A special meeting of Council was held on THURSDAY the TWENTY-FIFTH
day of AUGUST, 1960, at EIGHT o'clock in the evening.

The following CORRESPONDENCE was read:
1. Solicitor for Jos. Amos asked if Township would officially close
Old Trespass Road between Lots 34 and 35, north half of Concession
1, and sell to his client, and at what price if agreeable.
AGREED Council inspect September 17th.
2. Our Solicitors state they have advised Chimney Industries Limited
that Township By-laws require chimneys on all houses, and no
exception can be made, even though houses heated by gas.
See Resolution Number 294/60.
3. Deoartment of Hi.e:hways of Ontario have approved 1960 Road
Supplemntary By-law No. 2531 of $144,000.00, less $10,000.00
cut.
4. DeDuty Minister of TransDort has approved our By-law No. 2529,
making Concession 5 through Whitevale a Class "B" road to
August 15, 1962.
5. Deoartment of Municioal Affairs set out regulations for Winter
Works plan for 1960 - 1961.
6. Ontario Water Resources Commission have approved outfall sewer
from Treatment Plant to Lake Ontario at cost of $75,000.00.
7. Resolution of Planning Board, passed Aug. 5, 1960:
"MOVED by Mr. Ritchie, seconded by Mr. Mansell, that
this Planning Board recommends to Council that By-law
Number 2511 now be given the third reading incorporat-
ing the amendments passed by this Board, and with
corresponding new map, Schedule "A" being provided by
Project Planning Associates, providing, however, that
the matter of more recreational land from Hydro bea.ch
properties may be pursued with Metro. CARRIED.a

Harry Ashton stated he would have a report on a Wrecking Yard
license at north half Concession 8, Lot 16, for next meeting.
Mr.~. Willson~ of Toronto Industrial Commission, discussed
metho s of securing industry with Council, stating:
1. That he knew of no fixed assessments granted near Toronto
since 1946; that fixed assessments were difficult to handle;
did not relieve industry of school or local improvements,
were not important to a reasonably good industry, and
defeated the objective of taxation. The average tax is
l8¢ to 20¢ per square foot.

2. Would not recommend Brochures, except perhaps one of
several pages with map showing where land available.

3. Would not recommend an Industrial Commissioner at cost or
say, $15,000.00 per year, as industry themselves view all
locations and pick location best suited to their needs.
4. Recommended good zoning and close contact with prominent
Industrial Real Estate promoters, orderly development,
variety of industries, and to try for a 35% industrial
agreement with all residential subdividers, and stated
that of the 6000 industries in Toronto area, only 186
employed over 200 persons.
Heeve Scotti after reading Municipal Act pertaining to fixed
assessments, stated that very few industries could qualify and
was against such action in general except possibly for a very
large industry, butfelt'that a more praótical approach would be
for Township to buy, say, 100 acres and service it at a total
cost of about $500,000.00 so as to control prices.
Deputy Reeve Hawthorne expressed opinion that before money was
spent on securing industry, Township should have basic services,
fluid labour force' of at least 4 times the number of persons who
would work in area, housing for labour and executives, schools,
recreation, churches, basic transportation, customs, and
communications at Metro cost and most of these would be availabLe
in 1961.
Councillor Deakin felt that ~ixed $ssessment$ would be ~dv~Qta~
for several years only.

MOVED by Mr. Hawthorne, seconded by Mr. Spang, that no action be
taken on the request of Chimney Industries Limited. C~
RESOLUTION NUMBER 295/60
MOVED by Mr. Deakin, seconded by Mr. Boyes, that Schedule "A"
designated in the Go-Kart By-law to regulate and license same
shall include the whole of the Township of Pickering. CARRIED
MSQLUTION NUMBER 296/60
HOVE¡p by Mr. James, seconded by Mr. Hawthorne, that Resolution No.
291 be re scinded and HI'. Levi Hopkins and Mr. S. Slack be employed
to clean up the abandoned cemeteries owned by the Township, per
instructions issued by the Chairman of the Cemetery Committee.

BY-LAW NUMBER 2538 (Third Heading)
The¡ Co~ttee of the Whole Oft B7-Iaw tluaber 2538, to set maximum
salaries for various members of the staff, arose and reported the
By-Law as read.
Mr. James, seconded by Mr. Deakin, moves that the report of the
Committee of the Whole on By-law No. 2538 be adopted, and that the
said By-Law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED

BY-LAW NUMBER 2540 (Third ßeadin2)
The Committee of the Whole on By-law Number 254Q to appoint an
officer to issue permits to persons who wish to' take sand from a
beach, river, etc., for their own use, arose and reported the
By-law as read.

Mr. Hawthorne, seconded by Mr. Jaœs, moves that the report of the
Committee of the Whole on By-law No. 2540 be adopted, and that the
said By-law be now read a Third time and PASSED; that the Reeve and
Clerk sign the same, and the Seal of the Corporation be affixed
thereto. CARRIED

several hills on Concession 5, east of Whitevale.
AGREED to inspect sideline between Lots 8 and 9, Concession 5, on
September 17th, on general Road Inspection. Meet at Brougham at
9 A. M.
CLERK secure for next meeting:
(1) All motions and By-laws relative to issuing building permits
on lots in watercourses.
(2) Get Zoning By-law revision and maps from Mr. Little.
