M U N I C I PAL B U I L DIN G B R 0 UGH A M An Emergent Meeting of Council was held on MONDAY the TWENTY-FIFTH day of OCTOBER, 1954, at EIGHT o'clock in the evening. PRESENT: G. T. Todd, in the Chair C. A. Balsdon H. G. Michell W. G. Newman W. G. Lawson L. T. Johnston The followin~ PERSONS on MOTION were heard: 1. Mr. E. Parlmer, Frenchman's Bay, objected to the Ditches and Watercourse Award as given by Mr. G. T. Horton, O. L. S. As the A~~rd was not satisfactory to Mr. Henderson, it was moved by Mr. Newman, seconded by Mr. Balsdon, that the Award be set aside. CARRIED 2. E. G. Baker submitted a report on Hurrigane damage: Eight dwellings at owners' estimated loss, $14,300.00. He stated that the Province was preparing forms for each affected person to complete and return to them. 3· Mr. L. Livesay, representing Chester Hill Developments Ltd., submitted a plan for a proposed waterworks system for West Rouge. The Company agreed to build a filtration plant and pipe water in eight-inch main to Rouge Hill Drive, pay one-half the cost of main around their sub- division, and pay all costs of mains within the subdivision. MOVED by Mr. Lawson, seconded by Mr. Balsdon, that: WHEREAS by letter dated October 22nd, Chester Hill Developments Ltd., proposed, among other thin~s, to construct at its own expense a water pumping station and infiltration gallery of sufficient size to serve approximately 600 housing units within the area in the Township known as Rouge Hills. AND WHEREAS that said company has requested the Municipality to confirm the proposals contained in the said letter; AND WHEREAS the Municipality has agreed to confirm such proposals in the manner set out in the said letter subject to certain conditions; NOW THEREFORE BE IT RESOLVED that the Municipal Corporation of the Township of Pickering enacts that the said proposals be and they are hereby confirmed as requested in the said letter dated October 22nd, subject to the following conditions: (1) That the ratepayers on the streets to be serviced by the said system approve by petition the installation of the required water mains along such streets. (2) The deletion of paragraph #5 (c) of the said letter. (3) The amendment of paragraph #7 of the said letter so that the levy therein described be limited only to a special levy a~ainst the owners etc., of the said sub-division. - CARRIED The Chief of Police requested a list of furniture for the new Police Building. As Council considered all listed furniture necessary, it was moved by Mr. Newman, seconded by Mr. Balsdon that Chief purchase furniture as stated to be delivered early in the new ~Tear when Police Building is expected to be ready. CARRIED Tenders were opened for sodding Provincial By-Pass Road south of Dunbarton on cut, and resulted as follows: (1) E. Darby & Sons, 8000 square yards for $2,560.00, staked. If wire used the cost would be an extra $1,740.00. (2) W~-P. Hibbitt~. 47¢ per square yard. '~ - 2 - MOVED by Mr. Newman, seconded by Mr. Balsdon, that Council accept Tender of E. Darby & Sons, subject to approval of and payment by Department of Highways. CARRIED MOVED by Mr. Newman, seconded by Mr. Lawson, that Councïl purchase Underwood Electric Typewriter now on loan in Township office for sum of $ 497.50. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that street numbering of Glendale and Liverpool North, as prepared by Clerk, be accepted. CARRIED Chief Hill advised Council that he had suspended the Taxi Driver's License of Robert Lindsay, operating for Eddje's Taxi, as he had been con- victed of having liquor for sale in his cab. D. A. McLean, of Concession 6, Lot 14, complained about diversion of water from Concession 7, Lot 18, and swamp" in Concession 6, Lot 18 from its reqular course to flow easterlv and eventually through bis property. Clerk get information from MY.. Ward and advise Mr. --McLean. AGREED four foot round steel culvert for Percy Bridge, Concession 6, Lot 34-35· AGREED Mr. Snelcer get grass seed for seeding lawn washed b:T erosion. Clerk check on Mr. Ward result of his intervie1J1T with Department of Highways, By-Pass road and Crook's flooding. BY-LAW NUMBER 2042 Mr. Balsdon, seconded by Mr. Newman, moves for leave to introduce a By-Law of the Township of Pickering to regulate the operatin~ of Bowling Alleys in the Township of Pickering, and that same now be read a first time. Mr. Balsdon, seconded by Mr. Michell, moves that By-Law Number 2042 to regulate the operating of Bowling Alleys in the Township of Pickering be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. Mr. Balsdon, seconded by Mr. Newman, moves that the report of the Committee of the Whole on By-Law Number 2042 to regulate the operating of Bowling Alleys in the Township of Pickering be read a third time and PASSED; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. - CARRIED . . .
