King, that the minutes of Pickering Township Council held on August 19th, 1968, be adopted as presented. CARRIED J II ) ACCOU~ See Resolution #233/68 1. 2. 3. 4. ~ CORRESPONDENCE Mr. Gordon R. Munch, Departmental Solicitor, Victoria, British Columbia, advises that no legislation has been enacted by the Province of British Columbia regarding disposable containers; however an Act was passed, (the Highways Scenic Improvement Act, 19ß8) which prohibits the accumulation of garbage, discarded materials or the bodies or parts of vehicles where same cause the premises to be unsightly or offensive to any part of the public travelling on a designated highway. Referred to the By-law Enforcement Department. Mr. P. G. Reynolds, Secretary to the Minister of Recreation and Conservation for the Province of British Columbia, reports on the Bill passed dealing with litter generally along highways and on crown lands, also on the formation of an Anti-litter league. Referred to the By-law Enforcement Department. Mr. A. Etchen, Managing Director, Ontario Development Corpora- tion, advises the question of the designation of the Township of Pickering under the Equalization of Industrial Opportunity Program is being given further consideration following further representations made on its behalf by the Hon. M. B. Dymond, Mr. W. Newman, M.P.P. and others, and a final resolution is hoped to be made shortly. Mr. James A. Taylor, Township Solicitor, advises re the suita- bility of an agreement between the Township and the Scarborough Yacht Club which would permit the Yacht Club to operate from a temporary locatj.on without prejudicing the Township's powers in controlling ìts Zoning By-laws. He advises the Township cannot amend its zoning by agreement, however it is possible to amend a Zoning By-law for a limited period of time and to apply to the Ontario Municipal Board for approval of that By-law for a temporary period. The Township's position would be best protected by having the applicant execute a Site Plan Agreement as a condition precedent to granting an amendment to the Zoning By-law. Referred to the Committee of the Whole Council. - 2 - 20/68 5. A letter from Price, Barrett, Mills, Finlayson and Hollyer, Solicitors for The Christopher Robin Home for Children requests the Reeve of the Township of Pickertng to become a member of the Board during his term of office. Referred to the Committee of the Whole for recommendation. 6. Mrs. Doris Boyd of the Little Gallery invites Council to participate in a one-day art show to be held at the Peace Lutheran Church, Liverpool Road, on Sunday, September 15, from 1 to 5:30 p.m. They also request Council to assist in finding space for an artists club which they are planning to form, suggesting the old Baseline-~rock Road Schoolhouse (S.S.#2). ~ The Council suggested the possibility of this organization using Area 2 school buildings under the use of community schools. Instructions - The Clerk was instructed to advise Mr. A. W. 'Tyas of the request made by Mrs. Boyd. 1m BY-LAWS By-Law Number 3542 Deputy Reeve R. Chatten, seconded by Councillor J. Kruger, moves for leave to introduce a By-law of the Township of Pickering to authorize the borrowing of money by way of temporary advances pending the issue and sale of the debentures authorized by By-law #3541 for construction of a watermain on Rosebank Road under the provisions of The Local Improvement Act and that same now be read a first time. Deputy Reeve R. Chatten, seconded by Councillor A. King, moves that By-law Number 3542 to authorize the borrowing of money by way of temporary advances pending the issue and sale of the debentures authorized by By-law N354l be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Deputy Reeve R. Chatten, seconded by Councillor D. Beer, moves that the report of the Committee of the Whole on By-law Number 3542 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed thereto. CARRIED Councillor V. Rudik refrained from voting on this By-law because of the possibility of a conflict of interest. ~ By-Laws 1. Official Plan Amendment #l2 - E. Holdham - to permit the operation of a dog kennel in an agriculture zone. This matter was deferred with the suggestion that Council reconsider any change in zoning to permit the operation of a kennel in this particular area. The By-law to amend the Official Plan was referred back to the Committee of the Whole Council. v RESOLUTIONS Resolution #233/68 MOVED by Councillor J. Kruger, seconded by Councillor V. Rudik, that the Corporation of the Township of Pickering retain the services of W. R. Kellough and Associates and Mr. J. A. Taylor, Q. C. to represent the Township of Pickering with regard to the appeal of the County apportionment of the levy, and that a retainer be paid on this forthwith, as recommended by the Standing Committee of the Whole Council dated August 26,1968. Rudik, that the Township Council stand by its original decision and not become involved in the problems of erosion on private property as recommended by the Standing Committee of the Whole Council dated August 26, 1968. CARRIED Resolution #237/68 MOVED by Councillor D. Beer, seconded by Councillor V. Rudik, that the Council request the Conservation Authority to take immediate action to correct the erosion problem on the property of Mr. T. R. Young, on Woodgrange Avenue on the East Bank of the Rouge River, as recommended by the Standing Committee of the Whole Council dated August 26,1968. CARRIED Resolution #238/68 ~ MOVED by Councillor D. Beer, seconded by Councillor V. Rudik, that Pickering Township continue the present use of the Claremont Library as a branch to the Pickering Township Public Library Board as recommended by the Standing Committee of the Whole Council dated August 26, 196$. CARRIED - 5 - 20/68 Resolution #239/68 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve R. Chatten, that a rate of 0.2 mills shall be charged on the Township as a whole for street lighting on Sideline and Concession Roads and that a rate of 1.2 mills shall be charged to the urban areas as specified in the report for street lighting on streets other than Sideline and Concession Roads and that a series of installation priorities be established based on the recommendation of the staff in co-operationwith the Township Police and that Picketing Beach also be included in the urban considered for street lighting as recommended by areas to be the Standing Committee on Roads dated August 21, 1968. CARRIED The Council in explaining this Resolution wished it to be known that the areas of Picketing Beach and Fairport Beach are included on the riority list for street lighting and also that East W~odlands, and ltona Road areas will be phased in on this same priority listo Reeve Williams also advised that the lighting along Highway #2 at intersections are delayed due to the backlog of work which the Ontario Hydro has on their books, requesting the resident property owners to have patience with respect to this project. Resolution #240/68 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve R. Chatten, that the proposal of Mr. Collins of 344 East Avenue for the widening of his north driveway in exchange for the deletion of his south driveway be accepted subject to the area of new driveway not to exceed the one removed and that the Township shall not be liable for any maintenance other than that required by the Township's contract maintenance period, as recommended by the Standing Committee on Roads dated August 21, 1968. CARRIED Resolution #241/68 MOVED by Councillor A. King, seconded by Councillor D. Beer, that the Police Chief be authorized to arrange for an official opening of the new Pickering Township Police Station and that invitations be mailed out to local officials and Police Chiefs, the cost not to exceed $300.00, as recommended by the Committee of the Whole Council August 19, 1968. CARRIED Council discussed briefly the official opening of the new Police building scheduled for Saturday, September 28, 1968, at i p.m. The Council wish to have the public invited along with local members of Parliament, Councils from neighbouring municipalities, magistrates, judges and others. Resolution #242/68 MOVED by Councillor D. Kitchen, seconded by Councillor A. King that the tenders of Raponi Eastwood Paving and Construction Ltd. ll5 tons HL 8 Asphalt @ 7.69 per ton - $ 884.35 400 tons HL 3 Asphalt @ 7.98 per ton - 3.192.00 $4,076.35 be accepted subject to the approvals of the Township Engineer and the Department of Highways. Rudik, that the administration of the Street Light Areas be designated to the Engineering Department and their responsibilities include such items as recommending improvements, securing Ontario .....
