The MINUTES of Emergent meeting, held ~¥Iarch llth, 1952, were read; and on Motion of I~r. Bals~on, seconded by ~,~. Newman, adopted. The following CORRESPONDENCE was read: 1. County Clerk William G. ~anning, requisitioning the sum of $ 72,2~.~5 for the year 1952. 2. Frank Prouse, Building Inspector, advising that the estimated Building Permits for the ~onth of ~arch totalled ~-~ 76, 650. 00 , ~ bringing the total for the year to 3- Dmputy-~inister of Labour, advising that they have many farm workers who are anxious to be located on local farms. ~. Magistrate Ebbs, enclosing fines for the month of February 5.Chief Trinnell, submitting the following report for the month Of March: Drunk, I ~ N.L.C.A., Theft, ~ By-Laws, 1 Auto Theft, i Summonses Issued, Houses Entered, i Summonses Served, 41 Fires, 2 Stolen, $ Arrests, 9. Recovered, ~1,500.00 Speeding, 18 Fines, ~97.00 One of the most eventful months in Canadian Police History has just concluded. Every Police Department in Canad~ and U.S.A. were alerted in the search and capture of the three desparadoe, Jackson, Suchan and Boyd. This Department had mo~e than an equal share, many raids were carried out on inform~ation received by telephoue or letter to Toronto or 0.P.P. This perhaps v~as due to a~panic-stricken~people who felt sure Boyd or his oals would return to his ho~ue at Rosebank. Many strange autos were c~ecked at all hours of the day and niEht. This is all over now, ~and these desperate, dangerous ~uen are in custody. The trailer on the Hettle yard was~given an opportunity to move ~ut, but hawing disregarded the warnin~ is being summonsed to court. The ~esult of tbim ca~e will havo a bearing on the Trailer camps in our area. We have a bootlegger charged, and he is now on red, and, ~this place was the source of supplM to ~uany of our teen-agers. I trust that the effect of this prosecution will be a mea~s of curtailing their drinking. Revenue was up this month, coming mostly from traffic violations. Accidents were normal. -2- Police Report - Continued The dog complaints are numerous, and the need of a dog-catcher who gets around in the day hours is very great, for that is when most of the dog nuisance occurrs. The cruisers travelled 6,[~80 miles during the month. Respectfully submitted, ~ ~ "Lo W. Trinnell" 6. The Canadian National Railway, advisin~ that to do the work re- quested by Council at the crossing of the Canadian National Railway between Lots 26 and 27 would ~_ount to ~13,000.00, a~d that ths$ ~ould not recommen~ such expenditure. ~,7.~ W. Dunham presented a Petition of a number of owners in Rosebank requ~'~ing that the Ro~ebank Road be taken over_by the ~unicipality. 8. The Department of ..Highway.s, advising that their ~r. Ramsay will meet our ~. Ward regarding~the approach to No. 2 Highway, North side, between Lots 10 and 11. 9. Lea and Raymond, Barristers, asking the To~nsnzp, on behalf of his client, to sell the un-opened side!i~e between Lots 20 and 21~i~ the Fourth Concession from the Hydro right-of-way to t~e i~orth half of the South half of said lots. Council to investigate as to value. 10. The Toronto Industrial Commission. As there are certain discussions between them~an~ tho Township regarding a proposed option on the Levi Annis farm, Lot 3~, B.F., R. 2, on behalf of their client: ,(a) T~at the Township undertake certain zoning so that his client can manufacture synthetic resins. (b) Provide for the erection of above-groun~ storage tanks under our new Commercial B~ilding By-Law. (c) Guarantee good roads to the proposed plan. (d) Re-allocate the Concession ~ between B.F.R.1 and 2 opposite Lot 3~. -- The Clerk was advised to inform said Commission that preparations are being made iraraediately for zoning in this area, that the above- ground storage tanks would be permitted under our Commercial By-Law, that roads to the proposed plan would be kept in good condition so far as reasonable, and that they were agreeable to the passing of a By-Law stopping up such Concession line and moving same approximately 1100 feet North. The foliowing persons, on ~.~OTION, were heard: 1. Ym. NacNeill, ~s. Reis, and N~s. Hemingway, of.Picketing Beach, com- plained that water is being diverted into their property by a change of watercourse on the Ajax lands. It was agreed that Councill will inspect on Road inspection, and that ~s. Reis would be notified the day that the Council are to be in that vicinity. ,~ 2. ~r. Onesuk, representing ~. Joe Edwards, who complained that the ~Pickering Beach Road between Highways 2 and 2A is not a good enough road for a proving ground for heavy 2~-ton G.