H. Westney, in the Chair Deputy-Reeve N.E.McEwen Councillor C.A. Balsdon " F.E. Zinkie " M.B. Burk. The following CORRESPONDENCE was read: 1. E.P.WALSH, Fairport Road North, complaining about water being diverted from road ditch, on to his property. Council inspect in April next. 2. W.C.Bowman, Solicitor, Dep~rtment of the Attorney-General, advising that if farmers are granted exemption from Police costa they would receive all necessary police protection from local police. 3. Chief Constable re complaint of Mrs. J.M. MacDonald, Picketing. 4. " " " Mrs. Lawrence, Dunbarton. · 5. Canadian Bank of COmmerce, Bond Department, advising that $50,000. bond issue - 3.3/4% - 1-15 years would sell at approximately 99. as of May 15th. ~ 6. J.D.Millar, Deputy Minister of Highways, advising that it is his Department's wish to construct a clover-~ af between Lots 28 and 29 and close sideline between Lots 26 and~27 at No. 2A Highway, but this has not been done due to the objections of Fatrport Beach Ratepayers. Owing to lack ~of steel it will not be done in the near future. 7. Board of Transport Commissioners of Canada advising cost of a wig-wag on Fairport Beach Road would be between $6,000. and $8,000. of which the Board usually pays 40%~ The balance of the construction cost, and the annual maintenance and operation to be divided equally between the Township and the Railway. 8. W.A. Orr, Deputy Minister of Municipal Affairs, asking that ~the remuneration of the Deputy-Reeve be the ~same as the Councillors. 9. Approximate assessment of farms in Police Area No.1 is $1,054,?00.00. 10. Fines for the month of February $33.29. ll. ~L.A.Boucher, District Engineer, advising he ~will attend Council meeting at Brougham on Narch 16th at 1.30 p.m. 12. Mr. J.M. MacInnes, Chief Municipal Engineer, advising he cannot meet Council re road appropriation at Brougham, but will meet them in his office. 13. Joy Rebekah Lodge, Secretary, thanking Council for the free use of the Hall for practising their sketch. 14. Centennial Commu~_ity & Recreation Association, asking Council to use their influence to have Johns-Manville townline road paved. 15. Petition of 93 Farmers in Police Area No.1 asking exemption from taxation for police purposes. -2- The fol.lowing persons~on motion~ were heard:- 1. Mr. L.A.Boucher, District Engineer, discussed roads with Council and he stated :- (a) He believed our By-law for $10G, O00. for Roads 1951 would be approved. (b) The Department and he are in-favor of permanent roads. (c) Proper drainage the first requisite for good roads. (d) He would give Council several days of his time for road inspection when we require it. 2. Mr. Alan Lishman, and about ten farmers from Police Area No.%, presented a petition of 93 fax~mers asking that their lands be exempt from taxation for police costs. ' 3- Mr. William Collins, owner of all lands on both sides of sideline between Lots 2 and 3, Concession 1, south of the C.N.R. asked permission to rent sideline north of entrance to dwelling on east side 40 rods north of Concession 1. 4- Mr. C.E.Morley, advised re meeting of Clerks with Department of Municipal Affairs, and asked that a draft By-law be forwarded to that Department as requested, as soon as possible. 5. Mr. Joe Tran and ratepayer~ of School Sections No. 16 and 17 asked permission to send their High School children to Stouffville High School rather than to pickeringHigh~School. 6. Mr. Ross Irwin, Chairman of the High School Board, replied to Mr. Tran that his Board was agreeable to ~uch a request. MOVEDb~ Mr. Clare A. Balsdon, seconded by Mr. Milton B. B?mrk, that the request of the South Picketing Farmers, to have their lands exempt from Police taxation, be granted. MOTION ~..ST. MOVED by Mr. Clare Balsdon, seconded by Mr. MiltQn B, ~k, that Church Street from the Police Village of Picketing line to High School gate, be prepared as soon as possible for pavement under the advice of an Engineer. CARRIED. MOVED by Mr. Clare A. Balsdon, seconded by Mr. Milton B. Burk, ~a light be installed in the Garage behind the Township Hall. CARRIED. o AGREED that the Clerk write the Attorney-General's Department- regarding the possibility of the early formation of Picketing Township Police Comm~ission. t bY Mr~ Clare A. Burk he following proposed By-law re zoning around Ajax and- Picketing Village be approved and forwarded to the Department of Municipal Affairs:- "A By-law to regulate t~e use of land in a certain area in the Township of Picketing. WHEREAS most of the water in the Police Village of Picketing used for drinking purposes is second grade, and the Owners, bY recent vote, have approved the spending of $93,000. for water system from Ajax - t~ vote resulting in 145 "for" and 10 "Against". AND WHEREAS the Department of Health deems it necess~ary that pur~ W~er be made available to the residents of the Police Village of Picketing. -3- AND WHEREAS the Improvement District of Ajax will supply the Police Village Of Picketing with water to the satisfact$On of the said Police Village provided the Township of Picketing will ~ass a By-law to zone certain lands for land use. BE IT THEREFORE ENACTED by the Municipal Council of the Township of Pic'kering: - 1. That all the' lands described below shall be designated an "AREA" and subject to such restrictions as hereinafter set forth:- Lot 5 from Lake Ontario to the southern limit of C.N.R. Lot 6 ,, " " northern " " S~ Con Lot 7 " Northern Boundary of CNR line to " " Lots 8,9 & 10 " " " Ajax Impr.Dis." " Lots 11 & 12 " " " CNR line to " " Lots 13,1h, 15,15 " " " P.Vill.of Pickering Lot 17 " " " CNR line to " 2. That the lands of the entire "AREA" shall be restricted to residential use only, save and except :- (a) Lot 17 from the C.N.R to No.2 Highway, which may be used for industry, commerce and stores. (b) Lot 6 from Concession 1 to the C.N.R. which may be used for residences, stores and places of business only. (c) Plan 377, Lots 74 to 111 inclusive and Lot 134, which .may be used for residences, stores and places of business. 3. That~his By-law will not exclude the occasional service statioD abutting No. 2 Highway within this "AREA". By-law No. 1787 relative to the size of lots, size of dwellings and side-yards, shall apply to this "AREA". 5. Any person convicted of a breach of any of the provisions of this By-law shall forfeit and pay, at the discretion of the Convicting Magistrate, a penalty not exceeding (exclusive of costs) the sum of $50.00 for each offence. 6. This By-law shall become effective on the date of its approval · by the Municipal Board." MOVED by Mr. C.A.Balsdon, seconded by Mr. M.B.Burk, that Council .~en-~ sideline between Lots 2 and 3 in Concession 1 from 40 rods north of~ Concession I to railroad track for $1.00 per year, and that Clerk take an agreement with notice of thirty days for discontinuance by e i thor party. CARRIED. On Motion of Mr. Milton B. Burk, the Council meeting then adjourned.
