third Concession Line save and except those areas which have been covered by other zoning by-laws, and that same now be read a first time. Mr. Deakin, seconded by Mr. James, moves that By-Law Number 2572 to zone the Township of Pickering south of the Third Concession Line save and except those areas which have been covered by other zoning by-laws, be now read a second time, and that Council go into Committee of the Whole thereon. Proposed Greenwood Community Park Mr. Jamesl reporting for the Committee, recommended the proposed 7.12 acre site at Greenwood as very suitable for a Community Park. AGREED that the Clerk write to Mr. F. A. Lashley, Director of Agricultural and Horticultural Societies, Department of Alriculture and ask if his department would assist with a 25% grant toward the purchase of this parcel of land. Metro Toronto Industrial Commission Meetin~ Mr. Laycox reported that he was pleased to hear at that meeting that in the opinion of a number of prominent and influential people, Pickering Township had very good possibilities for industry. He said the Scarborough representatives suggested that Scarborough and Pickering Townships get together at a meeting to discuss the subject of industry for this area. Mr. Scott reported that a proper Subdivision Bond satisfactory to the Township Solicitors had now been received from Bay Ridges. Road Committee Meetin~ - Saturday, Jan. 28 1960; meet at Brougham at 9:00 a. m. for inspection of roads. '~ .-. - 3 - CLERK'S INSTRUCTIONS 1. Get a statement of the outstanding taxes by Wards for next Council meeting. 2. Have By-Law to appoint a Warble-Fly Inspector for next meeting.
