Ashe, seconded by Councillor Mrs. J. L. McPherson that the minutes of the Council meeting held on April 20, be adopted as amended. Page 2 - Gravel crushing shown as 40t and 50t per ton should read 40t and 45t per ton respectively. CARRIED 1m ,ACCOUNTS See Resolution #174/70 il~ Councillor R. Chatten presented to Mr. Richard M. McBean, a certificate from the Ontario Water Resources Commission, received by Mr. McBean upon his successful completion of examinations. 1IY1--QELEGATIONS 1. Mr. John Brewin, Dunbarton Shores Ratepayers - re Conservation Authority's Project C.A.-60. 2. Mr. J. McCarten, Rosebank Ratepayers Association, Project C.A.-60. 3. 1 and 2 above Deferred - M.T.R.C.A. to redraft their approach to the completion of Project C.A.-60 and present it within 1+ to 6 weeks. Moved by Councillor V. Rudik, seconded by Councillor Mrs. J. L. McPherson, that Mr. Lee P. Morgan, Chairman of Pollution Committee, Pickering Rod & Gun Club, be heard. Mr. Morgan read from a prepared brief dealing with the effects of spraying against mosquitoes in the Frenchman's Bay area, pointing out that to kill mosquito larvae in the water also destroys the food chain of many other forms of life, including fish. (See brief on file) Mr. Morgan oIidvised that he has been advised by the Ontario Water Resources Commission, Denartment of Lands and Forests, and the Conservation Authority th9t they have not authorized the spraying of Frenchman's B~. CORRESPONDENCE The Village of Cannington advises their Council has endorsed the Township of Pickering resolution with respect to the Century City Development. The Metropolitan Toronto and Region Conservation Authority advises of a resolution passed by the R.D.H.P. Advisory Board that the Historical Sites Advisory Board be requested to investigate the possibility of assisting the Pickering Museum Boa~ in the development and operation of the Pickering Museum, or in the alternative, assume the responsibility and operation of the said Museum. Copies to Council. Instructions - Shouid the discussion enter into possible assumption of the Museum by M.T.R.C.A., the Township Council should be made aware of the situation and subsequently enter into the discussions. The Metropolitan Toronto and Region Conservation Authority for- wards answers to the questions asked by the Dunbarton Ratepayers' Association with respect to the Conservation Authority's Project C.A.-60. Copies to Council. The Metropolitan Toronto and Region Conservation Authority advises it has endorsed the Township of Pickering Resolution with respect to the Century City Development in the Township of Uxbridge. An invitation has been received by the Reeve to the announcement on the proposed York region on May 6. Consideration was given to cancelling meetings already scheduled for this date in order that members of Council may attend. Some members of Council agreed they should attend the presentation of the York region plan; however, Councillor Chatten pointed out that a number of items on the P.U.C. agenda required immediate attention and therefore suggested that the meeting should carry on as originally scheduled, g p.m., May 6th, 1970. The P.U.C. would meet in regular committee rather than in Committee of the Whole. It was further recommended that Pickmall be deleted from the P.U.C. agenda and that a meeting between Pickmall representatives and staff be arranged for a day meeting, to which Council agreed. Clerk to arrange. Dunbarton United Church presents offer to purchase the portable school building attached to the Old Baseline School. Referred to the Committee of the Whole Council. The Metropolitan Toronto and Region Conservation Authority draws attention to the projects of the Conservation Foundation and requests that the work of this foundation be brought to the attention of the general public. - 3 - 10/70 1YIJ 1. Kitchen, that the per diem rate for Planning Board, Committee of Adjustment and the Plumbing Board be $19.00, as recommended by the Committee of the Whole in Finance at their meeting of March 19, 1970. Kitchen, that the Township Engineer be authorized to discuss with the Department of Public Works, the elevation of the new Post Office, in an attempt to have it raised to be more compatible with the Municipal Building, as recommended by the Committee of the Whole Council, April 20, 1970. McPhe~son that the Engineering Department be authorized to purchase a level costing approximately $300.00 provided that the revenue side of the budget can be adjusted to absorb the expenditure not allowed for in the budget, as recommended by the Standing Committee of the Whol& Council, April 28, 1970. McPherson, that the Clerk purchase a new picture of the Queen for the Council Chambers and that the flags be mounted on the wall immediately behind the Reeve's desk, as recommended by the Standing Committee of the Whole Council, April 28, 1970. CARRIED Resolution #185/70 MOVED by Councillor V. Rudik, seconded by Councillor Mrs. J. L. McPherson, that Marb-O-Matic be given the 60 day extension requested in which to commence construction of industrial building, as recommended by the Standing Committee of the Whole Council, April 28, 1970. CARRIED Resolution #186/70 MOVED by Councillor J. Kruger, seconded by Councillor Mrs. J. L. McPherson, that whereas Robert J. Betson has under date of April 28, 1970, applied to the Council of the Corporation of the Township of Pickering for a loan under the provisions of the Tile Drainage Act; AND WHEREAS By-law Number 1048 of the Township of Pickering autmrizes the Council to borrow upon the credit of the Corporation such sum or sums not exceeding $10,000.00 to assist land owners with drainage projects; AND WHEREAS the necessary funds will be raised by the issuance and sale of debentures to the Treasurer of Ontario and the said debentures are not a charge against the credit of the Corporation; BE IT THEREFORE ENACTED that the Clerk be authorized to apply to the Treasurer of Ontario for the purchase of debentures in the amount of $1,800.00; THAT upon receipt of the approval of the Treasurer of Ontario to the purchase of these debentures, the Treasurer of the Township of Pickering is hereby authorized to advance the said $1,800.00 to Mr. Robert J. Betson; AND THAT the necessary By-law be drafted in accordance with the provisions of the Tile Drainage Act to provide for the levying of an annual rate over and above all other rates on the property of the said Mr. Robert J. Councillor V. Rudik, seconded by Councillor D. Kitchen, moves that By-law Number 3802/70 to stop up and close a part of a street formerly known as Fairport Street (now St. Martin's Drive) be now read a second time, and that Council go into Committee of the Whole thereon.
