Newman ) The Members Elect, having taken the oath of Allegiance to His Majesty King George VI, and the Declaration of ~ualification on the day of Nomination, took before the Clerk their respective Declarations of Office, and too~ their seat~ at the Council Board, the Reeve in the Chair. ~ev. John~McLachlan conducted the devotional address, and on motion of Mr. M. B. Bu~k, seconded by Mr. C. A. Balsdon, a vote of thanks was tendered him. Messrs. W. H. Westney, Fred Noyes, Cyril Morley and W. C. Willson all wished the incoming Council a successful 1952. The Minutes of the previous ~meeting were read, and on MOTION of Mr. Bu~k, Seconded by Mr. Balsdon, adopted. MOVED by Mr. M. B. Bu~k, seconded by Mr. C. A. Roberts, Heron's Trailer Camp, requesting~permission to live in said camp until 1st of June. Agreed, providing Heron pays the regular cabin rate for license. 12. F. N. Chapman and H. ~. Fair, Agricultural Representative~, requesting usual grant of Twenty-five Dollars ($2~.00)~to the Crop I~provement Association of Ontario County. 13. Nfs. Dorothy Young, Sacrata~y Rouge Hill Home and~School Association, requesting a cinder path on the Altona ~oad from Number 2 Highway to S. S. Number 3 ~est school. Council recommended Rouge Hills children use back street rather than the Altona Road, and that they have dir- ected our Police Department to enforce our speed laws in the area and point out that the new school ~in ~the southern area might possibly be in use during this year. l~. POLICE REPORT Housebreaking, 2 By-Laws, 2 Assault, ~ Thefts, ~ Breaking Liquor Control Act, 5 · Stolen, $ 1,200.00 Juvenile Delinquents, 9 Recovered, $1,200.00 Persons Nissing, 5 Fines, $9~.00 Highway Traffic Act, ~ Complaints, ll8 Accidents, "December has not produced much revenue, but has been a busy month. Nany nuisance calls and complaints have kept the Department very busy. Accidents have heen numerous, but with one exception have been of a minor nature. Housebreaking to c~ttages, and window breaking is another of our problems, and will continue to be a source of trouble until the staff is increased. I am compelled to put in l~ to 16 hours each day in order to cover the office, and now that we are asked to police the 2A and 2 Highways it will be impossible to keep up with the work with the present staff. On the 29th instant a drunken ~anDac ran his wife and child from their home at Picketing Beach and only one officer was available, but was for- tunate in getting the assistance.of a Provincial Police Officer to assist in subduing and arresting this man. This is not good practice, and no one office~ should be asked to attend a call of this nature. The wrec~aing yard on the Altona road, operated by oneBonk, has been su~monsed, and will appear in Nhitby on January 8th next. The trailer situatipn ~is c still bad, and I would like the opinion of Council on whether or not to summons the owners of the camps. Th~ Cole trailer is not in use, he having found rooms in which to live. P.C.'s Channing and Higgins, having completed the required period of service, are promoted from 3rd to $nd class constables, effective January 1st. ~ Respectfully submitted, Chief Constable. REPORT oF THE SCHOOL ATTENDANCE OFFICER FOR 1951 Picketing Township Council, Brougham, Ont. Gentlemen: The repgrt for the year 1951 follows: Families visited on complaint 27. On request of School Teachers 2~. Other complaints 2. ~mployment certificates issued between 14 and 16 years of age ll. Home permits issued 2. ? The employment certificates were issued °nly ~fter both parents had signed f~rms requesting same, and the school principal agreeing to the student leaving school. Remarks The writer wishes to pay ~tribute to the staf~ of the new High School in Pickering, concerning the great reduction of complaints received for the High School students.It is noted that there abe practically no investigations necessary for the age group l~ - 17, which is undoubtedly due to the control, discipline, and respect maintained in our H~gh Sch$ol'. Noyes asked Council to prepare a new estimate of the cost of ta~ing over High Bush Trail, and that he would secure the necessary sig- natures to the required Petition. Nr. McNeil and Mr.'Charles Tulk, Picketing Beach, asked Council to give their consideration to: 1. Improving the Powell Road from No. 2 Highway to PickerinE Beach. 2. Diverting the surface flow of water from Ajax to a different outlet. 3- Erection of a school sign opposite No. i School. Draining the pond at the rear of Tulk's store into the lake. Agreed: Council to instal school sign and investigate other matters on their regular tour of inspection in Spring. Nessrs. W. C. Willson and Ross Knox as~d that~Council repair all sidewal~s in the Village of Brougham. Dr. N. E. McEwen asked that Council furnish him with a Financial Statement for the year 19~l and also an inventory of all machinery supplies and assets of the Township as of December 31st, 19~l, immediately. Messrs. Reg. Wells and Donald Lynde presented Tenders for Heating Unit for Fire Area No. I and discussed matters regarding fire prevention in their area. Nr. Clifford Schwalm presented his account for the month of December, asked that Council pay $~2.~0 for stove recently purchased by him for the heating of his Dog Pound, that Council supply him with dog catching apparatus necessary to catch dogB, and that his salary be increased from $2~.00 to $60.00 per month. Mr. Schwalm was asked to submit a list and estimated cost of such materials for next meeting, and other matters would be taken up by Council. Mr. E. K. Jones~ Assessor, recommended to Council that dogs be licensed rather than taxed. Sgt. F. W. White presented his report as Truant-Officer for the year 1951. Newman, that Clerk call for Tenders on all Gas and Oil products for the Road Department for the year 19~2, and that Tenders state specific octane rating on approximately 2,000 gallons gas and 1,~00 gallons oil per month. Burk, that a meeting be arranged by the Clerk with the Police Commission to discuss Police problems as ~oon as possible, at a place most convenient to the Judge.
