McPherson, seconded by Councillor H. Spang, that the minutes of April 3rd, 1967 be adopted. CARRIED. 2. DELEGATIONS Mr. Don Quick, Chaix:man of School Board School Area No. 2 appeared before the Committee of the Whole Council prior to the Council Meeting, and as a result it was not necèssary that he appear before Council. The matter discussed was the 1967 Capital Porecast and its effect on the School Board. 3. McPherson moves for leave to introduce a By- law of The Township of Pickering to authorize speed limit to regulate traffic on the Pickering-Scarborough Townline, Pinch Avenue to Third Concession Road and that same now be read a first time. Councillor R. Chatten, seconded by Councillor H.Spang moves that By-law Number 3293 to authorize speed limit to regulate traffic on the PiCkering-Scarborough Town- line, Pinch Avenue to Third Concession Road be now read a second time, and that Council go into Cæunittee of the Whole thereon. The Conmittee of the Whole arises and repocts the By- law as read. Councillor R. Chat ten, seconded by Councillor N. Waller moves that the report of the Canmittee of the Whole on By-law Number 3293 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The corporation be affixed thereto. Chat ten moves that By-law Number 3295 to regulate the erection and provide for the safety of buildings and structures be now read a second t~, and that Council go into Committee of the Whole thereon. Waller moves that the report of the Committee of the Whole on By-law Number 3295 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of The Corporation be affixed thereto. CARRIED. 9. MOTIONS I) Appoint a Committee to direct opening ceremonies of New Municipal Building, and co-ordinate ceremonies with Rouge Hills Lions dedication of Centennial Fountain. Referred to Committee of the Whole Council. 2) Adopt revised Capital Forecast and direct allotment for capital works to Township purposes other than schools. TABLED. 3) MOVED by Councillor H. Spang, seconded by Councillor R. Chatten, that a By-law be prepared prohibiting parking on the north side of Gould Street from Brock Street in Brougham, as recommended by the Road Committee on April 5, 1967. LOST. RESOLUTIœs Resolution #I08/67 MOVED by Councillor D. Beer, seconded by Deputy Reeve J. L. McPherson, that the Council purchase from the Department of Highways 3.375 acres of land more or less as shown on Plan P-1922-63 at one-half of the appraised value amounting to $4,218.75. AND THAT our Solicitor be instructed to cOBplete the necessary transaction. CARRIED. -9- Resolution #109/67 ~ MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor R. Chatten, that WHERFAS the Council at their Committee meeting of January 13, 1967, with representatives of the Canadian National Railways agreed to the removal of the Pickering Station: AND WHERPAS the level crossing of Station Road is no longer required: BE IT THEREFORE RESOLVED that the Counc il of the Township of Pickering agree to the closing of said crossing at south of C. N. R. right-of-way, as recommended by the Committee of the Vlhole. CARRIED. Resolution #110/67 MOVED by Deputy Reeve J. L. McPherson, seconded by Councillor J. Williams, that Council establish a Co-ordinating Committee to organize and direct the execution of a Road Need Study consisting of the following persons: 1. The Reeve and Members of the Road Conunittee 2. The Township Road Superintendent 3. The District Municipal Engineer (D. H. 0.) 4. A representative ef the Municipal Road Division Operational Branch D. H. 0., as recOlBended by the Roads Camnittee on March 29, 1967. CARltIED . Resolution #11l/67 MOVED by Councillor D. Beer, seconded by Councillor H. Spang, that a brief on property tax in the Town- ship of Pickering be prepared and submitted to the Prime Minister of Ontario, and that said brief be pre- pared in conjunction with the School Boards, the Town- ship Auditors, Clerk and Treasurer, as recommended by the Finance CC8II1ittae on April 10, 1967. B. C. to install ~e storm sewer at the rear of properties fronting on Hillcrest Drive, as recommended by the Road Committee on April 5, 1967, and THAT the Township Solicitor be authorized to proceed with the necessary action. McPherson, that WHERFAS the Council has set a date for the Official Opening of the New Municipal Building, June 10, 1967: AND WHER~ the Rouge Hills Lions are officially dedicating the Centennial Fountain on June 10: BE IT THEREFORE RESOLVED that a Committee be organized to direct the opening ceremonies and that the said ceremonies be co-ordinated with that of the Rouge Lions. Williams, that the Council of the Township of Pickering does not condone the use of prtme industrial land for school purPOse s and recOlllltend that the School Board seek the advice of the Pickering Township Planning Department in selecting an alternative to this location, as recoamended by the COIIIDittee of the Whole Council on April 3, 1967. Williams, that the C~ittee of the Whole reCOlllll1ends to Council that the Township exercise its rights, of the agreement, and purchase the industrial lands sold to Satok at the original purchase price as per the agreement, as recommended by the Committee of the Whole Council on April 3, 1967. Spang, that Council instruct Mr. Frank Prouse, Building Inspector to refund the $300.00 Building Deposit applied to Plan 274, Lot 14 to Miss V.
