Moved by Councillor V. Rudik, seconded by Councillor J. Kruger,
that the minutes of Council dated September 15th, 1969 be adopted
with the following amendment -- Delete comments follow,lng By-law
~3668, pertaining to that by-law.
~III PRESENTATION
Moved by Councillor V. Rudik, seconded by Counoillor R. Mason,
that Mr. S. Outhouse be heard.
Mr. Outhouse, speaking on behalf of the Greenwood Rural Pee Wee
Baseball Team. advised Council of his team's success in winning
the Ontario Rural Pee Wee Soft Ball Championship, winning 25 .el.
29 games played.
Reeve Williams, on behalf of Council, congratulated each team
member and their coaches, Messrs. George Staley and S. Outhouse,
presenting them with Township medallions.
The Council entered into a discussion with respect to other forms
of recognition they should make with respec~ to.. onr a~hleteS, in
particular those who have succeeded in bringing championship
honours to our Ml~icipality such as this Pee Wee team.
MOTION
Moved by Councillor V. Rudik, seconded by Deputy Reeve R. Chatten
that the method and policy with which Council should recognize
Pickering To-~,~ship athletes be referred back to the Committee of
the Whole Council for discussion.

1. The Bay Ridges Branch of the Royal Canadian Legion requests
Permission to conduct their, annual POPPY Day Campaign November 5
to November 11, 1969:

2. Mrs. A. Brown of the ~'ost Rouge advises of the pollution of water
courses and ditches by u=adeiivered merchants' circulars in the
West Rouge area.
Referred to the By-law Department.
3. The O~tario Water Resources Commission, in reply to the Township's
......... ~ -~r-o'~osal for the construction of a water

that due to compiica%ions arising from the apparent indeterminate
position of regional gove.rnment p.roposals for the area, such a

Mr. J. Faulkner, Planning Director, forwards copy of a letter
sent to the Metropolitan Toronto & Region Conservation Authority
requesting that they give consideratien and assistance to the
Township in a study to delineate floodplain and valley lands
within the Township boundaries.

5. The Ontario Humane Society suggests that since Bill 194 may not
become law until the year end that the existing contract with the
Township be extended on the present terms of the agreement that
~ the contract can be terminated on sixty days' notice.

6. The Owasco District Council Boy Scouts of Canada request
~ermission to hold their annual "Boy Scout Apple Day Sale" on

?. Mr. F. Calderone of Calderone's Florist objects to weed cutting
charges on his property.
Referred to the County Weed Control Department.
8. The Assessment Department has indicated that they wish to appeal
the Hydro property assessments.
The Clerk explained to Council the purpose of the appeal made by
the Assessment Department, advising that the 1969 assessments on
Hydro properties were_received after the. ret~urn, of.the roll. made
on September 12th, 1969, and that what tAe uoun~y Assessmen~ was
appealing . to have these new assessments placed on the roll at
the next sitting of the Court of Revision. The Township ~ould
then realize the benefit of increased grants in lieu of taxes on
all Hydro properties in 1970.

The West Rouge Hockey League extends an invitation to the

$. The firm of Harries, Houser, Brown & McCallum advises that Miss
V. Swan has retained the firm of Blaney, Pasternak, Smela, Eagleson
& ~atson to act for her in the matter of the Township vs. Swan,
and they have been instructed to enter a defence.
5. Councillor J. Kruger submitted a brief s,,mmary outlining the
successes of certain members of the West Rouge Canoe Club who have
won recognition at the National and International level. The
Clerk was instructed to distribute copies of the brief to all
members of Council as well as the representatives from the news
media.

that whereas the week of October 5 to J. , 1959 has been proclaimed
as "Fire Prevention Week" in Canada, and
WHEREAS it is desirable that the attention of our citizens be
directed to the most practical means of preventing loss of life
and property by fire,
BE IT THEREFORE RESOLVED that the Reeve of the Township of
Picketing urges that all dwellings, public buildings, stores,
warehouses and factories be inspected by their occupants and
that all conditions likely to cause or promote the spread of fire
be removed.

Juvenile Girls' Softball Teem of Bay Ridges to cover transporta-

MOVED by Deputy Reeve R. Chatten, seconded by Councillor R. Mason
that the Council of the Township of Picketing a~cept the tender
of Aprile Contracting Limited in the amount of $19,786.50 for the
construction of a watermain and gravel road, Toy Avenue extension,
subject to receiving the approvals of the Township Engineer and
the Ontario Municipal Board, as recommended by the Standing
Committee of the Whole Council, September 22, 1969.

that the Recreation Department, together with the Planning
Department, prepare a report on the locations in the Township
which would be best suited for a sports park; and further, to
explore the possibility of locating a recreation area adjacent
to the sports arena, as recommended by the Standing Committee of
The Whole Council, September 23, 1969.

