Johnston, Clerk MOVED by Mr. Spang, seconded by Mr. James, that Minutes of meeting held March 21, 1960, be adopted. CARRIED MOVED by Mr. Laycox, seconded by Mr. Boyes, that Minutes of meeting held March 28, 1960, be ådopted. CARRIED MOVED by Mr. Hawthorne, seconded by Mr. Spang, that Minutes of meeting held April 4, 1960, be adopted. CARRIED MOVED by Mr. James, seconded by Mr. Laycox, that Minutes of meeting held April 11, 1960, be adopted. CARRIED The following CORRESPONDENCE was read: 1. Ontari~Lgood Roads Association - School for Road Superintendents, May 9th and 10th. Registration fee, $3.00. See Resolution No. 153/60. ... 2. J. B. Wilk, Planning Engineer, Department of Highways, advises Ontario County Road Committee now considering the taking over of the Liverpool link between highways 401 and 2. 3. The Villa~e of Stouffville Fire Department now give fire protection to 2700 acres in North West corner of the Township at $100.00 per year standby plus about $70.00 per fire.!, There have been 2 fires in past a years. As Stouffville now need a new Fire Truck they ask that the four Township areas they serve contribute $5,000.00 towards the new truck and they will renew the old agreement for a 5 ye..ar term. Pickering Townshiy share of $5,000.00 would be $300,ØO: See Resolution No. 148/60. 4. 48 owners of lots on Rid.e::ewood Road have signed a petition asking that their lots be not serviced by sewers. 5. Canadian Association of Fire Chiefs, membership $15.00, ask Pickering Township to join. 6. W. G. Lawson, on behalf of Mr. and Mrs. Cassidy, asked Council to amend the "Pedlar By-Law" to require persons using such a license not to operate within 500 yards of a stationary business selling the same commodities. By-Law Enforcement Officer bring in Catering By-Law in six months. 7. Alex & Michael Picov have served a "Writ of Summons" on Township re expropriation of 10 acres for water plant. 8. Town of Aiax submit a resolution asking Pickering Township to zone all their lands abutting the Town of Ajax, especially on their east boundary from C. N. R. tracks to Lake Ontario. 9. Plannin~ Board Resolutions: MOVED by Mr. Lennox, seconded by Mr. Mansell, that the Zoning By-Law covering the area of the Township of Pickering south of Highway 401 from the Rouge River to the westerly boundary of the Town of Ajax, excepting the Bay Ridges subdivision property, as presented April 22nd, 1960, with Sche(lule "A" map attached, is hereby approved by this Planning Board and recommended to Pickering Township Council to be given the necessary readings. CARRIED .., " " - 2 - 9.· (Continued) MOVED by Mr. Ritchie, seconded by Mr. Mansell, that Project Planning Associates be authorized to proceed with the preparation with a Zoning By-Law for the area of Pickering Township west of the Rouge River, with text similar to that for Frenchman's Bay area By-Law. CARRIED MOVED by Mr. Lennox, seconded by Mr. Scott, that it be recommended to Council that Project Planning Associates be instructed to prepare a Zoning ~-Law to cover that part of the Township of Pickering below the Third Concession excepting the part below Highway 401 from Ajax to the Pickering-Scarborough Townline, and area north of 401 West of Rouge River. CARRIED The following PERSONS on MOTION, were heard: . 1. Mr. Ben Severs and Mr. TomDkins, of the Ajax "Go-Kart" Club felt that Pickering Council should permit, under license, the operation of "Go-Karts", as their operation would increase the value of the land, bring revenue to the Township, and keep such "Karts" off the roads. They stated they hoped to get a track in Ajax but th"ought if Pickering Township banned them, Ajax might do likewise. 2. Mr. Wm. Waslyk, of Lot 17, Concession B.F. 3, stated he wished to operate a "Go-Kart" track on his 21 acres; it would be for use of owners with small engines and speeds up to 30 miles per hour~ 3. Mr. Russell Hore of Concession 1, Lot 35, wanted a 4/10 mile track; he would pave the track, erect fences, stands, "Go-Kart" agency bUilding, concession building and wash rooms, and claimed the assessor stated the yearly tax on such a business would be between $1,200.00 and $1,300.00. Nearest"dwellirig 600 to 700 feet. "4. Mr. Harold TiDton, of Whitevale Recreation Committee, asked if Council would supply equipment to dam up a swimming hole by May 14th. Council stated thªt bef'nre the work was started they would require waivers from parents of children using such swimming hole, relieving the Township and owner of any liability in case of accident. Also, Council would require'~ permission from the owner in writing for such a use . 5. . Mr. Wm. Fair.e::rieve asked what was being done to encourage industry to Township and stated he favoured "Go-Kart" tracks if away from built-up areas. Reeve Scott said industry would be encouraged when water and sewer were assured. 