T. odd, Chairma~n Milton S. Burk C. A. Balsdon Hugh C. Nichell William G. Newman ~ The MINUTES of ~the previous~ meeting, held April 2nd, 1952, were read, and on Motion of Mr. Balsdon, seconded by Mr. Burk~ adopted. The following CORRESPONDENCE was read: ~ 1. C~aremont Park Board, advising of their members for 1952, and notice of meeting for May 6th, 1952. ~ 2. L. A. Ki~ R. R. 2, Picketing, complaining a~out drainage i'nto his property, being the North half of Lot Number 30, Con- cession 1. 3. S. Stevenson, asking that a "Not a Through Road" sign be erected on D~son Road West; complained of road drai~nage and inaccessibility to Highway No. 2, 01d Rosebank Road. 4. E. Thomast Jr., 01d Rosebank Road North, ~complaining about drainage. 5. Mrs. R. B. Steer, R. R. 2, Picketing, Ontario, complaining about dust o%c the First Concession west of the Altona Road. 6. H. C. Hamenwa~, Lakeview Blvd., Picketing Beach, asking Council ~o t'ake some action regarding flooding. 7. K..H.J. Clarke, asking permission to buy a plot in the cemetery at the corner ~of Brock and Kingston Roads. Wilhelmina Morley, Woodview Avenue, asking Council to recoEnize the e'ffo~t of Sergeant White in his work relative to catching three bank robbers. Council ~agreed a letter of commendation be forwarded to the Police Commission. 9. A..G. Hoo2er, Superintendent of Secondary Education advising that the High School Board would supply this Council with all necessary inforn~ati.on regarding salaries of Picketing District High School Board employees. 10. Fred Mowder tendered to paint Council Chambers - $140.00 - he to supply paint~. ll. Vernon El~licott~, tendered to paint Council Chambers - $175.00 - Council to supply paint. 13. L. C. C~agg,~ requesting Council to complete the corner of Rouge- mount Drive and Pine Ridge Road so that same may be grassed, as agreed last year. Clerk to advise if this work will be done shortly. 14. Ontario Municipal Board, advising that they have given tentative approval of a capital expenditure of $230,000.00 for an addition to the new High School. 1~5. Mrs. Jennie Fors~the, asking that the $300.00 d~eposit for the building of a house for her son be waived, due to his infirmity. Council refused. - 2 - 16. George Hicks, asking that the $300.00 deposit for the building of a house we wai~ed. Council refused. 17. Department of Municipa~ Affairs,i adVising all Municipal employees of Conference to be held in~C6bourg, County Buildings, on June 13 next. 18. Association of Ontario Ma~ors and Reeves Conference, May 28, 29, 30 and 31 in Ottawa. No Action. 19. H. F. Crown, Secretary Select Company ~on Lake Levels on the Great Lakes, advising that there will be a Hearing for the Municipalities of Picketing, Whitby, Whitby East, Scarborough and Ajax at l0 A. M., Wednesday, May 14th, at the~uild of all Arts, when water levels and control methods will be discussed. H~d~°-Electric Power Commission of Ontario, Belleville, enclosing form By-Laws for the""cr&a~ion' of a str&et lighting area of Picketing Police Village. ~ ' 22. D~partment of Highways, advising that all Queen's Highways will require at least one hundred feet right-of-way, and that all appli- cations for subdivisions fronting such Highways will requi~e in- dividual approval. 23. Yvonne Scott, R. R. l, Locust Hill, applYing~for a Kennell Licence. 2~. The Fire Marshall, Province of Ontario, advising that all fire fight- ing equipment couplings will be standardized in this area shortly at Government expense, but .they request ~ha~ two memb,rs ~from eac~ brigade ~ssist them in loading and unloading equipment. 25.~rank Prouse,~ advising estima.t~,value of permits issue~ for the month of April at $158,900.00, total for the year, $310,050. 26. Maple Leaf Farmers Mutual Fire Insurance Company, Col~mbus,~ ad~ Vising Ghat instead of the past grants of $250.00 yearly to this Municipality, we, in future, will submit to them a statement of all fires attended during the year on which they carry insurance. They, in turn, will give us a grant of $40.00 for the first hour, and $20.00 for additional hours. POLICE REPORT Aggravated Assault, i B.L.C.A., 2 Auto Theft, 1 ~ By-Laws, 2 Theft, 10 Summonmes Issued, 3~ Houses Entered, 3* Summonses Served,24 ~ Arrests, 6 Stolen, $2,80~.00 Accidents, 6 Recovered, $1,700.00 Speeding, 19 Fines, $293.50 ~ The Department has successfully investigated several theft cases this month, and recovered considerable property.- The A~t~ Ra&io Thefts in the area were causing much anxiety to motorists who find it necessary to leave their cars unattended for lon~ periods of time. In the arrest and conviction of an 18 year old Ajax youth, and the recovery of his loot, one source at least is stopped. We were also fortunate in securing the information and assisting in the arrest of three men now awaiting trial on Bank Robbery charges. The robbery of the Canadian Bank of Commerce in York Township, where over $66,000,00 w~s stolen being outstanding since January las~. Chief Robert Alexander, of York Township, was very profuse in his thanks for our co-operation in this matter, which enable~ his Department to wipe 'off their most outstanding crime in many years. -3- Police Report - continued One local resident is now serving a sentence of twq ~ ~ months in jail for selling liquor, most of his sales were to our youths., so there .is now less chance of them securing their s~upplies . in the area. Every effort is being made to clear up the Trai~ler situati'on and more summonses will be issued this next week. However, I believe the Cabin nuisance could be handled much better if they were con- demned by the Health or Sanitary Officers.. 