Sherman Scott, in the Chair H. Ross Hawthorne Edgar James Harvey Spang Harry Boyes Ross Deakin Clifford Laycox L. T. Johnston, Clerk The following CORRESPONDENCE was read: 1. Emergency Measures Organization of Ontario, advising of School to be held November 7 to 10. Mr. Jefferson requests approval for Local Improvement work for Lots 72 to 80 inclusive, Plan 612, rear Brownfield Gardens, at cost of $1,620.00, or $180.00 per lot. See Resolution No. 333/60. Solicitor for Isaac Puckrin,'objecting to paying $30.00 for the cutting of weeds on his farm, Concession 2, Lot 8. Mr. As~ton to appear at next Council meeting. Notice from Office of Fire Marshal - Fire Prevention Week, Oct. 9 - 15. 2. 3. 4. Our Solicitors advise they have now registered in Township name the Howe property in Plan 346 and recommend insurance be placed on house. Treasurer insured building for $6,500.00 Copy of Minutes of Metro Planning Board of Wednesday, Sept. 21/60. - nothing pertaining to this Township. Town of Ajax applies for permission to remove a poplar tree on Old Plant Road"that is causing damàge to the abutting owner's sanitary sewer. See Resolution No. 331/60. The amended Union Agreement was submitted. See By-Law. Dunbarton Kiwanis ask for grant in lieu of taxes on their land. Mr. Charles Penstone was heard re an easement through Lot 26, Plan 320. See Resolution No. 328/60. RESOLUTION NUMBER 32a/60 MOVED by Mr. James, seconded by Mr. Laycox, 5. 6. 7. 8. 9. THAT WHEREAS the owners of Lot 26, in Plan 320, have granted the Township an Easement of five feet through the westerly part of their lot from front to rear for the purpose of installing storm and sanitary sewers; AND WHEREAS the owners of Lot 25 in Plan 320 have also granted an easement of five feet through the easterly part of their lot from front to rear for the same purpose at no cost to the Township; BE IT THEREFORE RESOLVED by the Municipal Council of the Township of Pickering that the owners of such lots be permitted to connect up to the said sewers free of charge. CARRIED RESOLUTION NUMBER 329/60 MOVED by Mr. Deakin, seconded by Mr. Laycox, that the Reeve and Clerk be and they are hereby authorized to sign an agreement for the Town- ship of Pickering with Mrs. Medley, of Spruce Hill Road, re her home infringing on the road allowance. CARRIED - 2 - RESOLUTION NUMBER 330/60 MOVED by Mr. Deakin, seconded by Mr. Spang, that [;rmission be granted the South'West Fire Fighters Association to build, at their own expense, a room'behind the Fire Hall for a meeting place and recreational purposes, as requested in their letter of September 12th, CARRIE~ that the Township to remove one on Old Plant Road. CARRIED RESOLUTION NUMBER 334-60 MOVED by Mr. Hawthorne, seconded by Mr. James, that the Road Super- intendent be authorized'to purchase from W~'Saunders 7,000 yards sand for fill @ 10¢ per yard, a total of $700.00, subject to the approval of the Department of Highways of Ontario. CARRIED RESOLUTION NUMBER 337/60 MOVED by Mr. Hawthorne, seconded by Mr. James, that authorization be given the Road Superintendent for the purchase'of one new cab for Adams Grader # 3, from the J. D. Adams Company, at a cost of $696.05. CARRIED RESOLUTION NUMBER 33a/60 MOVED by Mr. Hawthorne, seconded by Mr. Spang, that the Road Super- intendent be authorized to call for tenders to crush approximately 30,000 tons of 2 inch gravel, subject to the approval of the Depart- ment of Highways of Ontario. CARRIE~ RESOLUTION NUMBER 339/60 MOVED by'Mr. Deakin, seconded by Mr. Laycox, that the volunteer firement of Fire Area No. 1 be paid $50.00 per year for attendance at not less than 20 training meetings in the same year. This pay to be administered according to the schedule set by Fire Chief Donald Lynde. CARRIED RESOLUTION NUMBER 340/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that Mr. Chapman be authorized to remove tree abutting the West Rouge School property on Friendship Avenue near Kirkdene Road, if this tree is on Township property, CARRIED - 3 - RESOLUTION NUMBER 341/60 . MOVED by Mr. Hawthorne, seconded by Mr. James, that the Townsh~p now has a right-of-way open over the Bennett property, Plan 2391 north half of Lot 21, and that such right-of-way n1ust be mainta~ned as such at all times. CARRIED RESOLUTION NUMBER 342 MOVED by'Mr. Laycox, seconded by Mr. Boyes,- that the September' accounts, other than road, amounting to'$287,306.75, as per ' attached list, be paid by the Tres3urer, less Voucher No. 2144, in the amount of $1,656.20. CARRIED RESOLUTION NUMBER 343/60 MOVED by Mr. Hawthorne, seconded by Mr~ Road Accounts, amounting to $35,733.58, Council for payment. Spang, that the September be authorized by this CARRIED BY-LAW NUMBER 2511 (Third Reading) The Committee of the Whole arises and reports on By-Law Number 2511 to zone the Frenchman's Bay Area, as amended. Mr. James, seconded by Mr. Boyes, moves that the report of the Committee of the Whole on By-Law No. 2511 to zone the Frenchman's Bay Area, be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be afrixed thereto. CARRIED YEA: Messrs. James, Spang, Hawthorne, Scott, Laycox, Deakin, Boyes. NAY: None. BY-LAW NUMBER 2543 Mr. Laycox, seconded by Mr. Deakin, moves for leave to introduce a By-Law of the Township of Pickering to authorize the Reeve and Clerk to sign the Union Agreement ' with the National Unio~ of Public Service Employees and its Local 129, on behalf of the Corporation, and to repeal By-Law Number 2542, and that same now be read a first time. Mr. Laycox, seconded by Mr. Boyes, moves that By-Law Number 2543 to authorize the Reeve and Clerk to sign the Union Agreement with the National Union of Public Service Employees and its Local 129, on behalf of the Corporation, and to repeal By-Law Number 2542, be'now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Laycox, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law No. 2543 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2544 Mr. Deakin, seconded by Mr. Laycox, moves for leave to introduce a By-Law of the Township of Pickering to authorize the signing of an agreement with Rouge'Val1ey Inn Company, and that same now be read a first time. Mr. Deakin, seconded by Mr. Boyes, moves that By-Law Number 2544 to' authorize the signing of an agreement with Rouge Valley Inn Company, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read~ - 4 - Mr. Deakin, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law No. 2544 be adopted, and that the said By-Law be now read' a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
