W.J. Nolan Ltd. requests return of Builder Risk Policy, since the Fire Hall project is complete and the building turned over to the Fire Chief. Council to inspect Fire Hall and accept same. Fire Chief D. Lynde reports that there are a number of items which must be done by the contractor before acceptance of the new Fire Hall can be made. He would advise Council when these have been completed and ready for acceptance. 3. Mr. William Newman, M.P.P. forwards copy of the M~inister of Education's reply regarding the Township's inquiry on the proposed swimming pool. Copies to Council. - 2 - 32/69 4. Mr. K. Carr, Industrial Commissioner, submits Offer of_P~rc~ase and Sale for two acres of Picketing Township Industrial ~ana. Referred to Committee. 5. The Ontario County Board of Education forwards copy of their resolution with respect to the swimming pool to be built at the Dunbarton High School. Copies to Council. 6. The Salvation Army requests permission to put a Christmas kettle out in the Bay Ridges Shopping Plaza, and also requests permission to serenade the residential area of Picketing. King, that the tender of Dagmar Construction in the amount of $79,434.57 be accepted for the construction of sanitary sewers, watermains and road in the Township industrial park, subject to the approval of the Township Engineer. CARRIED Resolution #322/69 MOVED by Deputy Reeve R. Chatten, seconded by Councillor J. Kruger that Resolution #188/69 be amended to read "to include local improvements on the Altona Road from H~ghway 401 to Sheppard Avenue" instead of from Highway #2 to Sheppard Avenue, and that the Engineer prepare his estimates accordingly. CARRIED Resolution #323/69 MOVED by Councillor A. King, seconded by Councillor R. Mason, that the Council of the Township of Pickering agrees to the extension of 60 days to the existing contract with The Ontario Humane Society, as suggested by the Ontario Humane Society, and the members appointed to the "Regional Animal Control Committee" explore the possibility of negotiation with Scarborough, as recommended by the By-Law Committee, October 15, 1969. Kitchen, that the Council of the Township of Picketing agrees in principle to the County Engineer's proposal for realigning the Fourth Concession Road at Brock Road involving the closing of the level rail crossing at Sideline 16/17 subject to satisfactory arrangements being made for the treatment of all Township roads affected by the diversion, including Church Street and Forbrock Road, as recommended by the Standing Committee on Public Utilities, November 5, 1969. CARRIED Resolution #325/69 MOVED by Deputy Reeve R. Chatten, seconded by Councillor D. Kitchen, that Mr. J. Townson be given the merit increase of $250.00 per year recommended in the 1~69 Engineering Budget retroactive to January 1, 1969, as recommended~ by the Standing Committee on Public Utilities, November 5, 1969. CARRIED Resolution #326/69 MOVED by Deputy Reeve R. Chatten, seconded by Councill~ D. Kitchen, that an appraisal be made of the Township's Uxbridge gravel pit, as recommended by the Standing Committee on Public Utilities, November 5, 1969. CARRIED Resolution #327/69 MOVED by Deputy Reeve E. Chatten, seconded by Councillor D. Kitchen, that the Department of Highways draft offer to sell be accepted and that the Reeve and Clerk be authorized to sign the necessary documents transferring the lands to the Department of Highways, with respect to the Highway #2 road widenings, as recommended~by the Standing Committee on Public Utilities, November 5, 1969. CARRIED Resolution #328/69 MOVED by Deputy Reeve R. Chatten, seconded by Councillor D. Kitchen, that the Department of Highways of Ontario be advised that the Township of Picketing wishes to upgrade the existing lighting in accordance with the Department's policy for highway illumination and that the Township is prepared to enter into a cost sharing agreement with the Department to improve the quality of illumination, as recommended by the Standing Committee on Public Utilities, November 3, 1969. CARRIED Resolution #329/69 MOVED by Councillor V. Rudik, seconded by Councillor R. Mason, that whereas the Township of Picketing and the Metropolitan Works Department are finalizing plans for sanitary landfill sites in the Township of Pickering; AND specific plans include the reconstruction of the Third Concession Road in Lots 19 and 20 in the immediate vicinity of the archeological site involving the remains of in Iroquois Village known as the Miller Site; BE IT HEREBY RESOLVED that the Picketing Township Council endorses the resolution of the Board which strongly recommends that adequate safeguards be built into any such agreement between the Picketing Township Council and the Metro Toronto · o........Cont~do Resolution #329/69 - Cont'd. CARRIED Resolution #330/69 MOVED by Councillor A. King, seconded by Councillor J. Kruger, that Council does hereby endorse the instructions of the By-Law Committee of the Whole Council, of November 12th, 1969, to the Municipal Law Enforcement Officer to contact the Township Solicitor and initiate proceedings to obtain a court order to stop the improper use of the