Chatten that the minutes of June 19, 1967 be adopted. CARRIED (2) 1. CORRESPONDENCE Mr. James A. Taylor advises of appearing before the Municipal Bills Committee on Thursday, June 1, 1967, with regard to the proposed amendment to the Municipality of Metropolitan Toronto Act; and advises that the Metropolitan Corporation will have to negotiate with the Township prior to locating any garbage operation within the Pickering boundaries. Copies to Council. Refer to notice of motion by H. Spang. 2. Mr. A. W. Tyas, in a letter to the Pickering District High School Board, requests their plans re sewer services for Dunbarton High School, advising that School Board, School Area 2 plans to build a school directly south of Dunbarton High School and feels it would be advantageous to make provision for sewage from the new school to discharge into the proposed sewer system. ~ Copies ~o Council. 3. Mr. K. C. Charron, M.D., Deputy Minister, Department of Health, forwards approved copy of Ambulance Services Act, 1966 General Regulations, directing attention to sections 2(c) and 7(b) which differ from the draft previously forwarded. Copies to Council. 4. Mr. A. W. Tyas, Business Administrator, School Area #2, advises of poor condition of East Avenue due to sewer and water connections and requests this be attended to before completion of William G. Davis School. Copies to Council. 5. Mr. A. W. Tyas, Business Administrator, School Area #2, requests arrangements for water service for Woodlands Centennial Public School be proceeded with by Council either as a local improvement or otherwise. Referred to P.U.C. - 2 - 21/67 ~ 6. Mr. James A. Taylor, Township Solicitor, advises that Mr. Dubroy's appeal against the condition contained in the Decision of the Committee of Adjustment dated February 2, 1967, at which time the Committee granted his application for a consent to convey a parcel of land, was dismissed by the Ontario Municipal Board. Copies to Council. 7. Mr. James A. Taylor, Township Solicitor, advises t~Gertrude E. Palmer's appeal to the Ontario Municipal Board was dis- missed. The request was fora change of zoning from M2 to Commercial or institutional use, which is contrary to the Zoning By-law and to the Official Plan of the Municipality. Copies to Council. S. The Metropolitan Toronto and Region Transportation Study advises that effective June 26, the following changes will be made in the Feeder Bus Experiment for the GO Pickering Station -- (1) An additional train meet at 5:49 p.m. (train #924). Total train meets will then be: Train #955 Train #966 Train #,924 Train 1972 7:40 a.m. 5:29 p.m. 5:49 p.m. 6:09 p.m. (2) A change in the bus route in the Bay Ridges Sector from: South on Liverpool to Krosno Thence by Krosno, Annland and Commerce to Liverpool Road. North on Liverpool Road to Base Line Road. Base Line Road to Krosno South on Krosno to Annland thence to Commerce to Liverpool Road. North on Liverpool Road. TO: The Fairport Beach sector route will remain unchanged. 9. The Royal Canadian Legion, Bay Ridges Branch #606, requests meeting with Council in Committee to discuss property of Block K Plan M-l7, south side of Baseline Road. MOTION MOved by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor Waller that a committee be set up to meet with The Royal Canadian Legion. CARRIED Reeve Laycox appointed Councillors J. Williams and D. Beer to the Committee. Instructions -- The Clerk to arrange a suitable date for a meeti~. 10. The Recreation Association of Bay Ridges invites all members of the Pickering Township Council to a Mammoth Fireworks Display, and movie on Nuclear Power, as well as a tour of the Nuclear Power Station Site, at 7:30 p.m., Monday, July 3, 1967. All members of Council have indicated they will attend. - 3 - 21/67 (3) INFORMATION 1. Mr. D. B. Hopkins advises of his resignation as chairman to the Parks and Recreation Board. ~ 2. The Treasurer of Ontario, Mr. C. McNaughton, informs that the Legislature has amended The Ontario Education Capital Aid Corporation Act in order to authorize the Corporation to purchase debentures issued by Municipalities for public library purposes or for grants to associations constituted for the promotion of the welfare and education of retarded children. 3. Hon. John Robarts, Prime Minister of Ontario1 informs that in view of the proclamation by the Governor-üeneral of Canada appointing MOnday, the third day of July, 1967, as a day to be observed as a public holiday throughout Canada, and in consequence of provisions of Ontario Legislation, namely, The Interpretation Act, Monday, July 3rd, will be a public holiday in Ontario. 4. Applications have been received for position of By-law Enforcement Officer. Copies to Council. 5. Terms of Reference of Industrial Committee. Copies to Council. 6. Draft of Fencing By-law. Copies to Council. 14) REPORTS 1. By-law Department reports on progress of new Taxi By-law making recommendations to allow Abe's Taxi and Atlantic Taxi to obtain cab and cab driver licenses in the regular manner nowt or when a resolution to this effect can be passed in ouncil, until the passing of the By-law. See Motion (1) Under Resolutions. Copies to Council. 