Sherman Scott, in the Chair H. Ross Hawthorne Harve y Spang Edgar James Harry Boyes Ross Deakin Clifford laycox Harry S. Pearce, Assistant Clerk The following CORRESPONDENCE was read: 1. DeDar~nt of labour has certified that National Union of Public Service Employee s be the bargaining agent for our Road and Sani~ tation Bepartments. Local 129. It is requested that negotiations be commenced Friday, August 12th, at 10:30 a. m., at the Municipal Building, Brougham. National Union of Public Service Employees desire confirmation of this date. AGREED Clerk advise above date satisfactory to Township. 2. DeDartBent of Municiual Affairs, Community Planning Branch, have informed us that the final plans of subdivision of Consolidated Building Corporation (Bay Ridges) have been signed. The Reeve announced that these plans were registered Friday, July 29th, 1960. 3. Our Solicitor. Mr. Robinette, has prepared and submitted a "Go-Kart" by-law for Council's consideration. See By-law No. 2533 (Two Readings) 4. H. A. Newman asked for a garage license for his client, Mr. Colwell, in Fairport Beach, who now has licensed gasoline pumps only. Clerk advised Mr. Newman this a new business and contrary to Zoning By-law. Mr. Newman now advises the existing premises only would be used and only the type of service changed) and asks that Council consider this request, See Resolution No. 271/60. 5. Copy of letter from Frenchmanls Bay Rateuayers' Association, asking Federal Department of Transport to take action against persons failing to remove fish huts placed on Bay in winter so that they become hazards to boats in summer. 6. Chief Parker asks for a 30 mile zone at Squire IS Beach on Rànge Line from Ajax boundary we st 2000 fee t. There are only 9 houses here, all on the south side, and is thus not sufficiently built up to comply with Act. 7. EllerJrenc~ Measures Orønization want applicants for training at Arnprior who are between 18 and 55, good health, potential lecturers, good'leadership qualities, aptitude for handling mechanical equipment, can work in confined spaces or high levels, and have a certificate from St. John's Ambulance Corps. AGREED Council members give some thought to suggesting possible candida te s . 8. Our Solicitors advise that as Metro Conservation Authority proposes to take in the flood lands of Rouge River, and as Council has been seeking direction about Dr./F. J. Taylor using and fencing part of Township road allowance south 'of Morgandale, Stevens, Hassard and Elliott are not taking further action against Dr. Taylor until instructed so to do by Reeve Scott. ,,- ", - 2 - 9-~·"1.e-'tter from John W Waløh, dated July 28,' solicitor for Mrs. Margaret Clarke, a!Tise$ of 33 ft. right-of-way to Mrs. Clarke's property in Plan 239, FrenChman's Bay, found blocked and sign fastened to barricade reading "Private - Keep Out". He claims this right-of~way has been in use for 36 years. He asks that Council instruct Mr. W. O. Bennett to remove the fence and also that Council take steps to have said right-of-way declared a public right-of-way. A copy of Mr. Walsh' 8 letter has gone to the Township t s solicitors. See Re solution No. 272/60. 10. A letter from Stevens. Hassard and Elliott, dated July 29, has been received re Clarke and the right-of-way fenced off by Mr. W. O. Bennett. They need further information before a final report, but suggest Township write Mr. Bennett requesting him to remove fence. See Resolution No. 273/60. 11. Mr. J. V. Ludnte. Munidpal Engineer, Department of Highways, acknowledges receipt of our Supplementary Road By-law No. 2531 for $144,000.00, recommended by Mr. Boucher. Advise no indic- ation can be given as to extent to which our By-law may be approved before end of August. 12. Buildimt IpsDector Prouse reports for month of July as follows: Total of 40 permits issued - estimated value, $168,450.00, comprised of 9 dwellings, averaging $14,200.00 eaCh, 10 additions, 18 garages and small buildings, 2 office buildings, and 1 repair garage. 13. The Ontario Municioal Association will be he Id at Prudhomme' 8 Garden Centre, St. Catharines, August 28 - 31, 1960. 