Plitz ADOPt!QN OF MiNUTES Moved by Councillors Kitchen and Rudik that the minutes of July 2nd, 1968 and July 8th, 1968 Council Meetings be adopted as presented. CARRE D ACCOum See Resoluti('n #202/68 DELEGATIONS Moved by Councillor Kruger, seconded by Deputy Reeve Chatten that Mr. Paul Taylor be heard, Mr. Taylor, representing Phyllor Holdings, appeared before Council requesting that Council make an amendment to By-law 2520 to permit the construction of an addition to the existing Medical Centre located at Lot 70, Plan M-14. The Council members were unanimously in agreement that they could not consent to this request, stating that the present site was not the proper place for a Medical Centre, adding that a pr.per building in a more suitable location would serve the people more adequately and also alleviate the serious traffic problem at this busy intersection. The Council's con- clusiryn was that this was not the proper site and that they must stand by their previous decision and not allow the expansion of this building. (The Council agreed that the Planning Report #125 be made available to persons interested in locating a Medical Building within the Township.) Mr. James Cadden did not appear before Council, having contacted the Clerk advising that he had overcome his problem by purchasing a different property. Moved by Councillors Rudik and Kruger that Mr. T. Austin of Temple Taxi be heard. Mr. Austin appeared before Council requesting immediate action on his request of April 30th, 1968; A. B. C. A drop charge of 55~ rather than 50~ Waiting time li minutes rather than 2 Reduction of insurance coverage to $100,000. He advised Council that the delay in permitting these changes is costing him approximately $70.00 monthly. ~ 4. 5. ,ill.) 1. 2. 3. ~ 4. - 2 - 18/68 Council explained that a new By-law re the licensing of taxis is nearing completion and wil~ be dealt with at the next By-law Committee meeting scheduled ,for August 14,1968 at 8 p.m. It was pointed out that the new By-law would provide consider- able relief to operators of taxis. The Council invited Mr. Austin to attend this meeting of August 14, 1968, at which time a number of his problems would be aired. It was further suggested that neighbouring municipalities be contacted to determine what their policies are with respect t. A, Band C above. Moved by Deputy Reeve Chatten, seconded by C~uncillor Beer that Mr. Eric Jones, Commodore of the Scarborough Yacht Club, be heard. Mr. J4nes appeared before Council requesting permission fróm Council to build a temporary clubhouse on prf'perty presently under lease from the Frenchman's Bay Harb~ur and Marine Service Company Limited. He explained the building would be 30 feet by 20 feet and built on skids and used only as a clubhouse for the balance of the sailing season of 1968 and 1969-70. At the end of this time the Yacht Club, it is hoped, would have a permanent building built on property zoned for this use and owned by the Frenchman's Bay Harbour and Marine Service Company. The Council felt that no permit should be issued until a report is received from the Planning Department with respect to the zoning and also the question of a suitable agreement being prepared to cover the Municipality on this matter. The Clerk was instructed to have reports prepared by the Planning and Engineering Departments on this subject matter and to have these available for the Committee of the Whole meeting scheduled for August 12,1968 at g p.m. Mr. Jones was invited to attend this meeting. Refer to submission distributed to Council July 19, 1968. A delegation from Cherrywood, represented by Mrs. Snyder, concerning ditching in Forestream Park did not appear before Council. The delegation requested postponement to a later date when more of the resident home owners have returned from vacations. CORRESPONPENCE Chief R. T. Parker submits summary of additional costs of con- struction and furnishings for the new police building. Copies to Council. See Resolution #207/68. The Canadian Transport Commission submits recommendations for improvements to railway crossing at Lots 22 and 23, Con. 9. Copies to Council. Referred to the Roads Committee. Mr. A. E. Huddleston, Ontario Hydro, forwards summary of Hydro's plans for surplus lands abutting nuclear generating plant. Copies to Council. Ðð..iu...lll_... Barrand, City Clerk, City of Oshawa, advises that the City Council has passed a resolu't1on ;f'avouring a request to the Minister of Municipal Affairs to undertake a regional government study of this area with the cost to be shared by the interested municipalities. Is Council prepared to proceed on this basis? Copies to Council. Referred to the Committee of the ~fuole Council. Mr. S. H. Lush, President, Supreme Aluminum Industries Ltd., advises that Mr. T. R. Wheler, 287 Pendermere Parkway, has had drawn up and forwarded to the Township an agreement allowing him to use as part of his back yard a portion of Township land, and requests that Council approve the arrangement. (Former Delaney property) Copies to Council. See Resolution #220168. Frank C~wan Company Limited advises that automobile coverage on a fleet basis in regard to Council