6. Arthur Carl ton stated that as many as 100 103,1s of garbage was now coming to dump daily and it was not being pushed back often enough. Councillor Boyes reported he had met Councillors from Pickering Village and they wished Station Road paved from Highway No.2 to Cooper's gate, 50% each. Township to top Old Greenwood Road n~rth of No.2 Highway equal to and as far as they do Old Greenwood Road South and the Township to gravel lane to Dog Pound with them paying for gravel. It was AGREED that Road Department could put the gravel on Dog Pound lane, but there were no funds in the budget to do the Old Greenwood Road this year. RESOLUTION NUMBER l46A/60 MOVED by Mr. Deakin, seconded by Mr. Laycox, that the By-Law Enforcement Officer be instructed to see that the provisions of By-Law 2452 be enforced to remove the obstruction in watercourse on lot registered under Roll 25-131. RESOLUTI9N-NUMBER-147/60 MOVED'þy Mr. Hawthorne, seconded by Mr. Deakin, that Council instruct Project Planning Associates to proceed with the preparation of zoning By-Laws as requested in Item 19 in the Council Agenda of April 25th, 1960, as amended. CARRIED - 3 - RESOLUTION NUMBER 148/60 MOVED by Mr. Deakin, seconded by Mr. Laycox, that Pickering Township Council make a grant of $300.00 (three hundred dollars) to the Stouffville Fire Department towards the purchase of their new fire equipment, on condition that the old agreement be renewed for a five year period. CARRIED RESOLUTION NUMBER 149/60 MOVED by Mr. Hawthorne, seconded by Mr. Spang, that the Road Superinten- dent be authorized to purchase from J. D. Adams Company Limited. 50 Grader Blades @ $10.50 - $525.00. RESOLUTION NUMBER 150/60 MOVED by Mr. Laycox, seconded by Mr. Deakin, THAT_WHEREAS By-Law No. 2444 provides that all yards shall be kept in a safe condition; CARRIED AND WHEREAS such By-Law states that yards may be determined unsafe by Council; AND ~IEREA~ the yards of: 1 Concession 3, Lot 19, Pt. N2 Plan 612, Lot 152 Plan 612, Lot 141 Plan 350, Lot 90 Concession 2, Pt. N~ Lot 9 Plan 372, N! Lot 24 , are hereby considered unsafe by Council; 'BE IT THEREFORE RESOLVED that the rards located on Lot P1~rl Pt. N.1 19 2 152 612 141 612 90 350 a Pt. N-;¡ 9 N! 24 372 Concession 3 2 be and they are hereby declared unsafe and that the By-Law Officer be directed to enforce By-Law No. 2444 against such properties. CARRIED RESOLUTION NUMBER 151/60 MOVED by Mr. Deakin, seconded by Mr. Boyes, WHEREAS the budget for 1960 was approved for Fire Area No.2 on the basis of a deficit of $1,600.00 for the year, BE IT THEREFORE RESOLVED that a loan be made by the Revenue Fund to Fire Area No.2 in amount of $1,600.00 repayable out of taxation in 1961 with interest at the currect bank rate. CARRIED RESOLUTION NUMBER l52t60 MOVED by Mr. Hawthorne, seconded by Mr. Deakin, that the Road Committee recommend that Council approve a bonus of $300.00 to the Road Superin- tendent in view of overtime and a job well done during the winter of 1959/60. CARRIED YEA: Messrs. James, Spang, Hawthorne, Scott, Deakin, Boyes NA Y: Mr. Laycox RESOLUTION NUMBER 153/60 MOVED by Mr. Hawthorne, seconded by Mr. Laycox, that the Road Superin- tendent, Jack S. Chapman, be permitted to attend the Course for Road Superintendents, May 9th and 10th, 1960, and that his expenses incurred in attending such course be paid by the Township of Pickering. CARRIED - 4 - RESOLUTION NUMBER 154160 MOVED by Mr. Laycox, seconded by Mr. Deakin, March accounts of $155,59R.29, be paid. CARRIED BY-LAW NUMBElt 2510 Mr. Laycox, seconded by Mr. James, moves for leave to introduce a By-law of the Township of Pickering to prohibit the racing of motor vehicles, motorcycles, or one or more defined classes thereof within the limits of the Township of Pickering, and that same now be read a first time. Mr. Laycox, seconded by Mr. Boyes, moves that By-Law Number 2510 to proiibit the racing of motor vehicles, motorcycles or one or more defined classes thereof within the limits of the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Laycox, seconded by Mr. Hawthorne, moves that the report of the Committee of the Whole on By-Law No. 2510 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Scott, Hawthorne, Spang, James, Boyes, Laycox NAY: Mr. Deakin BY-LAW NUMBER 2511 (Two Readings) Mr. James, seconded by Mr. Laycox, moves for leave to introduce a By- Law of the Township of Pickering to zone the Frenchman's Bay area and that same now be read a first time. Mr. James, seconded by Mr. Hawthorne, moves that By-Law Number 2511 to zone the Frenchman's Bay area be now read a second time, and that CQuncil go into Committee of the Whole thereon. YEA: Messrs.
