Ashe, seconded by Councillor Mrs. J. L. McPherson that the minutes of the Council meetings held on May 4 and 11, 1970, be adopted as presented. CARRIED lli.L-ACCOUNT~ See Resolution #227/70. 1. IV 1. 2. PRESENTATION Councillor R. Chatten presented to Mr. J. J. Keeler, Plumbing Inspector, a eertificate granted by George Brown College, for his completion of the Plumbing Inspectors Course. DEPUTATIONS Moved by Councillor Mrs. J. L. McPherson, seconded by Councillor J. Kruger, that Messrs. Cleeland and McMaster be heard. Mr. McMaster of the Planning Department for the Department of Highways appeared before Council to outline the pilot project with respect to the mini-bus G.O. Transit System which will go into service in mid June of 1970, serving the Frenchman's Bay area west from White's Road to Sandy Beach Road to the east and from the north shore of Lake Ontario to the C.N.R. tracks running parallel to Highway 401. Mr. McMaster also out- lined the future incorporation of the express bus system which will operate between Oshawa, Whitby, Ajax and the Pickering G.O. Station. See Resolutions #209 and #210/70. Moved by Deputy Reeve G. Ashe, seconded by Councillor V. Rudik, that Mr. Ken Higgs and Mr. William McLean of the Metropolitan Toronto and Region Conservation Authority be heard. Mr. Higgs appeared before the Council to submit the Conservation Authority's revised Project C.A.-60, and to request Council to approve by resolution the revised Project presented here tonight. The new plan did not show the full extent of the Conservation's future plans but rather: (l) (2) Those lands already acquired and in Conservation ownership, Lands which will be deeded by the Township over to the Conservation Authority as a part of C.A.-48, with conditions attached. Lands acquired and lands under option from private owners. (J) - 2 - l2/70 Mr. Higgs explained that what he has shown on this map would be referred to as Plan C.A.-60 and that their appropriation of $150,000.00 for 1910 has been used up. The Authority would present to Council as funds become available, a plan of additional lands that will be aèquired, each proposal would have a different project numbar, and require approYal of Council. 3. Moved by Councillor Chatten, seconded by Councillor Kruger, that Mr. J. Brewin, Solicitor acting on behalf of the Dunbarton Shore Ratepayers, be heard. Mr. Brewin advised the Council that his clients have no objection to the new proposal as submitted by the Authority; and further, that they take some comfort in the fact that future acquisition of lands in the area will require a new plan, and subsequent approval of Council. However, he reminded Council of a letter sent to the Atitho~ity outlining certain conditions which they would like to see included in the resolution to be passed by Council agreeing to C.A.-60, as assurance that the area would enjoy protection against future deterioration as a result of the Authority's action. Mr. Brewin listed four items of the eleven which he felt should be covered in the agreement. (1) (2) (3) (4) Control of unauthoriled use of Conservation lands Maintain periodic patrol of the area Clean up or restore houses and property to original state as acquired Not use the property for public park purposes until the area residents had proper and adequate notification and approval of Council. 4. Moved by Councillor Kruger, seconded by Councillor Chatten, that Mr. J. McCarten, representing Rosebank Ratepayers, be heard. Mr. McCarten advised that they had no serious objections at this time, however, he did request at least one more week to allow their Solicitor and ratepayers an opportunity to review the new proposal submitted by the Authority. Kerr, Minister of Energy and Resources Management has proclaimed June 13 to June 21 as Conservation Week in Ontario; and asks the Township to join them in proclaiming same. See Resolution #195/70. Professor G. B. Orlob submits his comments on spraying against mosquitoes and preserving greenbelt and conservation areas. Copies to Council. It was suggested that the services of Poofessor G. B. Orlob be utilized and that perhaps a Committee on Conservation be formed. The matter was referred to the Committee of the Whole for further consideration. Also, on file are letters from Prof. Orlob on Conservation, dated May 26, 1970. The Women's Auxiliary of the Ajax and Pickering General Hospital requests permission from Council to hold its annual Tag Day on Thursday, and Friday evenings, June 4th and 5th, 1970. Refer to Resolution #211/70. Mr. N. A. Millington, Director, Allocations & Agency Relations confirms that representatives of the United Fund of Greater Toronto will meet with Council on June 2,1970, at g p.m. TNFOar-uTION The Ontario Municipal Association advises of the 72nd Annual Convention in Ottawa, August l6th to 19th, 1970. The Ontario Municipal Board forwards its decision (R.2042-70) of the Hearing with respect to Rest~icted Area By-law 3692/69, (Stevè Stavro) that it would be unwise planning to approve the subject by-law even for a limited time in the circumstances disclosed by the evidence. The