Kitchen, seconded by Deputy Reeve G. Ashe, that the minutes of the Council meetings held on October 19 and 28, 1970, be adopted as presented. CARRIED ~ ,'Adoption of accounts for the month of October, 1970. See Resolution #397/70. ~!i2 .. Moved by Councillor Kruger, seconded by Deputy Reeve Ashe, that Mr. W. Bergmann be heard. Mr. Bergmann, representing the West Rouge Ratepayers, submitted to Council a host of questions to which he wished answers. A number of questions were submitted prior to the meeting, consequently staff were able to provide Council with the necessary data on which to base their replies to Mr. Bergmann. ' l. Questions: - 1. 2. Lawrence Ave. from Port lJnion Rd. to the G.O. Station in terrible condition. Why hasn't th1~ stretch of road been paved? ' Arena - Total cost to date including servicing and landscaping. 3. Swimming Pool - Asks why this couldn't be placed adjacent to the Dunbarton school. Playground - Extra lands being purchased for parks and recreation. Survey should be made ot present use of lands owned to ensure that these are being utilized. ' 4. 5. Township financial position 1965 - 1967 - 1969 to the present date:- (a Bonded debt (b Assessment (c Taxes What kind of fund is set up to retire our present debt. 6. Business Tax - Would like more information on why the business tax is expected to increase from 25 to 30% and why the continued increases, - 2 - 27/70 7. Sewage Plant Facilities - What is being done tp increase this service. $. Communications between Council and Queen's Par~- Why isn't there more communication between our member and Council. 9. Industry - Cost to the Township for our Industrial Department, what are the results? School Tax - He understood there was a tax reduction to the taxpayers. What happened to the relief as a result of this reduction? 10. 11. Business Administrator - He hears of assistants hired for Planning and Engineering; suggests' there should be assistance hired for Council as well. The Council supplied l~. Bergmann with answers to his questions. See report provided by Mr. C. Ettinger dated October 30,1970, with supporting data. ~~ved by Councillor Rudik, seconded by Councillor Kitchen that Mr. K. 'Gadsden be heard. 2. Mr. Gadsden appeared before Council to request that certain rocks and rubble be cleared away from the roadside of the new link road in Martin Subdivision and grading of the ditch areas be done to permit ease of maintenance by property owners whose land abuts the new link road. Instructions: The Clerk to refer this to the Road Committee for recommendations. ~ l. Limited makes application for a permit exempting truckers hauling the products of that Company from the Class B weight restriction on the Valley Farm Road. Copies to Council. The Pickering Environmental Advisory Committee advise Council that their members believe that bounties paid for the destruction of wild animals serve no useful purpose and should be abolished. They recommend that the fox bounty letters be forwarded to the Game Committee for their consideration. Referred to County Council. Mr. Douglas J. Kettle, Principal, Pickering High School, extends an invitation to members of Council to be present on Friday, November 13, at 8:00 p.m. for their annual Commencement Exercises. Mr. F. G. St itchman , Chairman, Poppy Committee, Bay Ridges, Branch 606 of the Royal Canadian Legion, acknowledges receipt of the Township's order for a wreath, and requests that a representative of Council be present at the service November g to lay the wreath at the Cenotaph~ INFORMATION A copy of a letter from Hon. Charles MacNaughton, Treasurer of Ontario and Minister of Economics to ¡VIr. W. Malaniuk Manager, Land Development, Runnymede Development Corporation Limited, acknowledsing his brief on "Design for Development: The Toronto Centred Region", was received by the Clerk. A copy of a letter from W.Darcy McKeough, Minister, Department of Municipal Affairs to l~. W. Malaniuk, acknowledging his brief re the Toronto Centred Region was also received. Rudik, seconded by Councillor J. Kruger, that the Fire Chief be authorized to purchase a new Olivetti Underwood typewriter at a cost of $278.75, as recommended by the Standing Committee on Fire, October 14, 1970. CARRIED Resolution #400/70 MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger, that the Council of the Township of Pickering accept the quote from Nethery Paving for the parking areas at South East Pickering, South West Pickering and Headquarters, at a cost of $2,725.00, as recommended by the Standing Committee on Fire, October 14, 1970. CARRIED Re$Olution #401/70 MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger, that permission be granted for the duty man to be allowed to use a reclining chair, due to the adverse conditions in the South West Pickering #1 Fire Hall during the winter months, as recommended by the Standing Committee on Fire, October 14, 1970. CARRIED Resolution #402/70 MOVED by Councillor V. Rudik, seconded by Councillor J. Kruger, that an agreement be drawn up for the loan of the 1958 G.M.C. Rescue Truck from the Emergency Measures Organization, on the terms deemed necessary by the Fire Chief, as recommended by the Standing Committee on Fire, October 14,1970. Kitchen, that the Engineer be authorized to call tenders for the construction of a concrete culvert on Sideline 30, Concession 9, Township of Pickering. CARRIED - 5 - 27/70 Resolution #404/70 MOVED by Councillor R. Chatten, seconded by Councillor D.Kitchen that Council authorize W. R. Kellough and Associates to proceed with his investigation on the basis of the following points, as outlined in Mr. Kellough's letter of October 27, 1970. 1. To confer with Mr. J. Weir to determine whether he con- ceives it feasible to proceed to an appeal with respect to the equalization method and the chances of success. Whether Mr. J. Weir should represent the Township with respect to the appeal pending on the audit. 2. 