14. Geor£e Oran.e:e complains of Mr. McBride going too close to his line fence when removing gravel. A lawyer's letter to Mr. McBride has had no effect and Mr. Orange asks Township's assistance through a by-law to control such situations. See Resolution No. 274/60. The following PERSONS, on MOTION, were heard: 1. Mr. Wm. Axford, of W. M. Axford Associates, Oakville, appeared for the owners, Owl Realty with a proposal for solving the effluent problem of the laundromat located in the West Rouge Shopping Centre. He submitted that the cost of removing the effluent from the tanks by truck was much greater than the revenue derived by the owner. Mr. Axford proposed that the effluent be semi- treated by the addition of Sodium Hypochloride, and pumped into the Island Road storm sewer, it being only 120 feet to the catchbasin at the corner of Island Road and Friendship Avenue . It was pointed out that such method of disposal could cause serious pollution to the Rouge River; and as well as the Township, Metro Conservation Authority and Ontario Water Resources Commission would be concerned. Again if such a privilege were granted to Owl, any other person in the area should have the same privilege. Township Engineer Jefferson, when asked for his comments on the proposal, stated that the only satisfactory means of disposal was to pump it out of the tanks and haul it out of the Township, as owners had agreed would be done. Mr. John Finne£an, of Pickering Beach, was concerned that the proposed new Duffin's Creek Esta~es subdiv~si~n in A~ax might cause more water to be diverted lnto an eXlstlng dralnage ditch which now is utilized to full capacity, and said additional diversIDon of water could cause serious flooding of the Pickering Beach area of the Township. The Reeve stated that the Township had received no plans and had not been consulted in any way regarding the proposed subdivision. However, Reeve Scott explained that as soon as he had learned last week of these plans being in an ad- vanced state, he had telephoned both the Community Planning Branch, Department of Municipal Affairs, and Metro Planning Department, complaining and asking that final approvals be held up until Pickering Township sees the plans and takes whatever action it deems necessary, and had received assurance that this would be done. See Resolution No. 275/60. 3. Mr. WID. FairÅ’rieve congratulated Reeve Scott on the registration of the "Bay Ridges" subdivision plans. He cited the great amount (1) of work done by the Reeve over the past almost two years in connection with this development, and commended him highly on a good job done for the Township. Mr. Fairgrieve also congratulated Township Engineer Jefferson for his good work in connection with the planning of this subdivision. (2) Mr. Fairgrieve stated that it was his opinion there should be two full weeks between nomination night and election day, for the Municipal Elections of Pickering Township. 4. Mr. Robert Clarke spoke briefly in connection with the fencing off of the right-of-way giving access to his wife's property in Plan 239, Frenchman's Bay. He said he would be satisfied if the Township had fence removed even though this might be a right-of-way for the Corporation only. 5. Mr. W. Kerr commented briefly on the Go-Kart By-Law which the solicitors had prepared, but said that he had had only a quick glance at it. 6. Mr. Fred Hunt, Chairman of Pickering Township School Area No.2 presented a formal request to Council to provide the sum of $33,941.96 for the building and equipping of a Playroom addition to the West Rouge School by the issue and sale of debentures of the Corporation. See Resolution No. 276/60. 7. Mr. T. O. Jefferson, Township Engineer, presented a new idea in regard to the oversizing of sewers in Frenchman's Bay area. The present plan proposed a sewage pumping station to the north of the west side of the Bay. Consultant Engineer Oliver Lloyd and Engineer Jefferson both believe that by having the pumping station at the south end of the Bay on West side and piping eastward across the beach an estimated $30,000.00 in the oversizing of sewers could be saved by the Town- ship, and there would also be a considerable saving to the developer. Mr. Jefferson also discussed a number of resolutions he had prepared pertaining to various engineering matters. See Resol- utions Numbers 277/60, 278160, 279/60, 280/60, 281760, and 282/60. - 4 - RESOLUTION NUMBER 271/60 MOVED by Mr. Spang, seconded òy Mr. Hawthorne, that a garage license be granted to Mr. Bruce Colwell, Fairport Beach. CARRIED RESOLUTION NUMBER 272/60 MOVED by Mr. Hawthorne, seconded by Mr. James, that Stevens, Hassard and Elliott be given, as requested: (10 The opportunity of examining the title to these properties as registered in Whitby and that this opinion be provided in view of the letter received from Mr. John W. Walsh, dated July 28, 1960. CARRIED (2) RESOLUTION NUMBER 273/60 MOVED by Mr. Deakin, seconded by Mr. Laycox, that Council advise Mr. Bennett that the Township retains a right-of-way in Plan 239; and the Clerk write to ask Mr. Bennett to remove the blockade. RESOLUTION NUMBER 274/60 MOVED by Mr. James, seconded by Mr. Spang, that our Solicitors be instructed to prepare a by-law regulating gravel pits. CARRIED RESOLUTION NUMBER 275/60 