PRESENT: George T. Todd, Chairman C. A. Balsdon Hugh G. Michell William G. Newman The following CORRESPONDENCE was read: 1. Assessor advised that there were over 200 dog licenses unpalde Department of Highwa~a, advising eight months road subsidy - 20% - 3. ~ines, September - $ 148.17. 4- Police Department, advising Constables Channing and Higgins tendered ~esignation, turned in equipment, and were struck from ~orce as of October 3, 1952. 5. ....Mr. Melville Grant, Q.C., advising that the Municipal Board is giving tentative approval to 50 acres Canadian General Electric for zoning but that we will require a new Zoning By-Law to exclude undesirable industries, which By-Law he will prepare. 6. N~. E. P. Sod. n, asking to build a shelter on old house foundation. 7- W. G. Manning, advising that average cost of a wig-wag is $4,000.00 With apProxim~tely$450.00 yearly for maintenance. Messrs. Wells and Comport were heard, who asked Council to give them per- mission to purchase a separate fire-fighting unit which will carry 2550 gallon~ water, from Sun Oil Company for $2,000.00, plus about $1,600.00 for addition of fire-fighting unit. cMo_~e by Mr. Balsdon, seconded by Mr. Michell, that Constable Masters ct the unpaid 1952 dog tax. ~ CARRIED_ ~ MOVED by Mr. Balsdon, seconded by Mr. Michell, that the Road Superinten- ~'~be asked to draw loam and fill in the edge of ~sidewalk south of ~ ~. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that the Court of Revision o-'~e Township of Picketing sit on October 29th, and if necessary, on October 30th, to hear appeals against the 1952 Assessment Roll, at 9 A.M. BY-LAW READ A THIRD TIME AND PASSED THIS 14TH DAY OF OCTOBER, 19~2 ~ ~ CARRIED Mr. Michell, seconded bY Mr. Balsdon, mQves for leave to int~roduce a By-Law to appoint the place and hour for receiving nominations for the offices of Reeve, Deputy-Reeve and ~th~ee Councillors for the~ Municipal- ity of the Township of Picketing., and to receive nominations for two T~ustees for School Area Number One for the ye~ar 1953: To Appoint the places for holding the election thereof and persons to preside thereat as Deputy Returning 0fficer~s and PoLl Clerks, and that same ~be read now a first time. Mr. Michell, seconded by Mr. Newman, moves that By-Law No. 1920 to appoint the place and hour for receiving nominations for the~ offices of Reeve, Deputy-Reeve and three Councillors for the Nunicipality of the Township of Picketing, and to receive nominations for two Trustees for School 'Area Number One for the year 1953: To Appoint the places for holding the election thereof and persons to preside thereat as Deputy Returning Officers and Poll Clerks, be now read a second time, and that the Council go into Committee of ~the Whole thereon. Mr. Mtchell, seconded by Mr. Balsdon, moves that the Report of the Committee of the Whole on By-Law No. 1920 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto. CARRIED MOVED by Mr. Michell, seconded by Mr. Newman, that an eight column l'~r Burroughes Adding Machine be purchased from Beare's Limited for $ 222.00, less $32.50 allowance on old machine. CARRIED (1) Register Garland appropriation By-Law. (2) See Roy Ward re board fence east of Golf Course and write. (3) Call Mr. Skidmore re delivery of second fire truck from A. M. Kerr & Company. Contacted A. M. Kerr and found they had credited our account with the second truck so matter is closed. (4) Advise M. 0. H. to proceed with Heron cabins. (5)Ask Police Chief to investigate Oliver Maurer stopping d~ainage, Plan 3~77, Lot 88 - 89 The Reeve reported that they had met Mr. Grant and it was agreed not to proceed further with prosecuting Messrs. Chapman, Heron and Powell under the Trailer By-Law as there are no trailers occupied in these three camps, but Mr. Melville Grant, Q.C., was instructed to advise Chief Trinnell to proceed with a su~m~ons to all owners of lands who harbour single trailers. Mr. Grant stated that our present By-Law would hold in prosecutions against such single trailers. The Reeve also reported that he, Councillors Balsdon and Newman, and Clerk had interviewed Honoura~le Dana Porter re Police Commission, had a good Hearing and expect some action by November 21st next. BY-LAW NUMBER 1921 Mr. Burk, seconded by Mr. Balsdon, moves for leave to introduce a By-Law to appropriate certain lands for road purposes, and that same now be read a first time. Mr. Burk, seconded by Mr. NeWman, moves that By-Law No. 1921 to appropriate certain lands for road purposes be now read a second time, and that the Council go into Committee of the Whole thereon. Mr. Burk, seconded by Mr. Michell, moves that the Report of the Committee of the Whole on By-Law No. 1921 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 1922 Mr. Balsdon, seconded by Mr. Burk, moves for leave to introduce a By-Law to provide for the payment of a bonus for the building of wire fences abutting Township Roads in the Township of Picketing, and that same now be re~d a first time.
