ADOPTION OF MINUTES
Moved by Councillor Rudik, seconded by Councillor Mrs. J. L.
McPherson, that the minutes of the Council meeting held on
March 2nd, 1970, be adopted as presented.
CARRIED
The request for an amendment to the Council minutes of February
2, 1970, made by Mr. N. W. R. Boyes, Solicitor with the firm
of Manning, Bruce, MacDonald and Macintosh, acting for Mr. kunG
E. Stocke I bach, re application for the development of Avis Park,
was denied by Council on the grounds that Council was satisfied
that these minutes adequately recorded the matter under discussion.

DEPUTATIONS
Moved by Councillor Rudik, seconded by Deputy Reeve Ashe, that
Mr. H. Hitscherish be heard.
Mr. Hitscherish appeared before Council in support of his
application A 2/70 for a kennel License to raise German Sheppard
dogs, which was recommended to Council that it be refused.
Mr. Hitscherish made reference to other kennels operating
within the Townshi~ which were on less ground and in more
densely populated areas. He indicated that if his application
was denied, that he would be forced into raising broilers
(chickens) which could prove to be more objectionable than
dogs.

Rosebank Ratepayers' Association - Moved by Councillor kruger,
seconded by Councillor Kitchen, that Mr. J. McCarten be heard.
Mr. J. McCarten, spokesman for a large number of Rosebenk
homeowners, appeared before Council to object to t~e ~~sed
acquisition of their properties by the M.T.R.C.A. under Project
CA-60. He asked Council to delay ratification by resolution
of this project at least for one more month to permit the
residents affected the opportunity to investigate and consult
with rellresentatives of M.T.R.C..A. of just whilt 'the .ieu4ltian
was. '
The Council agreed to defer the resolution until the first
meeting in May, 1970 (May 4th} and 8u~gested that the Conserva-
tion Authority be requested to advise the affected property
owners of their total scheme by holding a public meeting- It
was the opinion of some members bf Council that the meeting
shou Id i nc' ude those peop I'e affected by Conservat i on programs
in the Fairport Beach, West Shore, Rosebank and West Rouge
areas.

Mrs. R. Timms, representing the North-Pickering Branch of the
Cancer Society, requests permission to put a poster "Cancer Can
Be Beaten" on the Street in Claremont during the month of April,
Council members were in agreement that the Cancer Society be
permitted to erect the sign as requested.
Mr. N. Cafik, M.P., Ontario Ridi~, advises that the Department
of Manpower and Immigration has agreed to the establishment of
a Manpower Referral Office in the Town of Ajax on a part-time
basis.

that a Provincial Court sub-office in the Pickering-Ajax area
will not be considered at the present time as it is felt it is
premature since there is not a sufficient volume of eases to
warrant such an office.

The Council members were of the opinion that Mr. Russell had
obviously missed the point with respect to Council's request
and suggested that he be again contacted to emphasize the need
of the establishment of a Provincial Court relative to
probationers.

Council noted that the number of dogs picked up was down as
compared with last year for the same month. From the number
of complaints received and dogs seen running at large the
situation could certainly be improved. The Clerk to contact
the Ontario Humane Society advising them to increase the patrol
and improve on pick-up.

that this Council does hereby endorse the recommendation of the
Planning Board õh March 5, 1970, and hereby directs that the
application (A2/70) to amend the zoning by-law by a specific
exemption for the north 132 feet of the west 660 feet of the
south half of lot 8, Concession 3, to permit the operation of
a dog kennel, be REFUSED .on the grounds that the property is
considered too small for the proposed use and the operation
is a 90tential health problem.