addition to a building, under the name L. Kulyk, Part of Lot 29, Concession 5. CARRIED Resolution #331/69 MOVED by Councillor R. Mason, seconded by Councillor A. King, that the Council of the Township of Picketing approve in principle the payment of Volunteer Fire Fighters attending the Regional Fire School, subject to further e~sideration regarding the rate of payment, as recommended by the Standing Committee on Fire, November 12, 1969. CARRIED Resolution #332/69 MOVED by Councillor V. Rudik, seconded by Councillor D. Kitchen, that this Council does hereby endorse the recommendation of the Picker~g Township Planning Board on November 13th, 1969 regard- ing the Draft Official Plan; and hereby directs that: (a) the Official Plan Committee be re-convened to discuss the comments received, recent developments, and other regional reports; ~ (b) the Official Plan Committee concentrate on the preparation of District Plans to amend the present Official Plan, including the appropriate policies from the proposed Official Plan, with priorities to be given to the West Shore and West Rouge areas; (c) public notification to be given for the District Plans in a similar manner to the notification given for the Hamlet Study; (d) the proposed Official Plan be revised as necessary for use as an interim policy, pending the results of the Metropolitan Toronto and Region Transportation Study and the Oshawa Area Planning and Development Study prg. posals --this revision to include necessary items arising out of discussions on Rural Estate Development and Floodplain Lands; (e) the proposed Official Plan be reconsidered when the results of the M.T.A.R.T.S. and O.A.P.A.D.S. proposals are known. Kitchen, that this Council does hereby endorse the recommendation of the Pickering Township Planning Board on November 13th, 1969; and hereby directs that the approval for application A 18/68 by Resolution #83/69 be considered as null and void, as the time limit (October 23rd, 1969) has expired and the conditions of approval have not been fulfilled; and further that the file be closed accordingly. Rudik, that the amend~ agreement of Purchase and Sale to include refund of the Building Deposit of $600.00 be refunded to Easto Builders Limited and that the Reeve and Clerk be authorized to execute the a.~uended agreement with respect to the purchase of Lots ll7 and llS, of Registered Plan 284, as recommended by the Standing Cont~itDee of the Whole Council, November 17, 1969. Rudik, that the Engineer be Anstructed to continue his recommendations to the Committee of Adjustment, that outstanding local improve- ment charges and special charges be prepaid in cash and that such prepayment be made to the satisfaction of the Township Engineer; further, that we recommend to the Council of 1970 that the policy come up for review as early in 1970 as possible, as recommended by the Standing Committee on Roads, November 19, 1969. Kruger, that the Council of the Township of Pickering concur with the recommended amendment of the Executive Committee to Clause No. 1 of Report No. 12 of The Works Committee Report "Respecting Water Pollution C~ontrol", as recommending by She Standing Committee of the Whole Council, November 24, 1969. CARRIED Resolutior~339/69 MOVED by Councillor D. Kitchen, seconded by Councillor J. Kruger, that the Township Solicitor and Engineer represent the Township of Picketing at the Township of Uxbri~ge Hearing on December 2, 1969, and object to the amendment of By-law 1517 of the Township of Uxbridge with respect to the rezoning of the 46 acres of Uxbridge Township lands until such time it is shown that the method of disposal of wastes from the proposed industries will not pollute the streams in the Township of Picketing, as recommended by the Standing Committee of the Whole Council, November 24, 1969. Kruger, that the Township Solicitor represent the Township of Picketing at the Township of Uxbridge Hearing December 2, 1969, and continue on its behalf their objection to the Township of Uxbridge application to amend their By-law 1517, pertaining to Pits and Quarries (Gravel Pits), as recommended by the Standing Committee of the Whole Council, November 24, 1969. Rudik, that the Council of the Township of Picketing permit the Kinsmen Club of Bay Ridges and the Bay Ridges Community Centre Boards to conduct a Santa Clause Parade on Saturday, December 13, 1969, at 9:00 a.m., the route to be as follows: Begin at Frenchman's Bay School; proceed north on West Shore Blvd; right on Bayly Street to the easterly end of the Town Houses; disassemble -- Re-assemble at Tatra Drive and Liverpool Road at approximately lO:O0 a.m. (Peace Lutheran Church); proceed easterly along Tatra Drive to Modlin Road; thence southerly to, and westerly along Krosno Blvd. to Annland St.; south on Annland St. to Shearer Lane; thence easterly to Balaton Ave.; southerly on Balaton Ave. to Colmar Ave., to Cortez Ave., to Sir John A. Poulsson, P. Eng. submits report on Water Works Program Step 3 Expansion of Water Plant. Council referred this to their next P.U.C. meeting, also indicating that they could not commit a future Council to these expenditures.