2. Report from Poul H. Poulsson, Township Engineer, re negotiations for widenings for bridge, Concession 1, Lot 32. Copies to Council. See By-law #3331. The tenders for the road widening and bridge construction were opened early in the evening. MOTION MOved by Councillor Chatten, seconded by Councillor N.Waller that the regular order of business be dispensed with to open tenders. Beer moves for leave to introduce a By-law of the Township of Pickering to prohibit the running at large of dogs within the Township to license dogs, to provide for regulations of Dog Pound services, and to repeal By-law Number 3136, and that same now be read a first time. McPherson, seconded by Councillor N. Waller, moves that By-law Number 3324 to restrict the speed of motor vehicles be now read a second time, and that Council go into Committee of the Whole thereon. Chatten, moves for leave to introduce a By-law of the Township of Pickering to authorize the expropriation of Part of Lot 32, Concession 1, of the Township of Pickering, for Highway purposes and that same now be read a first time. Waller, moves that By-law Number 3331 to authorize the expropriation of Part of Lot 32, Concession 1, of the Township of Pickering for highway purposes be now read a second time, and that Council go into Committee of the Whole thereon. CARRIED By-Law Number 3332 (2 readings) Councillor R. Chatten, seconded by Councillor N. Waller, moves for leave to introduce a By-law of the Township of Pickering to amend By-law #2636 to provide for the licensing and regulating of Plumbers, Master Plumbers, Journeyman Plumbers, Drain Contractors, Drain Layers and Apprentices and that same now be read a first time. Councillor R. Chatten, seconded by Councillor H. Spang, moves that By-lG.w Nu.:nber 3332 to amend By-law #2636 to provide for the lice~sing of Plumbers, Master Plumbers, Journeyman Plumbe~s, Drain Contractors, Drain Layers and Apprentices be now read a second time, and that Council go into Committee of the Whole thereon. ~ Instructions to the Clerk - The Clerk is to supply all members of Council with copies of the amending By-laws to By-law 2636 - 3159 2896 and 2505 relating to Licensing and regulating of Plumbers, etc. private and public sewers, and regulations to construct and repair plumbing, listing the changes to the amending By-laws. (6) RESOLUTIONS 1. Authorize By-law Enforcement Officer to issue one (1) Taxi Cab License to Abe's Taxi, and three (3) taxi Cab Licenses to Atlantic Taxi Company, until passing of new By-law by Council, and all Taxi Cabs, previously inspected and affect~d by this resolution be re-inspected by the Chief of Police ' of the Township of Pickering before any license can be issued by the By-law Enforcement Officer. Rankin, Archii~ct, to prepare working drawings and specifications for the Pickering Township Police Station, and enter into a standard architect contract with tœTownship. Authorize Road Department to ditch 2nd concession in front of Kingston Property to eliminate ponding subject to Town- ship Solicitor's written opinion that such ditching could legally be done on private lands to provide adequate road drainage. 3. TABLED - Clerk to obtain additional information with respect to Trespass Road. It is understood by Councillor Chatten that Mr. P. Poulsson, P.Eng., has this information. Resolution #217/67 MOVED by Councillor R. Chatten, seconded by Councillor J. Williams, that the tenders for the construction of the bridge, Concession 1, Lot 32, be submitted to Totten & Simms, consulting engineers, for a report and recommendations to Council. CARRIED Resolution #21$/67 MOVED by Councillor N. Waller, seconded by Councillor J. Williams, that twenty-five (25) acres of unserviced industrial land be sold to an industrial firm at $3,500.00 per acre subject to the condition that the purchaser will guarantee to begin construction within six months from date of closing of sale as recommended by the Committee of the Whole Council, June 19, 1967, and enter into an agreement satisfactory to the Council. CARRIED Resolution #219/67 MOVED by Councillor J. Williams, seconded by Councillor R. Chatten, that the 27 ft. Brock Road widenings be purchased from Canadian Libbey-Owens Sheet Glass Company at a price of $3,154.00 per acre and that the Township agrees to pay the legal fees and survey cost required to finalize the transfer of the widenings to the Township, as recommended by the Road Committee, June $, 1967. Chatten, that the request for the Township to assume Greenwood Road east of Woodview be refused as recommended by the Road Committee, June $, 1967. CARRIED Resolution #221/67 MOVED by Councillor N. Waller, seconded by Deputy Reeve Mrs. J. McPherson, that Council ratify the appointment of Mr. R. Merrit as a member to the Metropolitan Toronto Planning Board, representing the East District Joint Planning Committee, term tQ expire January 1, 196$, as recommended by the Committeø of the Whole Council, June 22, 1967. CARRIED - 9 - 21/67 ~ Resolution #222/67 MOVED by Councillor R. Chatten, séconded by Councillor J. Williams, that the Engineer be authorized to obtain appraisals of all four properties required in order that an equitable settlement can be made in the purchase of land required for road widening and construction of bridge, concession 1, Lot 32, as recommended by the Township Engineer. CARRIED Resolution #223/67 MOVED by Councillor R. Chatten, seconded by Councillor H. Spang, that the Council accept the recommendations proposed by the Canadian Pacific Railways to modernize freight and express handling in the Trenton Division subject to adequate delivery and pick-up services being provided, as recommended by the Committee of the Whole Council June 22, 1967. CARRIED Moved by Councillor Williams, seconded by Councillor Spang, that this meeting now adjourn at 10:00 o'clock p.m. to convene into Committee of the Whole Council.
