Faulkner, Planning Director (1) ADOPTION OF MINUTES Moved by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor N. Waller that the minutes of March 6 and March l3, 1967 be adopted with the following correction. Resolution #$0/67 -- Vidisapprovei¡ should read ¡¡approve¡¡ Motion LOST (2) DELEGATIONS 1. Moved by Deputy Reeve Mrs. J. L. McPherson, seconded by Councillor H. Spang, that Mr. W. Wojt8siewiez be heard. Mr. Wojtasiewiez appeared before Council to appeal the decision of the Planning Board which refused to allow Mr. Wojtasiewiez to build a 1400 sq. ft. area home rather than the required 2000 sq. ft. area. Mr. Wojtasiewiez stated that it was his intention to make farming his full time occupation and as such should be permitted to build the smaller area home. See Resolution #$1/67 2. Moved by Councillor Williams, seconded by Councillor Chatten, that Mr. D. Lewington, President of Central On~ario Regional Development Council, be heard. Mr. Lewington, with the assistance of Mr. D. J. Riddington, Executive Director, presented a brief talk and a film which outlined to Council the make-up and the part the organization plays in the development of the particular regional development areas. e.g. In the fields of industry, agriculture, recreation, tourism, etc. ~ Messrs Lewington and Riddington both emphasized the advantau.es a member municipality would derive from this organi za·!:; ion . They appealed for the Council Y s support. It was suggested by Reeve Laycox that the matter of membership should be discussed further at a joint meeting with Mr. D. Lewington, Committee of the Whole and Council. (No date was setJ MOTION Moved by Councillor J. Williams, seconded by Councillor R. Chatten, that ~~HEREAS Pickering Township was a member of CORDA in the year 1966' AND WHEREAS the fee for the Municipality in 1967 is unchanged $1250.00; AND WHEREAS this Council realizes that the forming year 1966 was more or less an organizational year; - 2 - THEREFORE BE IT RESOLVED that the Corporation of the Township of Pickering does hereby agree to renew its membership. LOST 3. Recorded Vote: Yea: Chat ten, Williams Nay: Beer, Spang, Mrs. McPherson, Laycox, Waller Moved by Councillor Spang, seconded by Councillor Williams, that Mr. F. E. LaBrie be heard. Mr. LaBrie, representing the North Pickering Ratepayers' Association, read from a prepared brief on the question of dividing the Township of Pickering into two separate political areas, one rural and the other urban. ~ He requested Council to create a committee to study and to advise Council on the feasibility of such a division, and to decide and recommend to Ccuncil a logical approach to the problem. He advised Council that a petition had been circulated in School Area 1, obtaining 2000 names, requesting the Minister of Municipal Affairs to study the internal problems of the Township with the proposed division in mind. (For further information refer to file.) 4. Moved by Councillor Spang, seconded by Councillor Beer that Mr. Hugh Miller of the North Pickering Ratepayers' Association be heard. Mr. Miller indicated to Council that different viewpoints between the rural and urban areas did exist requiring sound government for each. 5. Moved by Councillor Williams, seconded by Councillor Waller that Mr. A. C. King, President of Nest Shore Association, be heard. Mr. King supported Mr. La Brie's views and suggested that should a division come about, the north boundary should be at the 3rd concession. 6. ~ by Councillor J. Williams, seconded by Councillor R. Chatten, that Mr. D. Kitchen, President of Bay Ridges Association, be heard. Mr. Kitchen read from a prepared brief. He agreed with the three previous speakers and also outlined the suggested boundaries of the south area. (See the files for further information.) ~ 7. Moved by Councillor williams, seconded by Councillor Chatten, that Mr. J. Kruger, President of West Rouge Association, be heard. Mr. Kruger read from a prepared brief. He indicated that the question of the division of the Municipality has now come to a point where the ratepayers of the north will demand government action. He further advised that he has consulted with the Department of Municipal Affairs and as a result accumulated considerable data which he would make available to Council. (For further information on this subject see files.) Reeve C. Laycox indicated he would like to have this material which Mr. Kruger had to offer Council, however, Reeve Laycox said he could not support a division of the Township. Councillor N. Waller suggested that Cancil meet in Committee of the vfuole to discuss this further, however, Council did not take any action on this matter at this time. - 3 - (3) COMMUNICATIONS 1. The North Rouge Valley Community Association send copy of letter addressed to the Municipality of Metro Toronto with respect to Proposed Sanitary Landfill Sites. Copies to Council. Spang, moves for leave to introduce a By-law of the Township of Pickering to levy such rates against all the assessed properties in the Township of Pickering as will be required to operate the various Public, Separate and High School Boards, and to pay the Debentures and Interest falling due for Schools in the year 1967, and that same now be read a first time. CARRIED By-Laws 1. Appoint members to the Rouge Hills Community Centre Hall Board for 1967. TABLED Council requires an explanation on the representatives from the Lions' Club. Deputy Reeve J. L. McPherson produced names of individuals which were given to her and who were to represent the Lions' Club on the Committee of the Rouge Hills Community Centre. 