~.C. Army trucks. Clerk get in touch':ith Department of Highways; !,~. Onesuk suggested that Nr. Edwards had for rent a Grade-All at ~1~.00 per hour, which he thought the Township could use to advantage; and that Nr. Edwards be permitted to take gravel from the Township pit to be placed in the approach to Area No. 1 Fire Hall. This latter request was refused~ 3.Mr. F. G. Von Pillis asked Council to exempt farms from the payment of Police taxes. 4. C. E. ~v~orley, Submitted'the following quotations for renewal in- surance: Fleet ~345.51; Road, ~42~03; Non-Ownership, $30.00; Garage (3 years$, $68.85; Brougham Fire Brigade, ~25.00; Claremont Fire Brigade, 925.00, and Picketing Fire Brigade, 956.25; Treasurer's Bond, ~30.00, making a total of i~ ~OVED by Nr. Burk, seconded by ~. ~ichell, that the above prices be accepted and such Policies renewed. ~ CARRIED 5- William Rudik and regarding the Township taking over Bayview Road in Plan 221. Nessrs. Wells and Taylor, Fire Area No. l, submitting requisition for 1952, and general matters pertaining to the Fire'Area. 7. Chief L. W. Trinnell - Police matters. 8. W. C. Willson, Sheep Valuator, asked ~Council to include poultry losses as well as livestock, upon which claims may be made for the damage by dogs. ' 9. ~ford Schwalm agreed to pick up dead dogs and deliver to the Humane Society; requested twelve dog chains. 10. Sam Sadler asked for welfare. No action. Clerk's Instructions 1. Notify Mrs. Reis date of Road Inspection. 2. Write Department of Highways complaining about G.~.~.C. trucks using Picketing Beach as proving ground. Send copy of Canadian National Railway lettsr re C.NoR. crossing to Fairport Beach Ratepayers Association. · 4- Advise James Griffin that his offer of 75~ each for Township benches cannot be accepte~ because many are required for the Township Hall. Ask Vaughan Willard and George Todd for their accounts on at'~ending the I~dustrial Committee Convention in~TorSnto. 6. Check payments of Clark's Hollow Ratepayers made for road grading two years ago. 7. Have a number of copies of By-Laws ~os. 17~0 and 1830 prepared for Police, Dog Catcher, and Council~ 8. Insert in local papers Council's requirements regarding culverts. 9. Phone Sgt. '~nite and advise him that no long distance Police calls will be paid by the Township. ~10. Write Colonel Nash relative for Secretary of Planning Board. MOVED by ~. Burk, seconded by ~r. Balsdon, that ~. ~ichell, ~. Newman and the Clerk buy a new Council table with six chairs. CARRIED MOVED by ~. Balsdon, seconded by ~gr. Michell, that the expenses of the Building Inspector be paid to-the Building Inspectors Convention at Windsor. CAP~RIED NOVED by Mr. Burk, seconded by Mr. Newman, that the recon~endation of the Boar-~ of Health that the~ salary of Wiss Walker as Public Health nurse be increased ~12~.00 - From ~2,600.00 to ~ 2,72~.00 - be approved. CARRIED AGREED that Clerk be not required to register Supp!ementa~l assessmen~ts to owners. MOYED by Mr. Burk, seconded by Mr. Balsdon, that a Kennel License be grante~d to Alexander Gray, ~Claremont. CARRIED MOVED by Mr. Burk, seconded by Mr. Bals~on, that WHEREAS under By-Law ¥o. 800, passed on the 2$th day of -~-,~T'~r~'~', 1901, the original allowance for road between the Second and Third Concession optSosite Lots Nos. 22 and 23, and the East two-fifths of Lot 2l.~ in the second Concession was duly closed; AND WHEREAS the East two-fifths, opposite Lot 2~, was never=conveyed according to the RegiStry Office:t6'AX~fo~d~ but according to his Will it was part of his farm. ~ THIS COUNCIL THEREFORE now instructs~th~:Clerk to issue a Deed for ti~e said part of road al!bwance contalaing .81 of an~acre. Burk, moves for leave to intro- duce a By-Law to assess the ~unicipality of the Township of Picketing, exclusive of the Police Villages of Picketing and Clarmmont, for the im- provement and repair of roads and bridges, payment of salaries and the general expenses of the Corporation, in the year 1952; to assess the said police Villages of Picketing and Claremont for Village and Township pur- poses in the said year; to assess the whole of the said Municipality to defray the cost of Welfare during the said year; to assess the whole of the said municipality, in the year 1952, for roads and general purposes of the County of Ontario; and in the same year to assess the whole of the said Municipality for maintenance and debentures of High Schools, and to pay fees and transportatio~ for township pup~.ls attending other High Schools and that sa~e be read a first time.
