HomeMy WebLinkAboutOctober 1, 1951 MUNICIPAL BUILDING BROUGHAM A meeting of Council was held on MONDAY, the First day of October, 1951 commencing at TEN o,clock in the morning. PRESENT: Reeve W. H. Westney, in the Chair Deputy-Reeve N. E. McEwen Councillor C. A. Balsdon Councillor M. B. Burk and Councillor F. E. Zinkie. The MINUTES of the meeting held on September 4, 1951, were read, and on MOTION of Ar. Balsdon, seconded by Mr. Zinkie, ADOPTED. The MINUTES of the meeting held on September 14, 1951, were read, and on MOTION of Mr. Balsdon, seconded by Mr. Zinkie, ADOPTED. The following CORRESPONDENCE was read:- ~ 1. F. J. Prouse - Value September Building Permits, $74,900 year - ~o date, $759,650.00. 2. John Yaremko - re Jack Osborne, owner Lot 13, Plan 270, com- plained that his property drained unto his lot when it should be carried to lake. Clerk advised him that this is being taken under advisement and if, in the opinion of the Road Department, culvert across the road will be changed a few feet so that water will get away better. 5. A. J. Taylor - complained about condition of sideline between Lots 26 and 29 in Second Concession. Road Department will fix ditch and draw some gravel later. Mr. 0sterhout - N ~ Con. 3~ Lot 27, complained that water running down road into his cellar. THis is on Road Department List to be done this year. 5. N. L. Griffin - complained about t axes and roads in Picketing Beach. Road to store since raised with gravel, but we cannot keep an open channel to lake. 6. George C. Armstrong - Secretary Frencrnnan's Bay Owners' Association complains about County Bridge in Frenchman's Bay and asked Township to put an extension on bridge for a sidewalk. Since letter written, County has built a new bridge and expects that everything is now satisfactory. 7- Petition of.landowners of Forest Stream Park asking that Three Hundred Dollars deposit with house Building Permit be withdrawn. Clerk ad- vised that Council considers this arrangement very satisfactory. 8. Gerald P. Cowan - expressed his thanks for roadwork on old Rosebank Road South. 9. County Clerk - on behalf of County Council, suggested that local Municipalities set up a Cemetery Board. No action. 10. Milton Parkin - submitted bill for Thirty Dollars "Cutting brush and · spraying". Payment not authorized. ll. Police Report Robbery with violence, 3. Accidents, 5. Housebreaking, 5. Highway~Traffic, 9. Drunk Driving, 2. Summonses Issued, 28. Obstruction, 1. Summonses Served, 43. Liquor Act, 2. Stolen, $200.00. Speeding, 22. Recovered, $200..00. Disorderly Conduct, 2. Fines, $435.00. _2 _ Chief Trinnell advocates: 1. An early closing By-Law for Restaurants and Lunch Rooms. 2. A flasher light installed at No. 2 Highway and Altona Road. 3. Increase on Police staff in the person of Mr. Cyril Smith, W~ite Side Road, to act on same basis as Don Dand. The following persons, on m~tion, were heard: 1. Representative of Addressing Machine offered to exchange our hand embosser for electric embosser (the one we have used for 'past six months to set up our Roll) for price of $350.00. 2. F. J. Prouse asked that no permit deposit and that a lesser size cottage be in order for summer cottages in Hungarian Camp, Con. 2, Lot 17. 3. Mr. Wheatley asked for an adjustment on 1951 taxes for Oxford Paper Products: 1950 tax, $~75.00; 1951 tax $1,765.00, with building enlarged a little more than double. It was agreed that the matter be taken up with Mr. McLean, County Assessor. Pat Teefy, owner S ~ Lot 29, Con. 3, asked that the Road Ditch in front of his property be finished so that he could put up his fence. 5. Beverley Warwood asked that the 1948 arrears of taxes, $82.00 and interest on his house in Dunbarton, be written off as he had receipts. The records showed that Mrs. Warwood had two pro- perties in Con. 1, Lot 25, which was in error, and as he had a receipt for one it was agreed to comply with his request. 