Sherman Scott, in the Chair Bar.e,' Spa., Edgar James Harry Boyes Ross Deakin Clifford Laycox Lloyd Johnston, Clerk MOVED by Mr. James, seconded by Mr. Spang, that Minutes held December 5th be adopted. MOVED by Mr. Spang, seconded by Mr. Boyes, that Minutes held December 191 1960, be adopted. The following CORRESPONDENCE was read: 1. Department of Hi~hwaYs of Ontario report on traffic studies op Highway No.2: of me~~!~~_ ~ of meetinf CARR ED 7. (1) All Highway 2 through Pickering Township. (2) Brock Road and Highway 2. (3) Liverpool Road & Highway 2. (4) Harwood Avenue and Highway 2. Certain changes have been made on speed limits in No.1. Numbers 2, 3 &4 study reveals that no changes are warranted at this time, as the number of accid~nts have decreased since changes of speed limits. They will continue to study. Mr. Tyas, Secretary of School Area No. 21 reports they have tentative approval from Department of Education for a 16 room . ," school in east Bay Ridges. Mr. Saccoccio is the architect. They have not, as yet, purchased the land. They will need the school by September 11 19611 and will make application for sale of debentures to Council early in 1961. Assessment Department ask for a new embossing machine to re- place the old one. Cost would be about $3000.001 plus $700.00 for trays and plates. Mr. Victor Rudik spoke for a delegation of 12 persons represent- ing l3 homes on Bayview Avenue who asked that Council endeavour to persuade the C. N. R. to build a bridge across their proposed by-pass line, where it crosses Bayview. Mr. Rudik felt it would be most inconvenient to owners to use a by-pass; it would depreciate the value of their propertiesl and Township would be required to maintain more Roads. Reeve Scott felt that as Bayview was not a through road, an overpass would be difficult to secure, but Council would endeavour to get it. ~ - - ~ - 2 or 2. The Office Committee of Parkerl Cane and PIitz stated that of 52 replies, 41 members of the pension plan favoured a transfer from the Government Annuity Plan to London Life Assurance Company, and that most employees agreed to change from Ontario County Medical Services to London Life Assurance Company medioal. See Resolution No. 420/60. 3. William Fair~rieve asked if there were any truth that Council members had agreed on an assistant for the Building Inspector. Reeve stated it had never been discussed by Council. ~ RESOLUTION NUMBER 419/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that the Reeve and Clerk be authorized to affix their signatures to the Application for Approval form for Group Annuity covering Township employees. . CARRIED ~SOLUTION NUMBER 420/60 YED by Mr. James, seconded by Mr. Deakin, that Council accept the Annuity Plan of the London Life for those employees who wish it; this Plan to become effective January 1st, 1961, sUbject to a by-law being passed in January. CARRIED RESOLUTION NUMBER 421/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that Council endorse the resolution of the Sudbury Council in regard to licensing, inspecti.on and enforcement of gas installations. CARRIED RESOLUTION NUMBER 422/60 MOVED DY Mr. Deakin, seconded by Mr. Laycox, that Pickering Township Council submit a strenuous objection to closing Bayview Road by the Railway, and that an overpass be constructed. CARRIED RESOLUTION NUMBER 423L60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that the account of Meøsrs. Stevens, Hassard and Elliott of $4100.00, being the costs of their services in the County Assessment Appeal, be paid by the Treasurer. CARRIED BY-LAW NUMBER 2559 ..- Mr. C. Laycoxl seconded by Mr. R. Deakin, moves for leave to introduce a By-Law of the Township of Pickering to set a date for the first meeting of Council, and that same now be read a first time. - - 3 - By-Law Number 2559 (Continued) Mr. C. Laycox, seconded by Mr. H. Boyes, moves that By-Law Number 2559 to set a date for the first meeting of Council, be now read a second time, and that Council go into Committee of the Whole therepn. The Committee of the Whole arises and reports the By-Law as read. Mr. Laycox, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law No. 2559 be adopted, and that t~e said By-Law be now read a Third time and PASSED; that the Reeve an~ Clerk sign the same, and the Seal of the Corporation be affixed thereto.