2. Appoint a Community Centres Board - Township of Pickering. TABLED Parks and Recreation to provide an explanation on this proposed by-law to appoint a Community Centres Board. 16) MOTIONS 1. Endorse the resolution of the Township of Ancaster to pro- claim the Monday nearest February 15th as a natural statutory holiday to be called ¡¡Flag Dayli in remembrance of dedication of Canada's flag and that Flag Day be set aside for the enjoy~ent and competition of winter sports in Canada. TABLED ... ->---""1' , ~ 2. At this point the Reeve relinquished his chair to the Deputy Reeve Mrs. J. L. McPherson, in order that he might second the motion. The motion was put and lost. MOVED by Councillor Beer, seconded by Reeve Laycox, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of March 2, 1967, item 5; and hereby directs that the application to amend the zoning of the subject property from Highway Commercial ó¡C3 Î~ to General Commercial iVC2ii to permit the construction and operation of a neighbourhood shopping mall thereon; on property known as: Part Lot 23, Concession 1 as shown on /. the plan of survey outlined in red by Speight, Van Nostrand, Ward & Anderson dated April 10, 1963, be approved subject to the following conditions and directs that the necessary amending By-law be prepared accordingly. I í 1. That no construction shall take place until this site ¡ is serviced with municipal water and sanitary sewers. J 2. - 10 - That no construction shall take place prior to completion of access arrangements from Liverpool Road by the Depa:t- ment of Highways of Ontario and/or the County of Ontar1o. Beer that Mr. Wojtasiewiez be permitted to build a 1400 sq. ft. area house on 18 acres of land, Part Lot 1, Concession 1, to carry on farming on a full-time basis. Williams, that the Council of the Township of Pickering does approve the Standard Form of Subdivision Agreement as amended as recommended by the Committee of the vfuole Council for reference purposes. Spang, that a Joint Council and Planning Board meeting be held on April 20, 1967, to discuss Official Plan development policies and implications of Official Plan Amendment No. 4 as recommended by the Planning Board CARRIED Resolution #84/67 MOVED by Councillor J. Williams, seconded by Councillor H. Spang, that the Clerk be authorized to engage the legal services of Mr. Bradshaw M. W. Paulin, Solicitor, as representative for the Township of Pickering in their appeal against the application of the Canadian Union of Public employees and its Local 129 to include certain employees in the new Collective Agreement. Spang, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board of March 2, 1967, item 2; and hereby dirccts that the application A 2/67 to amend the zoning of the subject property be a specific exemption to permit the operation of a "dog kennel thereon on property known as: the southerly 667.53' by 674.69' of the north westerly quarter of Lot 30, Concession 7 be approved as such is not considered detri- mental to the surrounding property and conforms to the policy established by the Official Plan and further directs that the necessary amending By-law be prepared accordingly. CARRIED - 11 - Resolution #86/67 ~ MOVED by Councillor N. Waller, seconded by Councillor R. Chatten that the Clerk be authorized to engage Ellis Nurseries to landscape the grounds around the new Municipal Building at the price quoted ($3,662.30) and as per sketch submitted and as recommended by the Committee of the Whole Council. CARRIED , Resolution #87/67 MOVED by Councillor H. Spang, seconded by Councillor D. Beer, that WHEREAS the Parks and Recreation Secretary now receives $10.00 a month; AND WHEREAS the months of November and December were extra busy; AND NHEREAS it was the recommendation of the Parks and Recreation Committee that the Secretary be paid an additional $10.00 per month for the months of November and December, 1966, and a further monthly increase of $5.00 per meeting on regular meetings; BE IT THEREFORE RESOLVED that the Secretary for the Parks and Recreation be paid the following rates of pay -- November, 1966 December, 1966 $20.00 $20.00 and $15.00 each month thereafter, and that Resolution #63/67 be rescinded. Beer that the Council of the Township of Pickering does hereby approve the location of the Bell Telephone manhole to be constructed on Part Lot 18, Concession 1, Highway #2 and Brock Road as per Bell Telephone sketch MC 164. . Willems subject to the Committee of Adjustment agreeing to a minor variance as recommended by the Planning Board.