6. Mrs. Hume, of Dunbarton Gardens, asked for an award under Ditches and Watercourse Account for her lot. 7. Clifford Schwalm re dogs. MOVED by Dr. McEwen, seconded by Mr. Balsdon, that Mr. F. J. Donevan, be-rema~pointed Engineer for the Township and that he be granted $25.00 per day for work, and that By-Law passed in 1928 be repealed whereby he was to receive $12.00 per day. CARRIED MOVED by Mr. Balsdon, seconded by Dr. McEwen, that the Township gr-~ permission to the Hungarian Camp to build small cottages with- out Building Deposit, and not of proper size, providing we get a registered agreement that these buildings will not be used as per- manent habitable dwellings, the said cottages to be built under permit and that Mr. Grant prepare agreement in a manner so that residents will not become resident. CARRIED MOVEDby Mr. Balsdon, seconded bv Mr. Zinkie, that Township exchange ~-embosser for electric for ~n extra $350.00 - twelve months" guarantee - three months' free service. CARRIED MOVED by Mr. Burk, seconded by Mr. Balsdon, that Council get a ~'~-6~oe to open ditch in front of Mr. Teefy's property, Con. 3, Lot 29, and that water be carried to an outlet. CARRIED MOVED by Mr. Burk, seconded by Mr. Zinkie, that all school guards ~-~ paid by each section Board under control of Police. CARRIED MOVED by Mr. Balsdon, seconded by Dr. McEwen, that Township place gravel on road from Base Line to Railway between Lots 20 - 21. CARRIED MOVED by Mr. Zinkie, seconded by Mr. Burk, that 1948 arrears against ~ Warwood, Con. l, Lot 25, be written off. CARRIED MOVED by Mr. Burk, seconded by Dr. McEwen, that the Road Department pull up board walk on sideline between Lots 8 - 9 in Con. 1 from Ajax to No. 2 Highway, and that the Reeve and Mr. Zinkie be a committee to arrange with Improvement District of Ajax for a cinder walk. CARRIED MOVED by Mr. Burk, seconded by Mr. Zinkie, that Cab Drivers Licence be re--ced from $~.00 to $1.00, commencing January l, 19~2. , CARRIED MOVED by Mr. Balsdon, seconded by Mr. Zinkie, that Constables Higgins an-~ha~ning be paid $5.00 each for simonizing two police cruisers. CARRIED MOVED by Mr. Balsdon, seconded by Mr. Zinkie, that a School Holiday ~'~clared in Picketing Township the day Princess Elizabeth and Prince Philip arrive in Toronto. CARRIED MOVED by Mr. Burk, seconded by Dr. McEwen that Mrs. Hume of Dunbarton Gardens make application for a Ditches and Watercourse award for her lot. CARRIED MOVED by Mr. Balsdon, seconded by Mr, Burk, that Police enforce our ~-~-~er By-Law. CARRIED MOVED by Mr. Zinkie, seconded by Mr. Bu~k, that an Industrial Committee ~'~ set up to endeavour to get industry for Picketing Township; that the Planning Board call a meeting of interested ratepayers and that a Board be elected for such meeting. AGREED: That the telephones in the Police office be the only police phone paid by the £ownship as of October l, 1951. AGREED: That the Township insurance on Sgt. White's car be discontinued immediately. MOVED by Mr. Balsdon, seconded hy Mr. Burk, that the Treasurer be authorized to purchase lands in the name of the Township at the Ad- Journed Tax Sale, should such lands not bring the amount of arrears assessed against it. BY-LAW NUMBER 1879 Mr. M. B. Burk, seconded by Mr. F. E. Zinkie, moves for leave to intro- duce a By-Law to provide for location of Polling Sub-Divisions and oersons to preside thereat for the Municipal Election of the year 1951. Mr. M. B. Burk, seconded by Mr. C. A. Balsdon, moves that By-Law Number 1879 to provide for location of Polling Sub-Divisions and persons to preside thereat for the Municipal Election of the year 1951, be now read a second time, and that the Council go into Committee of the whole thereon. Mr. M. B. Burk, seconded by Dr. N. E. McEwen, moves that the Report of the Committee of the Whole on By-Law Number 1879 be adopted, and that the said By-Law be now read a third time and passed; that the Reeve and Clerk sign the same, and that the seal of the Corporation be affixed thereto.
