PRESENT: George T. Todd, Chairman Milton S. Burk C. A. Balsdon Hugh G. Michell William G. Newman The MINUTES of the previous meeting were read, and on MOTION of Mr. Burk, seconded by Mr. Balsdon, ADOPTED. The MINUTES of Emergent Meeting held February 20th were read, and on MOTION of Mr. Burk, seconded by Mr. Michell, ADOPTED. The following CORRESPONDENCE was read: 1. Tenders for the $32,000.00 - 4 3/4% - 15 year Fire Area Deb- entures resulted as follows: Canadian Bank of Commerce 100.86 Nesbitt Thomson & Company 100.045 Anderson and Company 100.03 McConnell & Company 100.03 Gairdner and Company~ 99.~ Mills, Spence and Company 99. 84 R. A. Daly Company 99.59 Bell, Gouinlock & Company 98.8 Harrison & Company 98.76 2. Mrs. Ernest Wright - letter of appreciation for condition of the Township roads this winter. 3. Proctor~ Redfern and Laughlin, account for preparation of Water Survey for South Picketing - $350.00; and twelve contour maps of South~Pickering for the price of $ 150.00. 4. The Oshawa General Hospital requesting Council to meet the deficit of indigent patients, which amounts to $ 507.23 for i'j~ the year 1951. 5. Hon. Robert H. Winters, Minister of Resources and Development re Picketing Village supply of water from the Ajax public plan.~ 6. Mrs. James Cassells, Fairport Beach, asking for a culvert in her laneway. Clerk to advise this matter will be taken up on the annual road inspection. ~ 7. F. J. Prouse, advising February Building Permits amount to ~ $ 18,6o0.ob. - 8. Thomas Hammond, Secretary Police Village of Claremont, advising that their Trustees are not in.favour of a Kennel License being granted to Mrs. Shirkie. 9. The Salvation Army.- appreciation for grant of $55.71. 10. Mrs. Irene Lye, Secretary of the Picketing Township Film Council - letter of thanks for the $50.00 grant. ll. W. H. Westne~ - requesting Council to work with the Department of Highways to get a proper approach to No. 2 Highway (North side) between Lots l0 and ll. llA. Pye, of Canada - account for $285.00, being a 70 foot steel tower for Police Radio. Clerk instructed to return to Pye Company, and let them deal directly with Radiola. - 2 - 12. ~ladys White, Real Estate, complaining about lack of ditches at Toyne- vale Road, Rougemont Drive, and 0akmount Drive, in plan 350. Such lack of ditches makes her lots unsaleable. It has been agreed that ditching shall be done at 0akmount Drive, and the other two roads will be given consideration on the Spring road inspection. 13. Brunner-Mond, advising that the cost for calcium in 1952 will be $41.60 per ton. l~. Hydro-Electric Power Commission, giving cost of street lighting North of Picketing Village. · 15. E. K. Jones, Assessor - annual Assessment Report for 1951. 16. Chief L. W. Trinnell, submitting the following Police Report:~ Houmes Entered, 6 Persons Missing, 3 Shops Entered, i Persons Located, 6 Forgery, i Complaints,~36 Thefts, ~ Accidents, Fatal Accidents, i Payroll Escorts, ~ A~restS, 6 ~ ~uneral Escorts, 2 ~ Summonses Issued, 39 Fines, $361.00 Gentlemen: The Trailer and Cabin camps have been interviewed, and have expressed a willingness to co-operate, and I feel sure they will be cleared out by spring. It would be impossible to put these persons out du~ing cold weather anyway, and if they are not vacated by May 1st, all will be taken to court under the By-Law. A close.check on Altona road has bee~ made, and several speeders have been charged, and we will continue to enforce the 30- mile per hour speedilimit. Chapman. requesting Council to amend the Trailer and Cabin By-Law so that Trailer Camps ~can be operated ~ith- out hot and cold running water. 6. Cyril Morley, regarding Picketing Village ~ater. ?. Earl Taylor and Mr. Skidmore, regarding Fire Area No. 1. 8. M~. Campbell, of Howard Heating and Equipment, regarding the inst~ll- ation of heating equipment in Fire Hall in Area No. 1. 9. William McEachni~, presenting two ambulance accounts and and account for M~s. Irish, who attended a birth at Dunbarton. 12. Messrs. Omalen and Joe. Slumavich, objecting to the extension of Bayview ttoad in Plan 221. MOVED by Mr. Burk, seconded by Mr. Newman, that the Brooklin Fair be paid a grant of $30.00 for the year 1952. CARRIED MOVED by Mr. Bu~k, seconded by Mr. Newman, that Mr. F. J. Prouse be permitted to build a house on his own lot on his own time. CARRIED MOVED by Mr. Newman, seconded by Mr. Burk, that the Building Inspector be not required to prosecute or lay charges against persons living in improper houses, cabins or trailers, but that when he has notified the Clerk he will have done all his position requires. CARRIED AGREED that no Kennel License be issued to Mr. H. Butt in Plan 330, for the year 1952, and that he be instructed to get his individual dog licenses immnediately. AGREED that peEnission be not given to Lawyer Lawson to rent a room in the Municipal Building. MOVED by Mr. Burk, seconded by Mr. Balsdon, that this Council go on record a not being in favour of the proposed County suggestion that there be a County Court of Revision, or that the Township Assessors be disposed of in favour of County Assessors. CARRIED MOVED by Mr. Michell, seconded by Mr. Balsdon, that the Clerk arrange a meeting with the Picketing Village Trustees to discuss a Municipal Waterworks system. CARRIE~ MOVED by Mr. Newman, seconded by Mr. Balsdon, that Council accept the recommendation of the Trustees of Fire Area No. l, and purchase a ~ 250,000 BTU from the Howard Heating and Equipment Company for the price of $1,785.00 minus $25.00 allowance for unused tank to replace the original heating unit for Fire A~ea No. i Fire Hall. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that the accounts of W--~am McEachnie, ambulance service, for $22.00, and Mrs. Irish, Maternity ~urse, for $5.00, be paid. CARRIED MOVED by Mr. Burk, seconded by Mr. Michell, that the Township Road men get two week's holidays per year, and that the time of such holidays shall be at the discretion of the Road Superintendent. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that the Council accept the Tender of the Canadian Bank of Commerce for $32,000 - ~ 3/~% - 15 year Debenture for Fire Hall, at a price of $ 100.86. CARRIED MOVED by M~. Michell, seconded by l~. Newman, that Council pay the account of $350.00 of Proctor, Redfern and Laughlin for water survey. MOTION LOST MOVED by Mr. Balsdon, seconded by Mr. Burk, that Council do not pay ~350.00 account of Proctor, Redfern and Laughlin until the Clerk gets further clarification. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Burk, that the Dog Catcher get no increase in salary. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Burk, that Council accept the Petition for~street~lighting~on'Harwood~Drive. CARRIED MOVED~by Mr~'Newman~seconded~by~M~Batsdon, that a meeting of Council be held on Tuesday, March ~th, at one p. m., to hear all members of the Police Force. CARRIED. MOVED by ~r. Newman, seconded by Mr. B~lsdon, that signs be erected ~ ~-~e Load Superintendent proclaiming one-half loads for Township Roads, and that same be posted at the discretion of the Road Super- intendent. CARRIED CLERK'S INSTRUCTIONS 1. Procure ~n Agreement between Ajax and Picketing Townships regarding fire service. ~ 2. Get Agreements from Messrs.
