The Clerk took the Declaration of Office of each member of the 1970-1971 Council. Reeve Williams called oq Reverend Dr. William McKay to deliver devotional services for the new Council. Rev. Dr. MCKay said a prayer and wished Council the best for the New Year. Reeve Williams and each member of Council spoke on matters which they will endeavour to place before Council during their term of office and to take effective action to see that these serious matters are carried out. 2. Continued co-operation with our neighbouring municipalities. Regional Government and our eventual joining up with Metropolitan Toronto. Engaging a Township Manager. Extension of nursery school programs. Establishment of Environmental M~nagement Advisory Panel Proposal of district secondary plans for a new Official Plan to guide the development of the Township. (9) Increased street lighting. (10) Look into the private road situation. (11) Assist in the five-year program for Brougham Pioneer Village~ (12) Expand the community use of schools. illi- ADOPTION OF~UTE2 Moved by Cotlncillor V. Rudik, seconded by Councillor J. Kruger that the minutes of the Council meeting held on December 29th, 1969 be adopted as presented. J!II1--DELEGATIONS CARRIED 1. Moved by Councillor Rudik, seconded by Councillor Kruger, that Mr. S. Mbrtin be heard. Mr. MQrtin appeared before Council to request that his applica- tion be accepted for a taxi owners license. He advised Council --- 2. ' 3. - 2 - 1/70 that he would qualify with respect to drive~ license and insurance coverage. He went on to explain that he wishes to become self-supporting, since he is and has been from time to time a Welfare receipient. He was advised by Council that the by-law presently in force provides for 19 taxi owner operators within the Municipality and that all are issued, with four to five ap,licants on the waiting list. His application would be considered on the same basis as other applicants. With that assurance, Mr. Mortin retired from the Council Chambers. Moved by Councillor Chatten, seconded by Councillor Rudik, that Mr. L. L. Burke be heard. Mr. Burke appeared on behalf of the developers with respect to the Pickmall Plaza. Mr. Burke inquired whether Council was prepared to consider the project as the extension terminated January 5, 1970. The Council deferred the matter to January 7th, 1970, recommending that it be placed on the P.U.C. agenda, which was agreeable to Mr. Burke. He was advised to appear by 9:30 p.m. Moved by Councillor Kruger, seconded by Councillor V. Rudik, that Mr. Colin Robinson be heard. Mr. Colin Robinson, representing the West Shore Ratepayers Association, spoke with reference to appointments to the various Boards and Committees, asking that the West Shore area be considered when appointments are being made, as there is no representation from that area on any of the Boards or Committees at the present time. Council to consider this. It was suggested that interested parties submit a resume to Council expressing their wish to serve the Municipality in this respect. lIYl~ CO~E~PONDENCE 1. 2. 3. 4. The Clerk reports on the Archeological Site, Miller Property, re preservation of same, inquiring if this is still the wish of Council. * See instructions on page 3. Copies to Council. The Department of Mines, re Aldo Recreational Park Ltd., advises that their involvement concerns the request to take material from a sand-bar extending into Lake Ontario, and they are prepared to issue a license providing this company first obtains clearance from the Township and other authorities as previously mentioned. Mr. Ronald 1ittlemore of Claremont reports that Zoning by-laws are not being enforced with respect to two barnlike structures recently erected on small lots, Part Lot 33, 7th and 6th Concessions. Referred to the By-Law Committee. The District of Parry Sound Municipal Association forwards their resolution re amalgamation of all Welfare Services to be administered under a Municipal, Dis~r1c~, County or Regional Board, and requests the Township of Pickering to endorse same, , , Copies to Council. The Frenchman's Bay Ratepayers' Association is requesting the flooding of an ice rink on their park on Commerce St. in Bay Ridges. Instructions - (1) The Parks and Recreation Department be . instructed to flood the ice rink in Balsdon Park. (2) The Parks and Recreation Department prepare an ice surface in the Parkette on Kirkdene and East Ave. and continue to maintain same through the skating season. INFORMATION The Ontario Good Roads Association advises of their 76th Anniversary Convention, February 23, 24, 25, 1970, at the Royal York Hotel, Toronto. Rudik, that the owners of land abutting the east side of Brock Road, north of Bayly Street be permitted connections to the sanitary sewer and watermain subject to: - Payment in cash for the connections from the mains to the streetline. - Payment of rates equivalent to the rinallocal improvement rates to be assessed against the west frontages upon finaliza~ tion of the Local Improvement Contract for sanitary sewer mains and watermains, either in cash or over a period of 20 years secured by a special agreement to be registered against the title of the properties requesting service. Rudik, that the Council of the Township of Pickering defer the appoint- ment of members to the appointed positions on the various Boar~s and Committees of the Township and that the Clerk advertise in the local papers for interested citizens who might wish to serve as a member on a particular Committee or Board.