from "AU Agricultural to "M2" to permit expansion of an existing
industry and some new industries, be APPROVED on the grounds
that the use 1S existing, and is compatible with existing and

whereas Century City Developments limited have applied for the
creation of an Improvement District, and the re-zoning of 46
acres for industrial developMent, and have now announced com-
pletion of a $4 million loan to finance the first stage of the
proposed Century City to be located in Uxbridge Township, and
an upstream sewage treatment plant to service the development
which it is stated will be located in Pickering Township;
AND WHEREAS Century City Developments limited hav~ never
attempted to seek approval for their total project through the
normal channels and specifically have never directly approached
the Township of Pickering to discuss the financial, physical,
environmental, planning or pollution impact of the proposed
Century City on the Township;
AND WHEREAS the proposed Century City will have an adverse
fi nanc i a,l i nfl uence on those Mun ici pa I it ies in Ontar ~ 0 County
specifically, as well as the whole Province of Ontario, and at
~o time have Century City Developments limited dem~~.trated as
tc¡ how these costs will tIe offset to the sat i sfact io~ of the
T~w~ip of Pickering:

AND WHEREAS ~he Ontario Water Resources Commission studies for
York and Ontario Counties, as well as municipal servicing
studies for Pickering Township do not consider a sewage trea~ment
plant in the location decided upon by Century City, and further
these reports attempt to eli.inate no~ create additional upstream
sewage treatment plants;
AND WHEREAS the proposed Century City does not conform with the
lake orientated development proposals of M.T.A.R.T.S. which were
endorsed by the Township of Pickering;
BE IT THEREFORE RESOLVED as follows:
I)
That Century City Developments limited be informed forthwith
that the Township of Pickering vigorously opposes the
development of the proposed Century City on the basis that
the development will have an adverse and undesirable
influence on the orderly and economic development of the
Township of Pickering;
2)
That the Township of Pickering will fight against any atte~t
to establish upstream sewage treatment plants for in the
commitment of the Township of Pickering to combat pollution
and seek to control it within those bounds demanded by our
ratepayers, the Township refuses to move from the pol icy of
locating all sewage treatment plants within the Municipality
on lake Ontar i 0;
3)
That the Township of Pickering will resist any attempt to
alter its Official Plan and Zoning by-laws in conjunction
with the Century City development;
That the Township of Pickering will object strenuously to
any attempt by the Township of Uxbridge to alter its
Official Plan and Zoning By-laws to permit the Century City
development;

That the Township of Pickering inform the Provincial Ministers
of Education, Highways, Energy and Resources, Municipal
Affairs, and Treasury and Economic, as well as Metropolitan
Toronto Planning Board, Metro Toronto and Region Conservation
Authority, Ontario Water Resources Commission, Hydro Electric
Power Commission, the Ontario County Board of Education and
every municipality within the jurisdiction of the latter
Board, of theamcerned alarm we feel regarding the likely
impact of the Century City development on the education
costs within the County Board area, as well as the Provincial
costs resulting from the proposed Century City development.
In the absence of reasonable projections of costs and the
manner of their being offset, and in view of the apparent
intent of Century City Developments limited to ignore the
real interest of all municipalities Wthin Ontario County,
the Township of Pickering takes the position that Century
City should not be permitted to be developed until all costs
have been explained to the satisfaction of all the municipali-
ties within the area of the Ontario County Board of Education
and affected Provincial Departments.

Council adopt the report of the Township Engineer. E-9, re the
Waterworks Program Step #3 expansion of the J~ Sherman Scott
Water Treatment Plant and authorize the Township Solicitor to
prepare the by-law and to assist in the application to the
Ontario Municipal Board for the financial approvals at a total
estimated cost of $573,175.00 with the proposed financing of th,
works made by the sale of debentures, bearing interest at 10% to
extend over 20 years with the annual repayment at approximately
$67,325.00.

By-Law Number 3791/70
Deputy Reeve G. Ashe, seconded by Councillor Kitchen, moves for
leave to introduce a By-law of the Township of Pickering to
confirm the proceedings of the Council of the Corporation of
the Township of Pickering at its meeting held on the 16th day
of March, 1970, and that same now be read a first time.
Deputy Reeve G. Ashe, seconded by Councillor Chatten, moves
that Øy-Iaw Number 3791/70 to confirm the proceedings of the
Council of the Corporation of the Township of Pickering at its
meeting held on the 16th day of March, 1970, be now read a
second time, and that Council go into Committee of the Whole
thereon.
The Committee of the Whole arises and reports the By-law as
read.