3. Provide the approximate legal costs with respect to items 1 and 2 above. A determination of the research work required from this office by Mr. Weir in order to proceed with the above appeals. Ashe, that an amendment, subject to a site plan, to the Zoning By-law and Official Plan if necessary, to permit H. Burton to continue operating from his present location, be given consideration, as recommended by tlB Standing Committee on By-Law Enforcement, dated October 14, 1970. Kitchen. that the Township Treasurer be authorized to pay the remaining $1,500.00 and that an option on the leasing of the A.D.Y. Pool for next year be arranged prior to the Treasurer forwarding the final payment for 1970, as recommended by the Standing Committee on Parks and Recreation, September 23, 1970. Kruger, that the Engineer be authorized to include th~ paving of the Police Station Road between Sheppard and Highway #2 in the 1970 asphalt contract, as recommended by the Standing Committee on Public Utilities, October 7, 1970. CARRIED - 6 - 27/70 Resolution #408/70 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor R. Chatten that the tender of Cam-Ron Construction in the amount of $13,849.49 be accepted for the construction of a concrete culvert, Sideline 30/31, Concession 9, subject to the approval of the Department of Highways and the Township Engineer. CARRIED Resolution #409/70 MOVED by Councillor R. Chatten, seconded by Councillor J. Kruger, that the Council of the Township of Pickering authorize the Clerk to write a letter of permission, permitting the sale of lottery tickets in the Township of Pickering in support of the Participation House Building Fund, as recommended by the Standing Committee of the Whole Council, October 26,1970. CARRIED Resolution #410/70 MOVED by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson that the tender for the supply of approximately 400 tons of Highway Coarse Rock Salt delivered to the Township submitted by Miller Paving Ltd. at $13.37 per ton be accepted subject to D.H.O. approval. CARRIED Resolution #411/70 MOVED by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson that the tender for the supply of approximately 100 tons of Highway Coarse Rock Salt picked up at the supplier's yard submitted by Miller Paving Ltd., at ~12.92 per ton be accepted subject to D.H.O. approval. CARRIED Resolution #412/70 MOVED by Deputy Reeve G. Ashe, seconded by Councillor R. Chatten that whereas the Social Planning Council of Ajax/Pickering is obtaining its letter's patent, and WHEREAS the proposed corporate entity will be ~sing the wold "Pickering" as part of its corporate name; BE IT THEREFORE RESOLVED that the Council of the Township of Pickering consent to the use of "Pickering" as requested by the Companies Branch of the Department of Financial and Commercial Affairs. CARRIED - 7 - 27/70 Resolution #413/70 MOVED by Councillor J. Kruger, seconded by Councillor D. Kitchen, that this Council does hereby endorse the recommendation of the Planning Board on October 8th, 1970, and hereby directs that the application A 8/70, D'Angelo Managements and Holdings to amend the industrial zoning by a specific exemption to permit the use of the existing industrial building as a Legion Hall for the Royal Canadian Legion, Bay Ridges Branch, on property known as: Part Lot 19 B.F.R. 3 be refused on the grounds that this use is not compatible with the existing and future development of the surrounding area and insufficient parking is provided for assembly in a building of this size. McPherson, moves that the report of the Committee of the Whole on By-law Number 3860/70, to authorize the construction of sanitary sewers and sanitary sewer connections and watermains and water service connections on Sunrise Avenue as local improvements under the provisions of The Local Improvement Act. be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Ashe, moves for leave to introduce a By-law of the Township of Pickering to amend By-law 1909 by adding Quigley Street and Dillingham Road on which parking is prohibited, and that same now be read a first time. Councillor D. Kitchen, seconded by Councillor J. Kruger, moves that By-law Number 3897/70 to amend By-law 1909 be now read a second time, and that Council go into Committee of the Whole thereon. . Chatten, moves for leave to introduce a By-law of the Township of Pickering to prohibit the parking or leaving of motor vehicles on private property without authority from the owner or occupant of such property and providing for the rArnoval and impounding of any vehicles so parked or left at the expense of the owner thereof and that same now De read a first time. Cable T.V. - Councillor Chatten reported to Council on what is developing with respect to Cable T.V. in the Bay Ridges area, advising Council that in his estimation the circulars and methods of approach made to prospective cable t.v. customers by this company are such that they ,Council) should conduct an investigation, and also look into the lack of service and manner in which this business is being conducted. The Council did not feel that it was in their jurisdiction to conduct an investigation but rather write to the Chainnan of C.R.T.C., a Mr. P. Juneau, and request him to look into the problem faced by the ratepayers of our Township, expressing deep concern on the apparent lack of performance and further reconsider withdrawal of this application. Instructions - Clerk to write to l~. P. Juneau, Chairman, C.R.C.T. expressing Council's concern, etc. Reeve J. R. Williams reported that he was receiving calls from ratepayers complaining about interference on their television sets, believing it to be caused by low voltage possibly from the Hydro lines on Sandy Beach Road. It was suggested that the Hydro be requested to investigate. XI CONFIRMATION BY-LAW - 10 - 27/70 By-Law Number 3903/70 Councillor J. Kruger, seconded by Councillor Mrs. McPherson, moves for leave to introduce a By-law of the Township of Pickering to confirm the meetings of the Council of the Township of Pickering held on October 28 and November 2, 1970, and that same now be read a first time. Councillor J. Kruger, seconded by Councillor R. Chatten, mores that By-law Number 3903/70 to confirm the Council meetings of October 28 and November 2, 1970, te now read a second time, and that Council go into Committee of the Whole thereon.
