PRESENT: J. Sherman Scott, in the Chair H. Ross Hawthorne Harvey Spang Harry Boyes Ross Deakin Clifford Laycox L. T. Johnston, Clerk MOVED by Mr. Spang, seconded by Mr. Deakin, that minutes of meeting held September 19, be adopted. Amos submitted a survey of the Old Trespass Road in his property at Concession 1, Lot 35, and asked that Council sell it to him. See Resolution No. 352/60. , , Canadian Legion, Claremont, asked for a'grant of $72.23 equal to the 1960 taxes, which have been paid. See Resolution No. 363/60. 2. 3. Department of Health ask Council to assume abandoned Yake ðemetery, Concession 9, Lot 33. Referred to Cemetery Committee. Pickering Villaîe request deed for road west of Community Hall in Pickering Vi lage, now used as'a road to the Park, and parking spacer See Resolution No. 358/60. Ontario Fire College advise that James Glendinning'recently passed Fire Department Instructor's Course, Part 2, with honour standing - 88~%. 4. 5. 6. West Ro~e communitf Association ask Council to improve manner' of cutt ng and burn ng weeds, improve ditches, cut broken tree, build· storm sewer north of school and improve road at Chester- ton Shores. Clerk advised Association all this work known to Council and actions are being taken to correct. See Resolution No. 354/60. Our Solicitors state only an act of legislature could correct 1960 Assessment Notices, and recommend no action be taken, , but i£ objected to, they be immediately notified; also that 1961 Assessment Notices be changed to conform to standard. Canadian Legion, Dunbarton. Invitation to Council to attend wreatfi laying ceremony November 6, and ask donation of wreath. See Resolution No. 357/60. 7. 8. 9. Mr. Wotton, Emergency Measures Organization. Literature re organization "Civilian Rescue Companies".. 10. Claremont Boy Scouts ask permission to hold an Apple Tag Day Óctober 29th. Township of Scarborou~h, advises their Works Department are studying'sewer and watercourse capacities on west side of our Townline, as it relates to flow through Rougedale Acres, and would discuss matter with Township. ì2. W. O. Bennett's Solicitor, re Township right-of-way at Fairport. rhe following PERSONS, on MOTION, were heard: ¡l. 1. Mrs. Frank Paget of Rosebank Road North, stated her neighbours had spread rumours that her three dogs were not licensed, which were untrue. She commended Dog Catcher for a good job done, and named four owners of dogs who let their dogs run at large and were a nuisance~ 2. William Fairgrieve stated he did not favour a two year term for Council members and felt that the cost of 20¢ per voter was ¡ittle money for voters to spènd in order to have privilege of removing Council members yearly. Mr. Robert Clarke again asked Council to have cars removed from right-of-way, and further asked that Council expropriate the right-of-way in question. Council took no action other th~n to state the. matter was in the hands of the Township Solicitors. Reeve Scott submitted the proposed assessment figures on 13 ' types of houses· and lots proposed for Bay Ridges Subdivision, ranging from $3,495.00 to $4,250.00; which at 1960 rates would mean about $338.27 taxes on average, and also stated that there were about 300 appeals against the 1960 Assessment Roll. Councillor Laycox stated that School Area 2 wanted $20,000.00 to buy land for a school in Bay Ridges. It was agreed that· need would be required to be shown before Council could act, and suggested that water bills in West Rouge be payable at Mr. Hart's store - on which no action was taken. 3. RESOLUTION NUMBER 351/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that grant to Canadian Legion, Claremont, be referred to Recreation Committee. MOTION LOST RESOLUTION NUMBER 352/60 MOVED by Mr. Deakin, seconded by Mr. Laycox, that our Assessor be advised to estimate the value of land in Item 1, Agenda; Oct. 26, 1960 - the Old Trespass Road in Jos. Amos property, Con. 1, Lot 35. and submit a report to Council for the meeting of November 7th. CARRIED RESOLUTION NUMBER 353/60 kOVED by Mr. Deakin, seconded by Mr. Laycox, that Pickering Township Council'send congratulations to James Glendinning for recently passing, with 88;%, the Fire Department Instructor's Course, an honour standing. CARRIED RESOLUTION NUMBER 354/60 ~ðVED by Mr. taycox, seconded by Mr. Hawthorne, that Council is not considering at this time the installation of a storm sewer on the watercourse north of the school in the West Rouge area. CARRIED RESOLUTION NUMBER 355/60 MÓVED by Mr. Laycox, seconded by Mr. Deakin, that a letter of condolence be sent on behalf of the Council at large to the family of the late Arthur Jones, caretaker of West Rouge School, who met his death on Wednesday, October 26th, on railroad crossing on Rosebank Road South. CARRIED RÈSOLUTION NUMBER 365/60 MVVED by Mr. Hawthorne, seconded by Mr. Boyes, r THAT WHEREAS'Council, by its Resolution passed as No. 312 of 1960 on September 19, 1960, approved settlement of a dispute with the Rouge Valley Inn Company Limited; AND WHEREAS the initial payment of $1,000.00 has now been received, and a further sum of $500.00 is now offered against principal yet to fall due'j '. ,/." - 4 - Resolution Number 365/60 (Continued) BE IT THEREFORE RESOLVED: 1. THAT the Township amend the terms of the Settlement by agreeing to accept a further sum of $500.00 against principal not yet due and payable, such payment in advance, to be payable in consideration of the Township presently postponing its collateral mortgage to a new first mortgage fur the principal sum of $25,000,00 instead of the principal sum of $10,000.00 originally provided for by the Minutes of Settlement. ~. THAT the Reeve and Clerk be authorized to sign any necessary documents relative to such change. CARRIED AGREED that the Reeve, Mr. Chapman, and Mr. Johnston purchase Time dlock for the Road Department. BY-LAW NUMBER 2545 . Mr. Hawthorne, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to provide for a vote being taken by the electors on the question, "Are you in favour of a two year term for members of the Municipal Council?-, and that same now be read a first time. Mr. Hawthorne, seconded by Mr. Boyes, moves that By-Law Number'2545 to provide for a vote being taken by the electors on the question, "Are you in favour of a two year term for members of the Municipal Council?" be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Hawthorne, seconded by Mr. Deakin, moves that the report of the Cpmmittee of the Whole on By-Law Number 2545 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk s~gn the same, and the Seal of the Corporation be affixed thereto. . BY-LAW NUMBER 2546 (Two Readings) Mr. Laycox, seconded by Mr. Boyes, moves for leave to introduce a By- Law· of the Township of Pickering to authorize the borrowing of $)3,941.96 upon debentures for Public School purposes, and that same now be read a first time. Mr. Laycox, seconded by Mr. Hawthorne, moves that By-Law Number 2546 to authorize the borrowing of $33,941.96 upon debentures for Public S¢hool purposes, be now read a second time, and that Council go into Committee of the Whole thereon, Two Reádin s)' " y .
