Newman MINUTES of the previous meeting, held November 2, 1953, were read, ~ and on~OTION of Mr. Balsdon, seconded by Mr. Michell, ADOPTED. MINUTES of an Emergent meeting, held on November 5, 1953, were read,~ and on MOTION of FLr. ~chell, seconded hymn. Newman, ADOPTED. The following CORRESPONDENCE was read: 1. The following letter was.recei~ed~from the ~mprovement District of Ajax: ........ ~ November 30, 1953 Dear Mr. Johnston: The Board of Trustees has directed that your Council be ~advised that the Board deplores the lack of action on the part of the Township Council with respect to the formation of a Joint Planning Board, embracing the Munici- palities of the Township of Picketing, the Village of Pickering and the Improvement District of Ajax, as was ~ advised at a meeting in Brougham last August. It is felt that all the Municipalities will benefit from immediate action to implement the recommendations made at that meeting and that action should be taken as soon as possible. Yours truly, "B. C. Falby" Secretary-Treasurer 2. William Middleton, Concession 3, Lot 15, asked: ~ (1) That he be given a proper approach to one of his fields which cannot now be used as road has been built up. (Councillors investigate) (2)That he be paid Five Dollars, not Two Dollars, received for drawing logs for Township. (3) That he be rebated Eighty Cents because his cattle were not inspected for Warble-Fly the second time. Council agreed that Treasurer rebate ~. Middlet0n Eighty Cents. 3. Mrs. C. Strong, Rosebank, stated that they would pay for scraping and snow ploughing of their private roads in western Rosebank for a nominal price. 4. Arthur W. S. Greer complained on behalf of ~. and Mrs. Karl Polanyi, Lot 75, Plan 283, that as.a result of the Township taking over their road and doing ~certain work, more water was diverted onto her property Mr. Greer stated that the matter could be discussed, or action would be taken. Clerk to advise that Council cOnsidered that as the polanyi lot was low and in a hole, the roadwork has not diverted any extra water onto her property, and that the work was done by petition of the Polanyi's and others. - 2 - 5. Board of Transport Commissioners of ~anada, advising that they would not instal reflectors on their~right-of-way at Rosebank, and that any such sign erected outside their right-of-way would be the concern of Pickering Township. .f~ 6.Melville Grant, recommending that CounCil permit Mr. Ryder t0 deposit $ 300.00 now for his occupancy permit. 7. F. J. Prouse - Building Inspeator Report - November 1953. Value Permits .... · $ 96,450.00 ' Year to date ..... $ 2,542,~50.00 -Ajax Hospital asked that Council appoint a member to their Board. 9.City of Port Arthur, asking Council to endorse their resolution for an all Canadian gas pipe line. 10. Department of Municipal Affairs, advising of ~heir grants paid this Township in 1953 of: Police Act $ 6,513.17 Fire Depart~~~ 1,539.69 ' Childrens' Protection Act 2,237.35 Home for Aged ......... 3,987.19 $ 14,277.40 as compared with 1948 one-mill subsidy, $ 7,103.23. ll. Fines - October, $ 341.12. 12. ~rs. Helen B. Sm~.th, Secretary, Pickering Township Junior Police Club, asking for a grant for sports equipment. 13. Canadian National Railway, advising they will not appoint a proxy for voting on water, but point out that they will not pay Local Improvement rates for their property. 14. A. H. Richards0~, Chief Conservation Engineer, Department of Plannihg, acknowledging~receipt of resolution of Council to be a member of Rouge River and Duffin Creek Conservation Authority, and recommending that it all be included in one authority. 15. Government Annuities Branch, Department of Labour, advising that Council may make any arrangement they wish with ~r. F. W. White about his Pension Plan. The following PERSONS on I~OTION; were heard: 1. Mr. Ryder, Plan 350, Lot 87, having been found guilty of living in a building not approved by our Building Inspector, asked permission to deposit One Hundred Dollars, and five One Hundred Dollar post-dated cheques, and~continue to live in the building and start to build his own home, next summer. Council would not accept this and Clerk ordered to advise ~r. Gra~t and state ~r. Ryder to vacate the building by December 30, 1953. 2. ~. Wells Ritchie asked that certain roads near.Whitevale be made "Stop" roads. 3. Chief Hill discussed Dogs, Peeping Town By-Law, Matt's Grill (roudyism). MOVED by Mr. Balsdon, seconded by ~r. Michell, that CoUncil approve City of Port Arthur Resolution that the new-western pipe line follow an all- Canadian route. ~CARRIED MOVED by ~r. Newman, seconded by Mr. Lawson, that Council grant the Pickering Township Junior Police ~$ 50.00 to assist in purchasing athletic equipment. CARRIED -3- MOVED by Mr, Newman, seconded by Mr. Michell, that Council apply for a Conservation Authority for Rouge River and Duffin Creek under one Authority. Mr. Newman, seconded by Mr. Lawson, moves that the Report of the Committee of the Whole on By-Law No. 197~ be adopted, and that the said By-Law be now read a Third time and passed; tha%-the Reeve and Clerk sign the same, and, that the seal of the Corporation be affixed thereto. Newman, moves for leave to introduce a By- Law to appoint a member of Council to the Board of Directors of the Ajax and Pickering Township General i~ospital, and that same now be read a first time Nr. Balsdon, seconded by Mr. Michell, moves that By-Law Number 1977 to appoint a member of Council to the Board of Directors of the Ajax and Picketing Township General Hospital be now read a second time, and that the Council go into Committee of the Whole thereon. The Committee of the Whole then arose and reported. Mr. Balsdon, seconded by 14r. Newman, moves that the Report of the Committee of the Whole on By-Law Number 1977 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto· CARRIED AOREED that Council meet Monday, December 14th, at l0 A. M. and Thursday, December 31, 1953, to pass accounts. MOVED by ~. Newman, seconded by l~. Lawson, that this Council do now adjourn to meet again sine die. CARRIED