MOVEll by Mr. Hawthorne, seconded by Mr. Spang, that Pickering Town- ship register a complaint to the Department of Municipal Affairs that the new subdivision in Ajax was given draft approval without the Township of Pickering being notified. CARRIED RESOLUTION NUMBER 276/60 MOVEll by Mr. Hawthorne, seconded by Mr. Laycox, that the Township issue debentures in the amount of $33,941.96 for the building and equipping of an addition to West Rouge School for a Playroom. RESOLUTION NUMBER 277/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, that the firm of Oliver Lloyd and Associates, engaged by Resolution Number 206/60 to check the plans and specifications of Bay Ridges Development, be further engaged to act for the Council to obtain the approval in principle from the Mînister of Public Works in Ottawa to their recommendation that the sewage pumping station on the West side of Frenchman's Bay be located near the lake and the forcemain be installed across the bar forming the southern limit of the Bay. It is understood that the Township is to be reimbursed for the fees charged for this service by the Developer under the terms of the Subdivision Agreement. CARRIED RESOLUTION NUMBER 278/60 MOVED by Mr. Boyes, seconded by Mr. Deakin, that the firm of Oliver Lloyd and Associates be engaged to design the necessary trunk sewers, rising mains and pumping stations to lead the sewage from the portion of the Township, below 401, west of Þairport Road to Scarborough Townline and submit this design to tfie Council, in conjunction with the Township Engineer, at their earliest. CARRIED RESOLUTION NUMBER 279/60 MOVED by Mr. Deakin, seconded by Mr. Hawthorne, that the firm of Proctor and Redfern be authorized to complete the design of the internal sewers to service that area of the Township West of the Rouge River and submit this design to the Council, in conjunction with the Township Engineer, at their earliest. - , - 5 - Resolution Number 279/60 (Continued) It is understood that this design does not include the Rougedale acre Subdivision nor the trunk sewers and pumping stations leading this sewage from the south end of the Township to the Treatment Plant at Frenchman's Bay. CAHHIED ,RESOLUTION NUMBER 280/60 MOVED by Mr. Hawthorne, seconded by Mr. Boyes, that the firm of D. M. McIlltosh Ltd., Ontario Land Surveyors, be engaged to survey the easements necessary for the internal sewage system West of the Rouge River and for the trunk sewers, rising mains and pumping stations as instructed by the Township Engineer. CARRIED RESOLUTION NUMBER 281/60 MOVED by Mr. James, seconded by Mr. Spang, that the firm of Oliver Lloyd and Associates be engaged to assist the Township Engineer in the supervision of the construction of the Water Treatment Plant at Moore Point and the construction of the Sewage Treatment Plant at Frenchman's Bay, It is understood that the Township is to be reimbursed for the fees charged for this service by the Developer under the terms of the Subdivision Agreement. CARRIED RESOLUTION NUMBER 282/60 MOVED by Mr. Spang, seconded by Mr. James, that the Township Engineer be authorized to advertise for an Inspector of Works to assist him in the supervision of the internal services of Bay Ridges Subdivision. It is understood that the Township is to be reimbursed for the total remuneration of the Inspector of Works by the Developer, under the terms of the subdivision Agreement. CARRIED RESOLUTION NUMBER 283/60 MOVED by Mr. Hawthorne, seconded by Mr. James, that the Road Account for the month of July in the amount of $24,213.03, be passed. CARHIED BY-LAW NUMBER NUMBEi 2533 (Two ßeadin~s) Mr. Deakin, seconded by Mr. Hawthorne, moves for leave to introduce a By-Law of the Township of Pickering to license, regulate and govern the racing of Go-Karts and the holding of Go-Kart Races in the Township of Pickering, and that same now be read a first time. Mr. Deakin, seconded by Mr. Laycox, moves that By-Law Number 2533 to license, re~111ate and govern the racing of Go-Karts and the holding of Go-Kart Races in the Township of Pickering, be now read a second time, and that Council go into Committee of the Whole thereon. BY-LAW NUMBER 2534 (Two Readin~s) Mr. Laycox, seconded by Mr.~Boyes, moves for leave to introduce a By-Law of the Township of P.ckering to authorize the borrowing of $33,941.96 upon debentures for P blic School purposes (building and equipping a Playroom in West Rouge S~hool, Area 2), and that same now be read a first time. Mr. Laycox, seconded by Mr. Spang, moves that By-Law Number 2534 to authorize the borrowing of $33,941.96 upon debentures for Public School purposes be now read a second time, and that Council go into Committee of the Whole thereon.
