Council asked that Clerk get more information. DeDartmeq~ of A£riculture advise that a bill is now going through that would permit Councils to pass a By-law repealing the Warble Fly By-law on receipt of a petition of one-third of cattle owners in the TÅ’WfiShip. MetroDolitan Toronto advise that the Minister has approved the appointJll9nt of W. Grant Messer as a member of Metro Planning Board representing East District to hold office until January 1, 1963. Dr. L. D. Hobson, Concession 9, Lot 25, objects to snow plow cover- ing his mail box and driveway every time they pass. Wm. Faår~riev~s submitted a letter stating he believed that if the Township was to finance an artificial ice rink the location should lie in the Dunbarton .. C.B.C. area so that it would be more central to more pe'Ople. He estimated the cost of such rink to be about $150,000.00 and would cost the ave~dge taxpayer about $õ.PO each per year. '. '-, , 2 The following PERSONS, on MOTION, were heard: 1. W. G. Fair~rieves spoke to his letter to Council re artificial ice rinks. 2. Wm. Fertile stated open air artificial rinks were not satisfactory in this area and should be closed. He objected to the propose~ site of the 10 acres granted by C.B.C~ to the Township for a park, stating half of it was marsh. 3. Miss Violet Swan asked that all road signs be inspected as the one at Concession 2 and White's Road has been reversed. (2) Asked Council to pass a By-law to stop tile parking of cars on roads, and (3) discussed her application to have her house at Concession 2, Lot 28, exempt because of its being used by the Legion. Reeve Scott' explained that much work had been done on Water and Sewer areas {'or ~rea south of Highway 401; that our Engineers now recommended that inste'ad of a sewage plant at West Rouge it was con- sidered to be cheaper and better to pump sewage from West Rouge by three or four pumps to the sewage plant at Frenchmants Bay; that the cost of over-sizing the sewage mains in C.B.C. development would be about $72,000.00; that the oversized mains would only be oversized to the extent of the ultimate capacity of the plant so that there would be no over loading of the plant; that he had no knowledge of any meetings or discussions with Pickering Village Reeve or Councillors about Pickering Village again becoming a part of the Township. RBSOLUTION NUMBER 93/60 MQY1m by Mr. Iaycox, seconded by Mr. Deakin that Council approve for payment the February 1960, accounts amounting to $901,534.18. CARRIED RESOLUTION NUMBER 94/60 MOVED by Mr. James, seconded by Mr. Spang that Mr. Chapman call Tenders for the erection of the proposed new office building for Road Department. Ad to be placed in Pickering News, Stouffville Ajax Advertiser and Markham Economist. for the Tribune, CARRIED RESOLUTION NUMBER 95/60 MOVED by Mr. Boyes, seconded by Mr. Deakin, that Council accept Mr. Jefferson's recommendation that the area south of Highway 401 from the Scarborough Town Line to Westerly Boundary of the Town of Ajax and all lands west of Rouge River north of Highway 401 constitute one sewer area and one water area. CARRIED RESOLUTION NUMBER 96/60 MOVED by 'Mr. Boyes, seconded by Mr. Iaycox, that Council approve the oversizing of water and sewerage works trunks and mains as recommended by Mr. Jefferson on March 1, 1960, within the Consolidated Development (Bay Ridge s ) . CARRIED RESOLUTIQN NUMBER 97/60 MOVED by :Mr. Boyes, seconded by Mr. Hawthorne, THAT WHE~S tenders opened by Council on March 1, 1960, for a 250,000 gallon water storage elevated tank at West Rouge resulted as follows: Bridge &. Tank Co. of Canada Ltd. Horton Steel Works Ltd. Horton Steel Works Ltd. Toronto Iron Works Ltd. Sparling Tank & Manufacturing Co. of Canada Ltd. 67,354.00 AND WHEREAS Messrs. Butler and Jefferson have examined the tenders and reported to Council that each of the tenders submitted by Horton Steel Works Limited meet all specifications and the past performance of this Company on contracts have been good and they recommend the acceptance of the Horton Steel Works Limited Tender for $54,800.00; BB. IT THEREFORE RESOLVED that the Council of the Township of Pickering accept !he tender of Horton Steel Works Limited for $54,800.00 and that Messrs..þ'N}è\()r & Redfern prepare the contract. CARRIEJ! $ 70,000.00 54,800.00 56,315.00 77,122.00 "-.,__.--. ----'- .--., 'h,,_ _" .. ,_. __', .....'-.... 3 -"-, RESOLUTIO~ NUMBER 98/60 MOVED by Mr. laycox, seconded by Mr. Deakin" THAT pursuant to the Beach Protection Act, Chapter 32, R.S.O. 1950, Revised 1959, the Township of Pickering intend using the sand and gravel from the beach of lake Ontario at the south end of Sandy Beach Road to form a bed for the watermains, leading from the new proposed water plant, along Montgomery Park Road and Brock Road. THAT FURTHERMORE, it is hereby resolved that the contractor obtaining the contract to lay these watermains may use this sand and gravel, within the road allowance of Sandy Beach Road south of the present constructed roadway, free of charge provided the said sand and gravel is used in the laying of the watermains along Þ-lontgomery Park Road and Brock Roa~. Mr. Laycox, seconded by Mr. James, moves that the report of the Committee of the Whole on By-Law No. 2486 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Cle rk JOINT MElTING PICKERING TOWNSHIP COUNCIL AND PLANNING BOARD Purpose: For Metro Planning Board to present their proposed plan for Picke ring Township Date: March 11, 1960 PRESENT: J. Todd David Iennox lames David.oft Mr. Seott and.Mr. James Harry Pearce, Secretary Mr. Murray Jones, Metro Planning Board Mr. Keith Mr. W. Little, Planning Consultant Reeve Scott introduced Messrs. Jones and Keith to members present. Mr. Jones then explained their proposed zoning in Pickering Township so~th of Concession 2, stating that it was substantially the same as zoning approved by our Planning Board two years ago, with exception of nine minor changes in which the Board concurred, he stated each Township Plan would be reviewed every five years when changes would be made to suit growth and need¡ that the Dunbarton Shore area is now being reviewed by the Parks Integration Board; that the area east of Carruther's Creek could not be zoned other than R A, until dis- cussions had taken place with the Town of Ajax and the Township of Whitby; that 200% more industrial land is set out than is expected to be needed by 1980 to provide for industrial growth after that date: th,t Metro Toronto is growing at rate of 50,000 persons per year, 0~4%; that he was not happy with the layout of the plan of C. B. C., but thought the location was unique and more study should have been given to the design; that should Council wish his Depart;- ment to p.ttend a public meeting to answer questions they could ' arrange same. Mr. Jones stated he had neglected to show a Greenbelt of 350 to 400 feet along the lake and asked that it be so zoned between Rosebank and a little east of Peti tcote Creek" .0 objection was raised.
