Chatten Councillors - V. Rudik R. Mason D. Kitchen A. King J. Kruger Clerk D. J. Plitz lI__~_ ADOPTION OF MINUTES Moved by Councillor A. King, seconded by Councillor J. Kruger, that the minutes of Council meeting held on December 15th, 1969, be adopted as present ed. CARRIED CORReSPOnDENCE 1. The Canadian Transport Commission advises that protection has been installed at the Townline Road level crossing, mile 172.51, Havelock Subdivision, Locust Hill. 2. The Canadian National Railways, in reply to the Township's request to extend the area of pickup and delivery services, outlines the area in the Township which is presently being serviced, stating it would not be feasible to extend service. Instructions - Council requests that a meeting be arranged with the Canadian National representatives with respect to pickup and delivery services. 3. Bell Canada advises their stay is now complete, regarding the Township's request to extend the 839 ~xchange boundary, and that relocation of the boundary is not warranted, but that foreign exchange service is available to customers desiring Toronto calling. Copies to Council. Instructions - Clerk to arrange to have the Bell Canada representa- tives appear before a Committee of Council. 4. Mr. William Saccoccio, Architect, Pickering Township Sports Arena, submits Job Report No. 9 for the Arena. Copies to Council. 5. The West Rouge Hockey Associttion requests ice time for their hockey teams once the Arena is complete. Instructions - Mr. C. Ettinger to prepare a final report on the standing of the Parks and Recreation Budgets for submission to Council at the earliest possible date. 6. Mr. J. Haney, Parks Administrator, submits statement of Picketing Township Hockey Association, showing balance as at November 30, 1969 · Instructions - Copies to Council - Referred to Committee. Resolution #355/69 MOVED by Councillor D. Kitchen, seconded by Councillor R. Mason, that the accounts for the month of December, 1969, be paid as recommended by the Standing Committee on Finance, December 29th 1969. , General Funds $1,932,720.17 Water 68,$67.75 Reads - Subsidizable - NonSubsidizable $$7,913.85 _ 76.373. $2,077,561 ii7 CARRIED Resolution #356/69 MOVED by Deputy Reeve R. Chatten, seconded by Councillor R. Mason, that the Council of the Township of Pickering agrees to send a letter to Douglas Leaseholds Limited absolving this firm of any claim for injuries to persons taking part in the recreation of skating on their property, subject to the Township Solicitor investigating the legal aspects in using private property for recreational purposes; and further, that the Clerk investigate the insurance coverage; and further, that the Recreation Depart- ment be requested to include the ice service flooding in thmir schedule of work. CARRIED Instructions to Mr. J. Haney: - All outdoor ice surfaces be posted with signs prohibiting hockey, or suggesting hockey at certain times during the day - Mr. Haney to advise Council of the action taken. By-Law Number 3758/69 Councillor R. Mason, seconded by Councillor V. Rudik, moves for leave to introduce a By-law of the Township of Picketing to dedicate Part Lot 35, ~ange 2, Broken FrDnt Concession; Part Lot 30, Concession 1~ and Part Lot 33, Concession 2 as public highways, and that same now be read a first time. Councillor R. Mason, seconded by Councillor A. King, moves that By-law Number 37~8/69 to dedicate certain lands as public highways be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor R. Mason, seconded by Councillor J. Kruger, moves that the report of the Committee of the Whole on By-law Number 3758/69 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-Law Number 3759/69 ~ Councillor D. Kitchen, secon~by Councillor A. King, moves for leave to introduce a By-law o~1~he Township of Pickering to authorize the sale of Lots lly arid ll8 on Plan 285 to The ~ Corporation of the County of Ontario and that same now be read a first time. ' Councillor D. Kitchen, seconded by Councillor R. Mason, moves that By-law Number 3759/69 to authorize the sale of Lots ll7 and ll8 on Plan 285 to the Corporation of the County of Ontario, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor D. Kitchen, seconded by Deputy Reeve R. Chatten, moves that the repor~ of the Committee of the ~nole on By-Law Number 3749/69 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. By-Law Number 3692/69 - Third Reading The Committee of the Whole arises and reports the By-law as read. Councillor V. Rudik, seconded by Deputy Reeve R. Chatten, moves that the report of the Committee of the Whole on By-law.Number 3692/69, to amend the provisions of By-law 3036, as amended, pursuant to the provisions of '~he Planning Act, R.S.~. 1960, Section 30, as amended, to permit the operation of a food market with complementary retail outlets (Stavro - Part Lot 20, Conc. l, and Lots i and 2, Plan 316) be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED ~ NEW AND UNFINISHED BUSINESS 1. Outdoor Skating Rink - Proposal The following memo was sent to Reeve and Council from the Clerk. December 24, 1969. Mr. Bill Milton of the Bay Ridges Town Houses on Bayly and West Shore Blvd. has made inquiries of the Clerk's Office into whether or not Council would be agreeable to permit Parks and Recreation to include within their scheduling of flooding rinks, a rink which they intend to provide for the residents of the West Shore area on land owned by the Douglas Leaseholds Co. Ltd. The exact location of this property is the triangular pieee of land just West of the Town Houses on Bayly. Mr. Bradfield, Property Manager, Douglas Leaseholds is arranging with Nr. Milton to provide the land without cost; however, they are asking for a letter from Mr. Milton which would absolve Douglas Leaseholds of any claim for injuries to persons taking part in the recreatic~u of skating on their property. The other point which I wish to bring to the attention of Council at this time is that the flooding arrangements were discussed with the Parks and Recreation Department and they are agreeable to providing this service depending of course on authorization of Council which we are asking Council for at this time. Reeve Williams and members of Council conveyed the best ~wishes for the New Year to the residents of the Township and in particular to Councillors Mason and King who ended their term with Council. ADJOURNMENT 34/69 Noved by Councillor j. Kruger, seconded by Councillor A. King, that this Council meeting now adjourn to reconvene into Committee of the Whole at 9:00 p.m. CARRIED