2~. Fred New,~. asking Council's assistance for improvement of the private road in front of-his property pn Lake Front Road in Fairport Beach. Council agreed to supply grav. el at $1.25 per yard, prepaid. 29. Department of Highways, approval for $125,000 road expenditure for the year 1952, By-Law No. 1891. 30. Magistrate Ebbs - cheque for $195.61, beSng fines for the month of MarcH, 1952. 31. Motor Vehicles BranCh~ Department of Highways,, advising us that military traffic such as GMC trucks using cePtain raads in Picketing Township f~or a proving ground, do not come under their Surisdiction. 32e General Motorst 0shawa, advisin~g that they will not in ~the future use Picketing T~wnship roads as a proving ground for their trucks in the Spring when the roads are soft. 33- 0. C. Closert D.C., complainim~ about dust from Townshi~ trucks on the Fifth Con'cession and that. Township road men will not pick up rubbish on the road. 34. Toronto Industrial Co~is~sion, ad'vising that the firm w~ich has an option on the Annis pro~e~'~y is desirous that the Range Line Road opposite Lot 35 be closed~ and re-located further $orth. 35- James Dunc.anso~,~ Highbush Trail, complaining about g~rbage cans being dumped ~in ~a watercourse ~so that said watercourse .is damned up and the water becomes stagnant. ~ Clerk to advise that this is not a Township matter. 36. Re: Selling. North 825 feet of the original surveyed ro~d be- tween Lots 34 and 35,_ north half, First Concession, which was closed by By-Law in the year 1901. ? John D. O'Eane - N~o objection Mrs. Clarke - wants assurance that she would have that right-of- way to Mrs. Campkin- no objection. Mrs. Anna Webster - no obJecti.on. ,37- Perc~ Comport, South-West Picketing Fire Area, asking Council to rescind their resolution~ ~ of February 20, 1952, ~hich provided that no social activities could be held in their Fire Hall. 38.. Perc~ Comport,~ asking CoUncil t~ supply and instal twenty extra feet on the West end of the existing culvert on the front end of the Fire Ha.ll. The followimg persons were heard: 1. W. C. Willson regarding sheep damage. 2. Messrs. Skidmore and Wells regarding Fire Area No. i matters. 3. Rod Appleb~, complaining about drainage, necessarily diverted unto his farm. 4. MP. Beare, County Weed Inspector, asking for Council's Weed Pro- gramme for the year 1952.' 5. Dr. Tomlinson and Dr. Loos, advising that they had visited numerous so-called cabins in Chapman, Powell and Heron Trailer Cabins, and were prepared to declare one cabin in Powell's and five in Heron's as unfit for human habitation, and as Council agreed to their being evicted on June 30th, Dr. Tomlinson agreed to sign the necessary evictio~ letters. 6. M~. Howard Lan$ille, asking Council to pass a new By-Law under the Physical and Recreational Department of the Department of Education, whereby seven members, including t~o fromCouncil, would form such a Committee so that they would be entitled to any ~rovincialL grants that might be due them. ~ MOVED by Mr. Balsdon,- seconded by Mr. Newman,- that the Brougham Women's Institute be given the use of the Township Hall free on May 13th next to hold a Euchre in aid of the-Brougham Fire Hall. CARRIED MOVED by Mr. Newman, seconded by Mr. Burk, that Motion of Council passed on February 20th refusing permission for the Fire Hall Committee No. to use the building for social functions be rescinded and that the Fire Committee-be respo, nsible for all equipment at all times. CARRIED MOVED by Mr. Newman, seconded by Mr. Burk, that a Dance Hall permit be not given Harold Maitland in Plan 331, Lot ~. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that this Council ask e~oun.ty Council of the County~ of Ontario to pass a By-Law under Section 407 of the Municipal Act to License Wrecking and Junk yards in the County of Ontario. CARRIED 1904 Mr. Bu~k, seConded by Mr. Balsdon moves for leave to introduce a By-Law designating through Highways in the Township of Picketing, and that same now be read a first time. Mr. Burk, seconded by Mr. Newman, moves that By-Law No. 1904, to des- ignate through Highways in the Township oT Picketing be now read second time, and that the Council go into Committee of the whole thereon. Mr. Burk, seconded by Mr. Michell, moves that the Report of the Committee of the Whole on By-Law No. 1904 be adopted, and that the said By-Law be now read a Third time and passed; that~ the Reeve and Clerk s~gn the same, and that the seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER 190~ Mr. Balsdon, seconded by Mr. Burk, moves for leave to introduce a By-Law of the Municipality of the Township of Picketing to Repeal By-Law No. 1786 to Licence all Salvage Yards, Junk Yar~ds, and Car and Implement Wrecking Yards, and that same be read a firs~t time. Mr. Balsdon, seconded by Mr. Michell, moves that By-Law No. 1905 to Repeal By-Law~ Number 1786 to Licence all Salvage Yards, Junk Yards, and Car and Implement Wrecking Yards, and that same be now read a second time, and that the Council go into Committee of the whole thereor~. Mr. Balsdon, seconded by Mr. Newman, moves that the Report of the~ Committee of the Whole on By-Law No. 1905 be adopted, and that the said By-Law be now read a Third time and passed; that the Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto.
