M U N I C, I PAL B U I L DIN G BROUGHAM An Emergent meeting of Council was held on TUESDAY the TWENTY-FIFTH day of MAY, 1954, at EIGHT o'clock in the evening. PRESENT: George T. Johnston Douglas PIitz The following CORRESPONDENCE was read: Petition of 105 ratepayers requesting Council to withdraw Lot 22 and easterly lots in School Section 2 from the proposed new school area. Petition of 33 ratepayers in Industrial Area, S. S. 2, requesting that their area be withdrawn from proposed new school area. Ontario Municipal Board advising that the proposed waterworks for South Pickering was in their opinion premature so the application for a $ 965,000.00 Debenture is refused. Fines, April, $ 173.19 Supertest Tender Gasoline, Grade 1, 24.7; Grade 2, 22.7; Diesel, 19.6¢. Copy Minutes School Section 2 Ratepayers' Meeting question: (1) $ 40,000.00 new two-room school north of Highway 401. (2) $ 30,000.00 addition one room on Bay Road School. Meeting approved No. (2). 7 7. Lea and Raymond, asking Council to again consider closing road allowancE between Lots 20 - 21, Concession 4, and selling to R. M. Newman, owner of both sides of road. Council refused to consider selling. 1 8. Department of Highways - Deeds and Blueprint proposed Police site. 19. Secretary, School Section 18, advising that at a meeting held in their area, their ratepayers voted against their Section entering a School Area with reservation that they be permitted to join an area in one or two years' time. (16 vQted against, 4 abstained) The following PERSONS, on MOTION were heard: 1. David Lennox spoke against his School 1~~n~eing included in a School Area. 2. Inspector Archibald spoke on School Areas. 3. R. L. Elliott spoke against his being forced to pay for new road under Local Improvement along flank of his property, but admitted that the road was needed and that it possibly could not be handled otherwise. 4. Messrs. Lidster and Nicholson objected to a Taxi License being issued to Ace Taxi of Scarborough, as they claimed that the business did not warrant any more taxis. 5. J. S. Scott, Chairman School Section 18 School Board, discussed School Area. 6. Claude Stewart, Secretary School Section 18 School Board, discussed School Area. \ c/r 1. ;> 2. Newman asked that Mr. Jones review his 1953-1954 Assessment on subdivision lots now used for farm purposes, as it was in- convenient for him to attend the Court of Revision Wednesday, June 2nd next. Mr. M. Miller, Secretary School Section No. 2 spoke against School Areas. William Fertile discussed School Area. 8. 9. MOVED by ~æ. Balsdon, seconded by Mr. Newman, that Council meet with Road Superintendent at 4 P. M. Wednesday, May 26 at Council Chambers. CARRIED seconded by Mr. Newman, that salary of A. J. from $ 2,525.00 to $ 2,700.00, as of January 1, CARRIED MOVED by Mr. Balsdon, Thompson be increased 1951'. CLERK'S INSTRUCTIONS Get "Order" for Municipal Board from T. M. Moore. Have Police deliver Building Plans to Mr. Fallaise who promised specifications for Tendèrs in two weeks. Get report from Road Superintendent on Hough and White subdivision roads. Get report from Road Superintendent on three cinder paths. Prepare new Wrecking By-Law. Have A. J. Thompson attend June 2nd meeting re North Pickering Township Poliçe. .",¿ , Arrange meeting between Mr. Balsdon and1Straughan Road Department, Scarborough re ditching Townline south of Highway No. 401. Ask Canadian Pacific Railway to brush Concession 4 at overhead bridge. ì 9. By-Law Speed limit north of Ajax light. Pine Ridge Road in Plan 350. '78. 710. Determine ownership of road between Park Street and Beachview Avenue at Pickering Beach. ~< BY-LAW NUMBER 2012 Mr. Lawson, seconded by Mr. Balsdon, moves for leave to introduce a By-Law to require owners or promoters of new subdivisions to do certain work on roads within the subdivision before lots may be sold, and that same now be read a first time. Mr. Lawson, seconded by Mr. Michell, moves that By-Law Number 2012 to require owners or promoters of new subdivisions to do certain work on roads within the subdivision before lots may be sold, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. Mr. Lawson, seconded by Mr. Newman, moves that the Report of the Committee of the Whole on By-Law No. 2012 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED - 3 - BY-LAW NUMBER 2013 Mr. Newman, seconded by Mr. Balsdon, moves for leave to introduce a By-Law of the Municipal Council of the Township of Pickering to assess the Township for Police rates in the year 1954, and that same now be read a first time. Mr. Newman, seconded by Mr. Michell, moves that By-Law Number 2013 to assess the Township for Police Rates in the year 1954, be now read a second time, and that the Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. Mr. Newman, seconded by Mr. Lawson, moves that the Report of the Committee of the Whole on By-Law No. 2013 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 2014 The Committee of the Whole on By-Law No. 2014 to set apart a Township School Area of the Township of Pickering School Area Number 2, reported, By-Law No. 2014 having received two readings on May 10, 1954. Mr. Newman, seconded by Mr. Lawson, moves that the Report of the Committee of the Whole be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the Seal of the Corporation be affixed thereto.
