HomeMy WebLinkAboutMay 28, 1952 MUNICIPAL BUILDING BROUGHAM An Emergent Meeting of Council was held on WEDNESDAY, the TWENTY- EIGHTH day of MAY, 1952, commencing at EIGHT o'clock in the evening. PRESE~: George T. Todd, Chairman C. A. Balsdo~ Hugh G. Michell ~ William G. Newman The following CORRESPONDENCE was read: 1. S. Stephenson, Rosebank, again asking that Council ask the Department of Highways for an entrance to 2A Highway at 01d Rosebank Road. AGREED no action at present. 2. ERIC P. BLINKAIN, Porh Dunbarton, asked for gravel and calcium at cost for his private road. AGREED he get calcium at $ 2.00 bag and-gravel ~ $1.50 yard if Road Superintendent has time to ~o work. H. V. Shipley, advising he~ will not zone his farm for Industry. $. D. M. Hughes, advising he will not zone his farm for Industry. 5- Port Dunbarton Association enclosing cheque for $1~3.~0, being balance of 1959 Road agreement. 6. Levi C. Annis., agreeing to zone his lands for industry, providing option is taken up. 7. Toronto Industrial Commission, advising that firm which holds option on Levi Annis farm is Canadian General Electric, and stated that there will be 762,000 cubic feet of buildings erected if option is taken up. They asked What the assessment would be and County Assessor worked out $96,2~0.00 , and business, $ ~7,7~I)~, totalling 8. J. D. Millar, Deputy-Minister of Highways, confirming that his Department will build a by pass road from Fairport Beach to Moore's Road, then turn it back to Townshi~ Clerk to find out if (1) this will be a hard top. (2) include our present road, 80 rods through the north end of Fairport Beach. (3) include about 30 rods of Moore's Road. 9. Motor Vehicles Branch, Department of Highways, approval of By- Law 1904 and 1909. 10. South-West Pickerin~ Fire Area,: advising that all volunteer Fire righters will be paid $1.00 for first hour and ?~ for each additional hour, and also that Mr. Frank Benham had resigned as Fire Chief and Donald Lynde elected in his stead. A delegation was heard from Frenchman's Bay comprising ~. and Mrs. Henderson, James Torrens, and Mr. Palmer, asking that their private road be taken over and that they get relief of drainage problems. AGREED that Mr. Balsdon and Mr. Newman and the Road Superintendent meet the above delegates at 9 A. M. on Friday at Big Tree to discuss these matters. MOVED by Mr. Newman, seconded by Mr. Michell, that Council do not pay additional $~07.2~ - 19~l Hospital costs for indigents. CARRIED MOVED hy Mr. Newman, seconded by Mr. ~ichell, that Township give a grant of $200.00 to 0shawa Hospital. CARRIED AGREED Building Inspector permit houses to be built on old subdivision lots of 50 feet to 5 feet of lot line. - 2 - MOVED by Mr. Michell, seconded by Nr. Newman, that all lots abutting on Guild Street and Royal Street in Plan 316, be charged on 51 foot frontage, except Zen Clarke for costs of Township taking over these two roads. CARRIED AGREED that all o~ers abutting on Bayview Road in Plan 224 pay in equal shares, including Rudik (two shares), Parks, Allan, and Westlake but excluding NcConachie. AGREED that Road Superintendent place calcium on Fairport Beach Road from Lake to North end of Fairport Beach subdivision. MOVED by Mr. Newman, seconded by Nr. Balsdon, that Fairport Road North from Highway 2 to E~skine Cemetery be prepared for hard top this year to surface next year. CARRIED MOVED by N~. Michell, seconded by Mr. Balsdon, that Altona Road and Third Concession corner be s~raightened. 0ARRIED ~ NOVED by Mr. Balsdon, seconded by N~. Ne~man, that Mr. Burk and N~. Nichell see Joseph Garland about buying land to straighten the Altona Road and Concession 3 corner and that they pay up to $600.00 per acre, the Clerk to draw up the Agreement. CARRIED ~NOVED by N~. Balsdon, seconded by Nr. Newman, that the propose& By- Pass road between Fairport Beach sideline and Moore's Road shall be; "The north road in subdivision of Fairport Beach to easterly limit of Lot 2~; Thence continuing westsrly to top of hill; then curve at a good angle to run out on Moore's road at the most northerly point of F. W. Huggins land. ~ARR~ED NOVED by Nr. Balsdon, seconded by Mr~ Newman, that WHEREAS it is impossible to keep even a fair gravel road between Lots 2~ and 2~, Concession l, between Provincial Highways 2 and 2A owing to the heavy through traffic; AND WHEREAS on representation to the Depart~en~ of Highways, it has been indicated that that Department will be willing to pay a greater per cent of subsidy, for the placing of a hard surface on. the road; BE IT THEREFORE RES©LVED that the Municipal Council of the Township of Picketing petition the Department of Highwa~s to pay Eighty Per'cent of the cost of hard surfacing said road. CARRIED BY-LAW NUMBER 1911 N~. Nichell, seconded by N~. Balsdon, moves, for leave to introduce a By-Law to regulate the use of Tents within the ~unicipality, and that s ~ame now be read a first time. Mr. Nichell~ seconded by N~. Newman, moves that By- Law NO. 1911 to regulate the~use of Tents within the Municipality, a~ ~a~ ease now be read a second time, and that the Council go into Committee of the ~Whole thereon. Nr. Nichell, seconded by Nr. Balsdon, moves that the Report of the Committee of the Whole on By-Law No. 1911 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the seal. of the Corporation be affixed thereto. CARRIED BY-LAW NUNBER 1912 Mr. Newman, seconded by Nr. Balsdon, moves for leave to introduce a By- Law to repeal By-Law No. 189~ and to name a Fire Chief for Fire A~ea Number l, and that same now be~read a first time. ~. 'Newman, seconded by Mr. Nichell, moves that By-Law Number 1912 to repeal By-Law No. 189~, and to name a Fire Chief for Fire ~ea No. l, be now read a second time, and that the Council go ~nto Committee of the Whole thereon. -3- Mr. Newman, seconded by M~. Nichell, moves that the Report of the Committee of the Whole on By-Law No. 1912 be adopted, and that the said By-Law be now read a Third time and passed; that the. Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto.