application was therefore dismissed. The Town of Ajax confirms their Council has appointed Pickering Township Recreation Director, Mr. David Bass, to the Social Planning Council for the Ajax-Pickering area for the year 1970. Miss Hazel Fletcher of Toronto Teachers' College, congratulates Pickering Township on the community spirit and co-operation necessary to the founding and continued fostering of the Museum Project, which, she feels, provides the only real means of making history live for the school children of this area. McPherson that whereas the Minister of Energy and Resources Management has proclaimed the week of June 13 to 21 as Conservation Week in Ontario; AND WHEREAS the Township of Pickering falls under the jurisdiction of the Central Lake Ontario Authority; and the Metropolitan Toronto and Region Conservation Authority; AND WHEREAS these Authorities are desirous of reaching as many people as possible within their boundaries by requesting each municipality to proclaim a Conservation Week; BE IT THEREFORE RESOLVED that the Council of the Township of Pickering offer their co-operation and proclaim the week of June 13 to 21 as Conservation Week in this Municipality. Carson have under date of October 8, 1969, applied to the Council of the Corporation of the Township of Pickering for a loan und$r the provisions of the Tile Drainage Act~ AND WHEREAS By-Law Number 3724 of the Township of PiCkering autho~izes the Co~ncil to borrow upon the credit of the Co~poration such ~ or sums not exceeding $100,000.00 to assist land owners with drainage projects; AND WHEREAS the necessary funds will be raised by the issuance and sale óf debentures to the Treasurer of Ontario and the said debentures are not a charge against the credit of the Corporation; BE IT THEREFORE ENACTED that the Clerk be authorized to apply to the Treasurer of Ontario for the purchase of debentures in the amount of $7,000.00; THAT upon receipt of the approval of the Treasurer of Ontario to the purchase of these debentures, the Treasurer of the Townshjp of Pickering is hereby authorized to advance the said $3,000.00 to Mr. Aubrey J. Rudik that the Reeve and Clerk be authorized to sign the release for execution to permit the Township of Pickering to receive $573.96 as bequeathed by the Joseph John Brignall Estate, said sum to be used in the maintenance of the Bible Christian Church Cemetery in Part Ni Lot 19, Concession 4, as recommended by the Standing Committee of the Whole Council, May ll, 1970. Rudik, that the West Rouge Kiwanis Club be permitted to hold a "Box Derby on Saturday, June 20,1970, and that this Council hereby authorizes the closing of Island Road from Friendship Avenue at the West Rouge Shopping Plaza to the intersection with Rouge Hills Drive between the hours of 12:00 and 4:00 p.m. in accordance with the request received from Mr. R. C. keily, D.C., and that the Roads Department be authorized to loan approximately 150' - Oil of snow fencing and four barricades to the West Rouge Kiwanis Club, and that the Pickering Township Police and Fire Departments be notified of this resolution, as recommended by the Standing Committee of the Whole Council, May 11,1970. Ashe, that whereas Council by Resolution #90/70 instructed that a Local Improvement be initiated to serve Sunrise Avenue from Chipmunk ,to Breezy Drive; AND WHEREAS the Engineer has submitted Report &-19/70 to Council; BE IT THEREFORE RESOLVED that the Township Council adopt the Engineer's Report; and that the necessary by-laws and notices be prepQred and the approvals of the Ontario Water Resources Commission and the Ontario Municipal Board be obtained; and that the Engineer be authorized to call tenders. Ashe, that of the three Taxi Cab Owner licens~s presently held in escrow, one license be granted to Mr. Ralph Stanley Mahood and one be granted to Mr. Earl Raymond Devonald, and that these applicants be advised they should meet with all the conditions of the By-law and be ready to commence operation wit hin six weeks from date of notification, further that they furnish the Municipal Law Enforcement Officer with a letter from Atlantic Taxi C~pany confirming the necessary despatch arrangements, as recommended by the Standing Committee on By-Law Enforcement, May 13, 1970. CARRIED - 9- 12/70 Resolution #209/70 MOVED by Councillor D. Kitchent seconded by Councillor R. Chatten, that whereas the Provincial Government G.O. Transit proposes to initiata a mini-bus servide in the Bay Ridg$s area of Pickering Township; AND WHEREAS this servicè will commence in mid June, 1970 on an experimental basis; AND WHEREAS the Prov2ncial Government's G.O. Transit will require Township Couqcil permi~.ion to operate such servlc$; ~ , AND WHEREAS this experiment will be the pilot to possible future expansion of the mini~btis service to municipalities such as the Town of Whitby, and the Town of Ajax; AND WHEREAS this service will be of great benefit to the local inhabitants of the municipalities concerned; BE IT THEREFORE RESOLVED that the Provincial Government G.O. Transit be anQ is hereby permitted to operate the proposed