Welcome and Introductions C. Celebre welcomed everyone to the meeting and introduced Becky George, Local History and Genealogy Librarian from the Pickering Public Library. B. George is joining the committee on an advisory capacity. C. Celebre also welcome the guests in attendance. 2. Approval of Minutes Moved by J. Van Huss That the minutes of the March 30, 2016 meeting of the Heritage Pickering Advisory Committee be approved. Carried 3. Celebre noted that the representatives from MC Architect firm and the Durham District School Board (DDSB) are in attendance to answer any questions from the committee members. C. Celebre summarized that at the March Committee meeting the Committee requested that DDSB provide full scope of the building design and heritage conservation strategy for the Claremont School. C. Celebre advised that the City’s heritage consultant recommends approval of the updated conservation approach. She also advises that the revised conservation strategy includes increased height of the window openings and that additional changes include incorporating as much salvage material into the new façade. It was recommend that more information should be provided on whether the bricks are salvageable and window details. C. Celebre commented that the applicant will submit their site plan application soon. Moved by J. Van Huss 1) That the Claremont Public School Heritage Conservation Strategy dated May 9, 2016 be approved; and 2) That DDSB be requested to provide staff with further information on whether the bricks are salvageable and to provide details on the window patterning. Carried 3.2) Cultural Heritage Assessment – 1585 Whitevale Road C. Celebre provided an overview of the Cultural Heritage Evaluation Report prepared by Laurie Smith Heritage Consulting for 1585 Whitevale Road. She explained that the consultant advises that the farmhouse itself does not have design/physical value as various modifications have occurred over time including the addition of a new porch, window openings, dormers and rear tail have significantly altered its original Ontario cottage design. However, the property itself Page 3 of 5 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) meets the criteria for historical or associative value and contextual value under Ontario Regulation 9/06. C. Celebre advised that staff do not recommend that this property be designated under the Ontario Heritage Act as the farmhouse is not a representative example of Ontario cottage style due to modifications and that the property would not remain as an agricultural property as the property is designated for residential uses. J. Dempsey who lives north of the lands drew a sketch of the property. She noted that there are discussions to relocate a community park to these lands. She suggested to the Committee that it may be premature to make a decision on this property until it is determined what the use for the land use will be. She suggested that the Committee defer their recommendation. C. Sopher commented that some of the new Seaton development areas have been destroyed without any consideration to preserving surrounding trees and land to maintain the historical architecture and agricultural uses. Members also commented that the changes to the building are interesting and are reversible. C. Celebre advised that staff’s recommendation are based on the Heritage consultant’s recommendations. She explained that the lands will not remain as an agricultural use, designated for residential uses and that the lands are for sale by Infrastructure Ontario. J. Van Huss suggested that the farmhouse should be incorporated as part of a future park development if possible to keep the character of the area. J. Dempsey noted that there are not many agricultural properties left depicting the early agricultural heritage and suggested that due to the unique aspect of this property, the City should consider the land for other uses. Further discussion ensued about the various landscape attributes, notably the large 100 year old butternut tree located in front of the farmhouse, which is on the protected species list as there are only a few left in Ontario. It was recommended that all the components of the property be incorporated into a future park including the apple orchard. Moved by J. Van Huss 1) That the Heritage Pickering Committee recommends that Council designate 1585 Whitevale Road as a Heritage Property; and 2) That the property be considered for future use as a Community Park to protect the heritage attributes of the property. Carried 4. New Business 4.1) Cultural Heritage Evaluation – 1027 Dunbarton Road C. Celebre provided an overview of a heritage evaluation prepared by ERA Architects for 1027 Dunbarton Road for possible listing on the City of Pickering’s Municipal Heritage register. C. Celebre advised that this property was recently sold and staff wanted to evaluate the property for any heritage significance. C. Celebre, advised that ERA recommends that the property has cultural value and is an unique example of both a business and residence from the late 1800’s located in the Village of Dunbarton and supports listing on the Municipal Heritage Register. After some discussion, the Committee recommended that additional properties in Dunbarton should be evaluated and brought forward to Council for possible listing on the municipal heritage register. M. Sawchuck suggested that an additional 7 or 8 properties should be reviewed and that he would send them to the Committee and staff. C.Celebre advised that she would discuss this with senior staff. M.
