HomeMy WebLinkAboutOctober 19, 1970 21J1'10 COUNCIL MEETING A meeting of the Pickering Township Council was held on MONDAY, the NINETEENTH day of OCTOBER, 1970. PRESENT: Reeve J. R. PIitz Before proceeding with the business at hand, the Reeve called for one minute of silence in honour of the late Mr. P. LaPorte. ill ADOPT¡ON OF MINU~ Moved by Councillor Kitchen, seconded by Deputy Reeve G. Ashe, that the minutes of the Council Meetings held on October 5 and 8, 1970, respectively be adopted as presented. CARRIED ~ONS 1. Moved by Councillor Dft Kitchen, seconded by Councillor R. Chatten, that Mr. P. Hariton be heard. Mr. Hariton read from a prepared brief, giving additional comments and explanations as he went along. At the conclusion of his report, the Council put several questions to Mr. Hariton on matters of cost and going-on expenses to the Township. Mr. Hariton asked Council to make themselves available for the sod turning ceremonies planned for October 31, 1970. With respect to supervisory costs and annual light and heat charges estimated at approximately $8,700.00, Mr. Hariton felt that this would be the only annual charge to the Township as all other costs, maintenance and general upkeep would be looked after by the members. When asked whether a survey of the area had been made to deter- mine the reaction of the area residents on having a teen centre located in their neighbourhood, Mr. Hariton confirmed that a random survey was made and that all those persons contacted were unanimously in favour of this project -- none protested. On the question of supervision, it was pointed out that once the teen centre is operational it was anticipated that the expertise of Mr. Gregg McClure, Mr. Ray Ball and Mr. David Bass could be recruited. The building is intended for the purpose of a meeting and social centre; recreation in the form of tennis, basketball, etc. will be held at the various schools. The intent is to look to the schools to provide facilities for sports activities of the teenagers. It was noted by Council that the construction costs have increased to $43,800.00. This skyrocketing of costs proved to be of some concern to Council. To this, Mr. Hariton explained that an effort to build a larger building now should be made. He also pointed out that. tho bt':~.,J.ding \-¡as designed to permit future expansion without involving too great an exp~~duture.With respect to cost, it was their opinion that certain Provincial grants allowed on this bu:U.ding would be directed back into the project. - 2 - 25/70 This, the Council agreed to; however, it was pointed out that this money would not be available until the expenditures were actually made and the building completed. It wa~ therefore suggested that the application for the grants be made as soon as possible after construction has been finalized. The question of septic beds was discussed; however it was found that the contour map prepared by P. Poulsson, P. Eng. proved that a connection to the sewer system was possible making the sepitc beds unnecessary for this project, but it was pointed out that at least 400 feet of pipe was required to make the necessary connection. This, in addition to connection cost could add greatly to the overall cost figures. The preparation of the site and survey would be looked after by the Engineering Department. The cost for this was taken into consideration of the total project. It was suggested that the Engineer be requested to provide a detailed cost of the following: 1. 2. 3. 4. CORRESPONDENQ§ The Owasco District Boy Scouts are requesting permission to hold an Apple Day in the Township of Pickering on October 24, 1970. See Resolution # 377/70 Bay Ridges Branch 606 of The Royal Canadian Legion requests that Council designate the week of November 5 to II as cRemembrance Week" in the To\>mship, and authorize them to sell Poppies on November 5,6 and 7. See Resolution #378/70 The Ajax Division of the St. John Ambulance advises that the demand in the Township for their services has increased to the point where they are unable to provide this service, and they are concerned that they will be unable to attend the events which will take place at the new arena. They suggest the Township consider the formation of a St. John Ambulance Division, being a "Section" of the Brigade attached to the Ajax Division. RESOLUT+ONS Resolution #376/70 MOVED by Councillor R. Chat ten , seconded by Cwncillor J. Kruger,.,~ that the Council of the Township of Pickering approve site #2 of Block)H(~APlan M-~1 (9 acre parcel) as the site fo~ the Teen Centre and that the Council further provide the principals of the Teen Centre access to the $30,000.00 grant previously made by Resolution #35l/70 for the construction of the Teen Centre building. The Council also agree that the Provincial grants received for the construction of this building be put back into the project. The Council further directs that all purchase orders for material ,nd equipment required for construction of the Teen Centr& be issuðd through and controlled under the authority and direction of the Parks and Recreation Director. Kleinberg (Invar) be reworded to provide lots of a minimum frontage of 50 feet and further that the square footage for single family dwellings be established at a minimum of 1200 sq. ft., as recommended by the Standing Committee of the Whole Council, October l), 1970. Kitchen moves for leave to introduce a By-law of the Township of Pickering to authorize the borrowing of money by way of temporary advances pending the issue and sale of the debentures authorized by By-law Number 3860/70 ($30,400.00 - water and sanitary sewers, local improvement - Sunrise Avenue) and that same now be read a first time. Councillor J. Kruger, seconded by Deputy Reeve G. Ashe, moves that By-law Number 3894/70 to authorize the borrowing of $30,400.00 re water and sewer local improvements on Sunrise Avenue be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor J. Kruger, seconded by Councillor Mrs.J.L.McPherson moves that the report of the Committee of the Whole on By-law Number 3894/70 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of theCorporation be affixed thereto. CARRIED IX NEW BUSINESS The Council discussed the date for the meeting for discussion of the Ajax-Pickering amalgamation report, suggesting that a joint meeting of Council and staff should be arranged preparatory to meeting with Mr. D. Paterson. The meeting tentatively set for the 23rd of October, 8 p.m. would be suitable for the joint meeting provided staff could have their reports prepared by them. The matter of a date was left with the Clerk, on which a public meeting could be held with Mr. Paterson. The Council were of the opinion the public be informed of the amalgamation report and if possible copies of the report circulated. It was suggested that the printing costs of additional copies on newsprint be investigated (suitable for circulation to the public). x CONFIRMATION BY-LAW By-Law Number 3895/70 Councillor Mrs. J.
