PRESENT: George T. Todd, in the Chair Clare A.. Balsdon William G. Newman William G. Lawson Hugh G. Michell Lloyd T. Johnston Douglas Plitz The following PERSONS; on MOTION, were heard: 1. Mr. Harold Crook and six ratepayers stated that they had bought their property at Squire's Beach from Colin Pegg. The Plan, No. 406, shows several acres of ·playgrounds. in the centre and it has been common practice for residents to use the pump on the playground area as their only source of drinking water. Dur~ng the last three months this "playground" area has been sold to several V. L. A. chaps and the pump is not now available to the other residents. Council recommended that they see a lawyer. Mr. Ward stated that the cost of putting the north-south road between Messrs. Pegg and Minshul's property in proper shape would be t 250.00. Ratepayers' share, $ 150.00. Nuaber of properties abutting, about '30. Ratepayers to let Council know if they want to take advantage of this offer. 2. Mr. Fair~rieve,of Dunbarton Gardens, stated he had been evicted from his house; he had bought a lot, had no money to put up the Three Hundred Dollar Building Deposit, nor Three Hundred Dollars to live in garage he is no~ building. MOVED by Mr. Newman, seconded by Mr. Lawson, that Mr. Prouse be directed to issue a Building Permit to Mr. Fairgrieve on receipt of a Second Mortgage for $ 600.00, have registered against his lot and buildings, with said mortgage to mature November 30, 1954, when he has agreed to have the outside of his Dew proposed house finished. CARRIED Representatives of Niagara Brand Spray quoted prices of $ 10.10 per gallon for brush spray and . 5.00 per gallon for weed spray. Dr. Loos, Sanitary Inspector, discussed the proposed Septic Tank By-Law. E. K. Jones asked for permission to employ a Solicitor in his appeal against Mr. H. A. Newman's Assessment. MOVED by Mr. Michell, seconded by Mr. Lawson, that Council purchase spray mat-eria! from Niagara Brand Spray Company. MOTION LOST 4.. 5. MOVED by Mr. Newman, sefonded by ~. Balsdon, that Council purchase spray material as follows: From Niagara Brand Spray, From C. I. L. 15 gallons Brush Spray @ $ 10.iO 50 gallons Weed Spray @-$ 5.00 10 gallons Brush Spray·· 50 gallons Weed Spray CARRIED MOVED by Mr. Michell, sefonded by Mr. Lawson, that Assessor employ Mr. Fraser to act at Judge's Court on appealed assessment. Give Carl Rogers two bags Calcium as none placed in front of his Jiouse. Get agreement with Mr. Griffin for him to pay 50% cost of paving Concession 1, between Altona Road and Lot 35 - over period of three years. Advise Police Department Trailers at Cliff Schwalm and Gerald Foster's (Pickering Beach); also one at Fairport Beach near new road. ) 2. / 4-. BÝ-LAW NUMBER 2017 Mr. Balsdon, seconded by Mr. Michell, moves for leave to introduce a By-Law of the Township of Pickering to appoint a By-Law Enforce- ment Officer for North Pickering Township and increase the salary of a certain employee, and that same now be read a first time. Mr. Balsdon, seconded by Mr. Newman, moves that By-Law No. ?~' 7 to appoint a By-Law Enforcement Officer for North Pickering own- ship and increase the salary of a certain employee be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. " Mr. Balsdon, seconded by Mr. Lawson, moves that the Report of the Committee of the Whole on By-Law No. 2017 be adopted; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2018 (Two Readings) Mr. Newman, seconded by Mr. Lawson, moves for leave to introduce a By-Law of the Corporation of the Township of Pickering to amend the statutory By-Law which, in accordance with the provisions of Section 131 of The Public Health Act, R. S. o. 1950, Chapter 306, is in force in every municipality, (Plumbing and Septic Tank By- Law) and that same now be read a first time. BY-LAW NUMBER 2019 (Two Readings) Mr. Newman, seconded by Mr. Lawson, moves for leave to introduce a Bt-Law of the Township of Pickering to authorize the borrowing of , 70,000.00 upon Debentures for School purposes, and that same now be read a first time. Mr. Newman, seconded by Mr. Balsdon, moves that By-Law Number 2019 to authorize the borrowing of $ 70,000.00 upon Debentures for School purposes be now read a second time, and that the Council go into Committee of the Whole thereon. BY-LAW lUMBER 2020 Mr. Lawson, seconded by Mr. Newman, moves for leave to introduce a By-Law of the Township of Pickering to amend By-Law Number 2006 (Building By-Law) and that same now be read a first time. Mr. Lawson, seconded by Mr. Michell, moves that By-Law No. 2020 to amend By-Law Number 2006 be now read a second time, and that Council go into Comaittee of the Whole thereon. ~~~-~ -- þ - 3 - By-Law Number 2020 (CoD'tinued) The Committee of th~ Whole then arose and reported. Mr. Lawson, seconded by Mr. Balsdon, moves that the Report of the Committee of the Whole on By-Law Number 2020 be adopted, and that the said By-Law be now read a Third time and Passed; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto.
