A meeting of the Pickering Township Council was held on MONDAY, the FIFTEENTH day of JUNE, 1970, at 8 p.m. PRESENT: Reeve J. R. Williams Deputy Reeve G. Ashe Councillor Mrs. J. L. McPherson D. Kitchen R. Chatten J. Kruger Clerk D. J. Plitz (Councillor V. Rudik - Absent) ADOPTION F MINUTES Moved by Deputy Reeve Ashe, seconded by Councillor Mrs. J. L. McPherson, that the minutes of the Council meetings held on June 1 and 2, 1970, be adopted as presented. CARRIED ~ (a) Councillor J. Kruger noted that the Stouffville Tribune carried a story, to the effect that the Council of the Township of Pickering refused payment of $120.00, the charge for a fire call made by Stouffville Fire Department into the Township. It was suggested that clarification should be made to the Tribune in this regard. Reeve Williams, on behalf of Council, welcomed the Grade VII and VIII pupils of Cloverland Public School who were present for the purpose of a project covering the three levels of Canadian Government. The classes were accompanied by one of the teachers, Mr. Plummer. (b) COR~ßPONDENCE Mr. James A. Taylor, Township Solicitor, forwards copy of a letter from Mrs. ~. Campbell, Solicitor for Steve. S~avro, in which she advises they are petitioning the Lieutenant Governor to require the Ontario Municipal Board to hold a new public hearing of the whole of the application. Mr. Taylor requests instructions as to whether or not he is to support Mrs. Campbell in her appeal to the Cabinet. Referred to the Committee of the Whole Council. Mr. Bruce V. Mackey, Mayor of the City of Oshawa, advises that the City of Oshawa is going to prepare a brief to the Canada Amateur Sports Federation for the 1973 Canada Games in that area. Mr. Terry Kelly, Q. C. las been appointed Chairman of a Committee to prepare and present the brief to the Canada Amateur Sports Federation; and the Township is invited to appoint a representative from Council to serve on this Committee in a liaison capacity so that the Council is fully informed of the events taking place and the impact they may have on the municipality. Referred to the Committee of the Whole Council. Miss Mary Nicholson, Secretary of the S.R.S. Chaleur Sea Rangers advises they are in the undertaking of a project to clean up Liverpool Road, and requests that garbaage cans be installed along Liverpool Road to help keep this area clean. The Central Ontario Regional Developmen~~ Council advises that comments with respect to the Toronto-Centred Region Plan are to be received no later than September 30. These comments will be assembled and considered by the CORCC before they submit the regional comment. Referred to the Committee of the Whole Council. The Central Ontario Regional Development Council extends an invitation to a presentation of VtDesign for Development: The Toronto-Centred RegionVt, a comprehensive report providing a development concept for the area extending 90 miles from Toronto, at the Eastdale Collegiate and Vocational Institute, 265 Harmony Road North, Oshawa, June 17, 1970 at 7:30 p.m. Members of Council are advised that a meeting has been arranged with Mr. S. Kitchen, that this Council does hereby endorse the recommendation of the Planning Board on May 28th, 1970, and hereby directs that the application A 5/70 to amend the zoning from Rural Agricultural itAn to Highway Commercial zone "C3" to specifically permit the sale of new and used cars; and also to amend the Official Plan to permit same; be conditionally APPROVED on the grounds that the main use is established and the addition of the car sales is considered accessory and compatible with the nearby hamlet development subject to: 1. the applicant submitting an acceptable site plan for approval by the Municipality showing the location of the buildings, car sales lot, parking, signs, landscaping, fencing, entrances and exits, and any other existing or proposed physical features. - 4- 14/70 2. Nolan, Contractor for the new Fire Hall and to request an immediate meeting with the Architect to resolve outstanding issues, as recommended by the Standing Committee on Fire, June 10, 1970. Kruger, that the Council of the Township of Pickering authorize the exception from the regulation of the Unemployment ,Insurance Commission by reason of permanent employment of- Jack Hill, Garbage Handler Stanley Manser, Draftsman 2 AND WHEREAS these employees have been employed for the period of two consecutive years immediately prior to the effective date of permanency. Kruger, that whereas pollution control, maintaining ecological balance and environmental management of the Township are of deep concern to the ratepayers and the Council of the Township of Pickering; AND WHEREAS the need to take positive action on these factors is urgent; BE IT THEREFORE RESOLVED AS FOLLOWS: 4. 1. 2. 3. D. E. F. That a technical committee be established to advise Council on matters pertaining to pollution, ecology, and general management of the environment. That this committee be composed of the Township Engineer, Planning Director, Recreation Director and four interested citizens of the Township qualified in (or having a proven experience in) various disciplines relative to environmental control. That the committee meet as often as necessary to advise Council of its opinion regarding for example: A. Spraying of swamps and other areas with any form of insecticide. Use of various weed killers and chemicals. B. c. Disturbance of the ecology of lakes, streams, and other water courses due to proposed development, high- way construction, unauthorized dumping of fill, or the dumping of any pollutant thereon. Likely pollution problems associated with various industries and commercial operations already in the Township or likely to locate here. How best we might preserve the many natural features already existing in the Township. Such other matters as the committee might deem proper. A. That the Committee at its first meeting: B. C. D. E. Decide on a name. Elect a Chairman who should be other than a Township employee. Decide on terms of reference. Decide on procedures. Decide on permanent membership needs. And that all of the above be submitted to Council for review and approval. 