PRESENT: George T. Todd, Reeve, in the Chair Milton S. Burk C. A. Balsdon Hugh G. Michell William G. Newman The following CORRESPONDENCE was read: 1. Department of Attorney General, advising that our application for Ontario Provincial Police for the Picketing area had been received and would shortly receive attention. 2. The Salvation Amm~ asking for a Grant. 3. Perc~ Comport, Secretary of the South-West Picketing Fire Area, advising tha6~their Committee had approved a larger heating unit from Howard Heating Limited, at a cost of $1,720.00, plus $65.00 for a 200-gallon fuel tank, as the heating unit installed by Howard Heating Limited at a cost of $ 972.00 was not satisfactory. The said heating company agreed to remove the former installation at no charge. Howardi.d Heating Company Limited, advising that they would remove' ~riginal he~ing 'Unit ~n6 instal a second unit With a capacity of 250,000 B.T.U.'s, at a cost of $/720.00 plus $ 65.00 for a 200-gallon tank. This unit would be guaranteed to heat the hall to 70 degrees Fa%renheit at l0 degrees below zero providing there was no undue ventilation around doors and windows. John L. Usat~', requesting Township to take over his road in Plan 434 so ~hat there would be no extra cost for the install- ation of hydro. Clerk instructed to advise Mr. Usat~that as the road is not complete, and as there is insufficie~nt assess- ment on this road, it is not possible at the present time to take this road over. 6. Young, enclosing cheque for $ 63.14 for culvert and wishing f'o express his thanks to the Councillors for their consideration in the matter. 8. The Minister of Trade and Commerce, advising that he had forwarded ou~ to C. D. Howe to Mr. Winters, who administers all projects in connect~ with Central Mortgage and Housing Corporation. 9. Stran Steel, requesting permission to extend a railroad siding across ~ sideline between Lots 16 and 17 in the First Concession to their property, and submitted a blueprint of the proposed crossing. 10. ~T~e Picketing Township Film Council~ requesting a grant from the ToWnship for their Operatio~ in the year 195~ ll. The Picketing District High S~hool Board, requesting street lights from the NorTherlY limits of Picketing ~illage to the High School entrance. Clerk to get costs from Hydro. 12. Mrs. J. T. Shirkie, Claremont. Further reference to her application reg~'~'ding her Kennel License. 13. J~_a~e_ C. Clarke~ Secretary of the Fairport Ratepayers and Community. Association of Frenchman's Bay, requesting: (a) School signs North and South of the new school on the Bay RoAd. (b) Thirty mile per hour signs from the railway bridge to the existing 30-mile sign on the Bay Road. ~ (c) Further. 30-mile per hour signs at strategic points around the more densely populated streets of Frenchman's Bay. It was agreed that the RoAd Superintendent should erect school signs opposite the school on the Bay Road. The Provincial Government refuses to permit 30-m~le signs in an area that is not built up $ompletely on both sides for 300 feet~ or one side for 600 feet. CoUncil feel that nothing can b~ gained by erecting signs in French- man's Bay to regulate traffic to thirty miles per hour when these streets are short and difficult to obtain a high rate of speed. l~. Newman. ~ A letter showing appreciation of Council's attitude in presenting a Resolution to the Association ~f Rural Municipalities recommending that farm lands only may be exempt from Police Taxation. 16. Petition from residents of Altona Road requesting Council not to issue a Wrecking license for one, Bon~. The following PERSON~, on Motion, were heard: 1. Mr. Blakeley, who occupies a trailer on the property of Mr. Wardell in the Vi'~I4ge of Greenwood, advising Council that he had been warned by ~the Ontario Provinalal Police to vacate his present location by February 23rd, and asked Council to permit his remaining there until ' May 1st, when he could secure an apartment, which ~r. Wardell is now building. 2. Mr~ H. Walker presented a Petition requesting Council to refuse a license for wrecking purposes to Mr. Bonk. 3. Mr. Earl Taylor askedCouncil to authorize the installation of mew heabing equipment in the Fire Hall in A~ea i as submitted by the Howard Heating Company. ~. L~le Jones asked Council to waive the p~rmit fee for the building of a new Motel, the former building having been recently destroyed by fire. MOVED by Mr. Balsdon, ~seconded by Mr. Michell that~Mr. A. Cook be given contract to keep the Township dump clean, that he be given sole right to remove salvage material, that he must not burn rubber on SaturdAy, Sunday or Monday, and that for such permission he will sign'an Agreement prepared by the Clerk to pay the Township $30.00 monthly for this right~ Mr. Cook to erect such signs as are necessary to stop other people ~e- claiming any salvage. CARRIED MOVED by Mr. Newman, seconded by Mr. Michell, that Mr. Blakely be permitted to re~ain in trailer in the Village of Greenwood until May 15th next only. CARRIED MOVED by Mr. Michell, seConded by Mr. Burk, that the Tender, as submitted by--ell 0il Company, be accepted by this Council for supplying gasoline and oils to the Road Department. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that the Township grant pe-~Ssion to Tranesco to have a railroad siding erected across sideline between Lots 16 and 17, Concession l, approximately 600 feet North of No. 2 A Highway. CARRIED MOVED by Mr. Michell, seconded by Mr. Newman, that Council grant $-~-~ to the Township of Picketing Film Board for the year 1952. CARRIED - MOVED by Mr. Burk, seconded by Mr. Michell, that Mr. Balsdon investigate t e-~dvisability of issuing a Kennel License to Alvin Foster, Concession l, Lot 27, and that Mr. Newman~see Mr. H. H. Butt Concession l, relative, to a 1952 Kennel License. CARRIED.. MOVED by Mr. Burk, seconded by Mr. Michell, that Mr. Schwalm, Dog Catcher, be paid the balance of his January account, $ 29.83. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Burk, that the Fire Hall in Fire Area No. l, be used as a Fire Hall only, and that it be not used for any social activit~s. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Newman, that the Permit Fee be waived for the re-building of Mr. Lyle Jones' Motel in Concession l, CARRIED Lot 23. - MOVED by Mr. Burk, seconded by Mr. Newman, that Council grant $ 55.71 t-~e Salvation Army. CARRIED MOVED by Mr. Ba~sdon, seconded by Mr. Michell, that Council approve the proposal that the County of Ontario Road Department take over Harwood Drive from No. 2 Highway to the Improvement District of Ajax, and that they properly drain and pave same.