Members' cars is known in the trade as Synthetic Fleet and is not obtainable where the ownerships are in a different name for each vehicle. Mr. R. G. Nichols, 700 Marksbury Rd. (formerly Lakeview Ave.) advises that residents and ratepayers have never been officially informed of the street name change and requests clarification on this, Instructions to the Clerk - Advise all resident home owners whose street names have~een changed of their new addresses. (By-law #3454) INFORMATION The Ontario Humane Society submits report on Animal Control for the Township of Pickering for the month of J\me. The Ontario Municipal Board sets August the 14th at 11:00 o'clock in the forenoon at the Court House in the TOwn of Whitby for a hearing concerning the application of the Township of Uxbridge for a quieting order to establish its boundaries. The Ontario Municipal Board appoints Friday, the 30th day of August at the hour of 10:00 in the forenoon in the Council Chambers in the Township of Pickering for a hearing in an appeal by Donald Eyes against the decision of the Committee of Adjustment dated the 25th day of April. The Ontario Water Resources Commission grants approval to the installation of sanitary sewers and the construction of a pre- fabricated sewage pumping station to service the Dunbarton High School. The Canadian Transport Commission advises re inspection of railway crossing, Beachgrove Drive west of Port Union Road. CARRIED ~ .i VIII) RESOLUTIONS Resolution #201/68 Moved by Councillor Kruger, seconded by Councillor Kitchen that WHEREAS the Board of Trustees of the Pickering District High School Board have applied to the Municipal Councils having jurisdiction in the said High School District for the issue of debentures in an amount not exceeding $1,882,070.00 repayable over a period of 20 years for the purpose of making permanent improvements to the existing high school at Dunbarton consist- ing of 32 rooms; AND WHEREAS Council by Resolution #304/67 approved the issue of debentures in the amount of $1,723,766.00; AND WHEREAS the cost of the project had been increased by the inclusion of storm and sanitary sewers and the renovation of the auditorium; BE IT RESOLVED that the Council of the Corporation of the Township of Pickering being a municipality included or partly included in the said High School District hereby approves the said application and agrees to assume its proper proportion of - 10- ~8168 the amounts required to pay for the said debentures and interest thereon and the expenses connected therewith to be determined from time to time in the manner provided by The Secondary Schools and Boards of Education Act, 1954. Kruger that Mr. James Tornlinson of the Treasury Department be reimbursed for his first year's tuition fees for the Certified General Accountants Course in the amount of $180.00 as recommended by the Committee of the Whole July 8, 1968. Kruger that the invoice of Frank Cowan Company in the amount of $157.00 covering the additional premium on the Township boat operated by PERU be paid as recommended by the Committee of the Whole July 8, 1968. Kruger that copies of the enabling legislation passed by the Province of British Columbia dealing with the distribution of soft drinks in disposable containers be obtained for the consideration of the By-law Committee and that this Committee investigate the possibility of circulating a suitable resolution to other municipalities petitioning the Ontario Government to enact similar legislation, as recommended by the Committee of the Whole July 8, 1968. Kruger, that Mr. Thomas Wellington Chester be reimbursed for the overpayment of Local Improvement Charges levied for a watermain across his frontage on the east side of East Avenue between Highway 401 and Highway No.2 and that the matter be put before the Court of Revision for correction at the earlies~ opportunity as recommended by the Public Utilities Committee on July 3,1968. ~ CARRIED Resolution #216/68 MOVED by Deputy Reeve R. chatten, seconded by Councillor D. Kitchen, that whereas the Public Utilities Committee are of the opinion that the construction of a 16" sewer main, 830 feet north of the Village Boundary within the paved travelled portion of Church Street is premature, since the need for a lateral service main on Church Street is doubtful; AND WHEREAS such main if required should be constructed from the north limit of the Village Boundary along routes established by any approved plans of subdivision and the cost assessed to the lands benefitted by its installation; IT IS THEREFORE the recommendation of this Council to the Pickering Village Council that the Pickering High School be served by an 8" Sanitary Service laid within the High School property and connected to a manholQ on Church Street at the Village Boundary. Rudik, that whereas a serious problem exists at the intersection of Bayly Street and Brock Road due to the heavy traffic congestion; This Council hereby requests the County Council to arrange for the installation of traffic signals at this intersection to alleviate the traffic problems in the area; AND THAT the installation of these signals be proceeded with as soon as possible.