mini-bus service on an experimental basis commencing in mid June with the eventual incorporation of a permanent service to be contingent upon the results of the experiment. CARRIED Resolution #210/70 MOVED by Councillor D. Kitchen, seconded by Councillor J. Kruger, that whereas it is the intention of the Provincial Government G.O. Transit to commence an express bus service to CKpand on its present G.O. Transit service to the Pickering Station; AND WHEREAS the said express service will be expanded to the east between Pickering G.O. Station and the City of Oshawa with intermediate stops at Whitby and Ajax; AND WHEREAS the Municipalities of the City of Oshawa and the Town of Whitby have granted permission to locate express bus terminals within their respective jurisdictions; BE IT THEREFORE RESOLVED that the Pickering Township Council permit the express bus service to operate within the Township of Pickering with a terminal location at the Pickering G.O. Transit Station. CARRIED Resolution #211/70 MOVED by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. McPherson that the Women's Auxiliary of the Ajax and Pickering General Hospital be permitted to hold its annual Tag Day on Thursday and Friday evenings, June 4 and 5, 1970. CARRIED Resolution #212/70 MOVED by Councillor R. Chatten, seconded by Deputy Reeve G. Ashe, that Mr. Don Empey (Ajax Floor and Rug Service} be retained under contract for the janitorial services of the Pickering Township Municipal Administrative offices for a further one year at the current rate paid in the preceding year and further, that the contract year commence on June 1st, 1970, as recommended by the Standing Committee of the Whole Council, May 25, 1970. CARRIED - 10- 12/70 Resolution #213/70 MOVED by Councillor R. Chatten, seconded by Deputy Reeve G. Ash~, that the fence and drainage problem on the southerly portion' of the Wellington Chest$r property be corrected as outlined by the Township Engineer at a cost set at $2,OOO~OO; and further, that the residents whose properties abut the SOl therly boundary of the Chester property and who are affected by the proposed new fence be contacted and advis~d of the Township's willingnes~ to erect a chain-link fence, the cost of such fence to be shareq on a 50/50 basis after deducting the cost for an eight-strand farm-type fence; and further, that the chain-link fence would be erected and that no maintenance agreement be included. Kruger, that the stump in front of Mr. & Mrs. Beckstead's 13 foot lot on Front Street be removed and that the timing of removal be subject to the Road Department's other works priorities, as recommended by the Standing Committee on Roads, May 20, 1970. CARRIED Resolution #215/70 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor J. Kruger, that the 1970 Streetlight Budget be amended to include streetlights on Port Union Road across the Rougedale Acre Subdivision, as recommended by the Standing Committee on Roads, May 20, 1970. CARRIED Resolution #216/70 MOVED by Councillor Mrs, J. McPherson, seconded by Councillor J. Kruger, that: - Street lighting be updated concurrently with the County improvement of Harwood Avenue between Highway No.2 and Doric Street. - The County be requested to provide storm sewers to convey drainage to an outlet on Doric Street east of Heron Street. - The County install rolled type curbs to permit angle parking in front of the commercial establishments on Harwood Avenue. As recommended by the Standing Committee on Roads, May 20, 1970. CARRIED Resolution #217/70 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor J. Kruger, that the Engineer be authorized to replace and extend the piping on Friendship Avenue in front of the West Rouge School to eliminate the open section and to permit fencing along the north lot line of Lot 98, as recommended by the Standing Committee on ~ads, May 20,1970. Kruger, that the Engineer be authorized to retain Oli.er Lloyd and Associates Ltd. to implement the expansion or the Bay Road Sewage Treatment Plant as per the preliminary report, as recommended by the Standing Committee on Roads, May 20,1970. Ltd. quotation of $320.00 for inspection of water intake and sewer outfall together with reports be accepted, as recommended by the Standing Committee on Roads dated May 20, 1970. CARRIED Resolution #220/70 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor J. Kruger, that the Engineer be authorized to design and arrange for the instalation of a standard Township walkway on the 20 foot strip of Township land between Lots 563 and 564 on Elvira Court and that the cost be provided from available contingency funds, as recommended by the Standing Committee on Roads dated May 20,1970. Kruger, that Mr. R.D.A.Houghton be advised that the To~ship is prepared to provide a letter acknowledging the encroachment upon Bay Street by the dwelling located on Lot 1, Plan M-gg, subject to the approval of the Township Solicitor and subject to the applicant agreeing to pay all costs involved in the provision of such encroachment permit, as recommended by the Standing Committee on Roads dated May 20,1970.
