BROUGHAM
An Emergent Meeting of Council was held FRIDAY, JUNE 19, 1953, at EIGHT
O'clock in the evening.·
PRESENT: ~eorg~ T. Todd, in the Chair

The following CORRESPONDENCE was r~ad: ~ ' ·
1. Er. Arnold, Canadian National Railway, advising that their re-
commended industrial plan of our industrial area will shortly be ready.
2. Police Commission, requesting that new police Sffices $e availab~Ie
before end of year 1953.
3. Police Commission, asking approval of Council for increased salaries
for our Constables. ~
$. Department of Education, approval for our By-Law Number 1959
providing for a new School Section No. l, from School Area No. 1.
5. Councillor Lawson, advising that he could not attend thi~ meeting
but recommended that White proposed subdivision be granted, and
that all other proposed subdivisions be given ~onsideration ·
providing
(1) Residential - i storey, contain 1000 square fe~t
~ 2 storeys ~, 650 " "
(2) If lands are situated below a line drawn~half
way between the Second and Third Concessions,
subdivisions must service area with Municipal
water at owners' expense. ~
6. County Clerk certified copy of their By-Law No. 1747 providing for
the 1954~County equalized assessments for minor Municipalities.
7. ~ines - ~ay - $ 253.98
8. Department of HiMhways - approval Asphalt Prime and Hot Nix.
9. Proctor, Redfern & LauMhli~, advising that. they are proceeding
with water survey.
10. Melville Grant, submitting Easement By-Law for Pickering Village
watermains on-Township roads.
ll. Eric J. Newall, again stating that he had a culvert at his entrance
to his property between lots 3 and $, Concession 6.

1. William Fertile statedlthat as the Township now wanted $ 650.00 to
gravel the Taylor road, and as they can get six-inch gravel laid
on for $ 275.00 privately, they wish to get gravel laid at a
cheaper rate.

Rouge, and also the propoSed White subdivision.
3.Er. Livesay asked for approval of 244 lots in B. ~. R.2, Lot 35,

4.Er. Little in Plan 329, objected to.paying for two new steel
culverts under road improvement when he already had two good
..... steel culverts that~ were.destroyed by Township. (b) Er.
McLeod also objected to paying for one new ~teel culvert when
he also had one good steel culvert. Mr. Ward to investigate.
5. Er. Scott asked for a Kennel Licens~ f~r a new owner who is
buying his stone house in Plan 319~
~0VED by Mr. Newman, seconded by. Mr. Balsdon, that the Plan of
subdivision of G. White & Company in B.F. ~R,2'~,Lot 34,· as recommended
by the Planning Board be accepted by Council,.providing~that~said
Company sign an Agreement yet to be prepared by Council. CARRIED
MOVED by Er. Newman, seconded by Mr. Balsdon, that Council agree to
issue a Kennel License to prospective purc~asers~of Sco~t~'stone hous~
in Plan 319. CARRIED

As it was moved byMr'~Willa~d, seconded by Mr. Morrish that the
Pickering-Whitby Townships Joint Planning Board recommend to the
Pickering Township Council that they re-open the~granting of sub-
divisions providing:
1. That all dwellings within~ such~subdivisions have a floor
area of at least 960 Square feet for one story - 750 square
feet for l½ story, and 650 square feet for a two-story dwelling.
2.That inside plumbing complete with a 3-piece bath be required
for all new dwellings in the proposed subdivisions.
3. That all proposed subdivisions south of a line midway between
Concessions 2 and 3 'be required to instal Municipal water without
cost to the Municipality. (Carried)
IT WAB MOVED by Mr. Newman, seconded by Mr. 'Michell, 'that Council
approve the foregoing recommendation of the Plaz4uing Board.
AGREED that Clerk contact T. M. Moore and ask 'if '~e would assist the
Township on legal matters. ~ ~ ~
MO~VED by Er. Newman, seconded byMr. Balsdon, that Council do now
adjourn. CARRIED
As Pickering Township Police Commission recommended a Schedule of wages
for our Constables, such as follows: .... '.
1st Class Constable $S000.00
2nd Class Constable ~2900.00~
3rd Class .Constable 2800.00 ....
Probationer 2600.00
Probationary period three months only,~then move to'next
category. 3rd Class moves to 2nd Class, at the end.of one
year and one day. 2nd Class moves to 1st class, at the end
of one year and~one day: ...... ~ .... ~-
IT WAS MOVED by Mr. Newman, seconded by Mr. Balsdon, that sUch Schedule
be adopted, retroactive to January l, 1953, providing that arbitration'
procedure be discontinued. CARRI~ED