5. That advertisements be placed in local newspapers inform- ing citizens of the formation of this committee and if they have an interest in serving thereon, requesting they submit their names and qualifications to the Township Clerk. Kruger, that the Quieting Order P.5828-68 establishing the boundary of the Township of Pickering by excluding that portion of the properties owned by Messrs. Doucette and Thursby from within the Township by inclumng same totally within the Village of Pickering be received and filed, as recommended by the Standing Committee of the Whole Council, June 8, 1970. CARRIED Resolution #240/70 MOVED by Deputy Reeve G. Ashe, seconded by Councillor J. Kruger, that the Planning Director be instructed to prepare an amendment to the zoning by-law to permit side-yard parking and revise other parking requirements, also taking into consideration the establishment of a reserve for future parking requirements; and further, that the Planning Director be instructed to make a total review of all Township zoning by-laws with respect to parking requirements of both Industrial and Commercial develop- ment throughout the TownshiPr as recommended by the Standing Committee of the Whole Council, June $, 1970. CARRIED Resolution #241/70 MOVED by Councillor R. Chatten, seconded by Councillor Mrs. J. McPherson, that the streetlight programme as adopted be adhered to and that updating and additions of lights in areas already served by streetlights only be considered upon completion of the five-year programme in 1973, and that Mr. Waters be so advised, as recommended by the Standing Committee on Public Utilities, June 3, 1970. CARRIED Resolution #242/70 MOVED by Councillor R. Chatten, seconded by Councillor Mrs. J. McPherson that whereas Chesterton Shore is a privately owned road, that Council Resolution No. 69/70 dated February 16, 1970, including Chesterton Shore in the 1970 Streetlight Programme be rescinded, as recommended by the Standing Committee on Public Utilities, June 3,1970. McPherson, that the petitioners for a watermain on White's Road be advised of the estimated cost of the works and asked to confirm their petition prior to the Municipality proceeding with the implementation of the petition, as recommended by the Standing Committee on Public Utilities, June 3, 1970. CARRIED - 7 - 14/70 Resolution #244/70 MOVED by Councillor R. Chatten, seconded by Councillor Mrs. J. McPherson, that whereas Sideline 16/17 being a Class B highway is extensively used by empty gravel trucks travelling at or above legal speed limit, thus creating unsafe conditions for pedestrian users and nuisances to abutting residential property, a By-law reducing the speed limit on Sideline 16/17 in Concession 4 from 50 m.p.h. to 35 m.p.h. be passed and that the necessary applica~ tion to the Department of Transport be prepared for approval of the By-law, as recommended by the Standing Committee on Public Utilities, June 3,1970. CARRIED Resolution #245/70 MOVED by Councillor R. Chatten, seconded by Councillor Mrs. J. McPherson, that Mrs. Pedrick be advised that the proposed 1970 improvement of Concession 1 Road requires the Public road allowance cleared from encroachment and that a By-law to that effect will be enacted, as recommended by the Standing Committee on Public Utilities, June 3,1970. CARRIED Resolution #246/70 MOVED by Councillor R. Chatten, seconded by Councillor Mrs. J. McPherson, that the County Engineer be asked to contact the Conservation Authority with a view toward concluding the acquisition of the Range property for Public purposes since no reasonable grounds would otherwise exist for refusing Mr. Rangets application to the Committee of Adjustment for consent to divide his holdings into building lots, as recommended by the Standing Committee of Public Utilities, June 3,1970. Ashe, seconded by Councillor R. Chatten, that whereas the Council of the Township of Pickering recognizes the advantages of the United Appeal, AND WHEREAS the Council of the Township of Pickering has met with the Executive of the United Appeal of Greater Toronto and reached certain agreements and conclusions, AND WHEREAS by the formation of a United Appeal in the Township of Pickering, we would be provided financial and technical assistance through the United Appeal of Greater Toronto's ACCESS Organization by enabling the contributions paid by the residents of Pickering Township in Greater Toronto to be channelled back to Pickering Township for the provision and improvement of services provided. THEREFORE BE IT RESOLVED (a) (b) (c) (d) (e) (f) (g) That the Council of the Corporation of the Township of Pickering enter into an agreement with the United Appeal of Greater Toronto thus becoming a participating member of the ACCESS Organization. That a Committee be formed to assist in the establishment and operation of the Pickering Township United Appeal composed of interested citizens and businessmen in the Township. That quotations for the required contribution forms be obtained and subject to Council's approval be ordered. That a letter be sent to all homes, businesses and service organizations in the Township explaining the proposed project. That the above matters be attended to in a manner which would enable the Township of Pickering's Appeal to coincide with the Appeal by the United Funds of Greater Toronto, That the Town of Ajax and the Village of Pickering be invited to participate in this project subject to their willingness to meet the critical timing problems. That once such an Appeal is organized, that this Council go on record as supporting the principle of tI Pay Where You Work" which will eliminate many of the door-to-door canvas for funds which presently are authorized by the Municipal Council. McPherson, that the direct dialing from Claremont area for fire calls at a cost of $45.00 per month, plus $15.00 instalation charge, be authorized, as recommended by the Standing Committee on Fire, June 10,1970. Kitchen, that the Engineer be authorized to call tenders for the reconstruction of East Avenue between East Willow Gate and a point approximately 400 feet south of Ridgewood Road. McPherson, that the Reeve and Clerk be authorized to execute the Property Purchase Agreement between the Department of Highways of Ontario and the Corporation of the Township of Pickering, for the corner widening, Part Lot 19, Concession l, as shown on Part 1 on Reference Plan P-1922-91 deposited as Plan RD-144. Kruger, moves for leave to introduce a By-law of the Township of Pickering to license, regulate and govern owners and drivers oftàxi-cabs anq other motor vehicles for hire and establish r~tes or fares to b~ charged by the owners or drivers of cabs and livery cabs for the conveyance of passengers within the Township of Pickering, and that same now be read a first time. Chatten, moves that By-law Number 3827/70 to authorize speed limits, be now read a second time, and that Council go into Committee of the Whole thereon.