MOVED by Councillor D. Kitchen, seconded by Councillor A. King,
that any construction of the facilities in the Balsdon Park be
deferred indefinite ly until the utilization of the said park is
determined by Council; and further, that this Council recommends
to the Bay Ridges Community Parks Board that the following rules
be applied:
(1) That the softball facilities be restricted to use by teams
consisting of players 17 years and under.
(2) That a limit of four nights per week be allowed for ball
games, with a practice either Saturday or Sunday mornings,
but not both.
(3)That restrictions against the use of loudspeakers of any
kind are made effective at once.
(5)That a curfew of 11:00 p.m. be placed on any ball game on
all parks within the residential areas of the Township
and report back to Council, as recommended by the Standing
Committee of the ~hole Council dated September 23, 1969.

that the Township enter into a lease agreement for lands at the
rear of Lot 20, Plan M-36, and that the said agreement be drawn

that whereas the Canadian National and Canadian Pacific Railways
now provide pick-up and delivery service in parts of the urbanized
areas of the Township, and
WHEREAS the areas now served, covers specific streets within a
part of the Township of Pickering, and
WHEREAS the service now provided is inadequate and should be
expanded to serve the growing residential, commercial and
industrial developments which presently exist in our urbanized
areas of the Township,
BE IT THEREFORE ENACTED that the Council of the Township of
Picketing make formal request to the Canadian National and
Canadian Pacific Railways to provide free pick-up and delivery
to all residents, commercial and industrial establishments in
the urban part of the Municipality extending south from Finch
Avenue to the north shore of Lake Ontario and from the Pickering-
Scarborough townline east to the Village of Pickering - Town of
Ajax - Picketing Township townline.

1. THAT WHEREAS the Township of Picketing is in need of a top public
servant capable of managing the affairs of the Township on a day
to day basis;
AND WHEREAS the present system of government in the Township in
which Department Heads are directly responsible to the Committee
of the Whole Council does not permit adequate supervision, leader-
ship or management control to be exercised over the functions
performed by the Municipality;
AND WHEREAS this problem will increase with the approaching events
associated with regional government for our Municipality;
BE IT THEREFORE RESOLVED AS FOLLOWS:
1. THAT the position of "Township Manager" be created forthwith.
2. THAT a consulting firm experienced in the "manager" concept
be hired to work with the Personnel Manager and the Committee
of the Whole, to prepare a position description including
man specifications for the new position. In addition, to
review the job descriptions of the other Department Heads
and to recommend any necessary changes therein. This consult-
ing firm should also do the recruitment search in accordance
with Township practice already established.
3. THAT present members of the Townsnzp staff be encouraged
to apply if they feel they meet the necessary qualifications·

The Committee of the Whole arises and reports the By-law as read.
Deputy Reeve R. Chatten, seconded by Councillor V. Rudik, moves
that the report of the Committee of the Whole on By-law Number
2712/69, to amend By-laws 1978, 2511, 2520, 3036 and 3037, be
adopted, and that the said By-]aw be now read a Third Time and
PASSED, that the Reeve and Clerk sign the same, and the Seal of
the Corporation be affixed thereto.

confirm the proceedings of the Council of the Corporation of the
Township of Picketing at its meeting held on the6th day of October,
1969, and that same now be read a first time.

that By-law Number 3717/69 to confirm the proceedings of the
Council of the Corporation of the Township of Picketing at its
meeting held on the 6th day of October, 1969, be now read a
second time, and that Council go into Committee of the Whole
thereon.

that the report of the Committee of the. ~xole on Ry'-law Number
2717/69 be adopted~ and that the said By-law be now read a Third

(VIII) NOTICE OF MOTION
Moved by Councillor J. Kruger, that whereas a by-law to build
an indoor swimming pool at the Woodlands Centennial School site
has already been given two readings by this Council;
AND WHEREAS the conditions governing construction and control
of the indoor pool were previously agreed as between this
Council and the old School Board of School Area #2;
AND WHEREAS the forementioned School Board in Area #2 is no
longer a legal entity, but its understandings and agreements
are being carried on by the County Board of Education wherever
this is possible;
AND WHEREAS the conditions as agreed between Council and the
School Board in area #2 provided among other things that:
A. A contribution of approximately $35,000. would be made
towards the capital cost of construction;
B. To save money the pool would be integrated into the present
school building at the Woodlands site;
C. Architectural control would be a joint undertaking between
Council and the School Board, but the Architect would be
employed by Council;
D. The daily operational control of the pool once constructed
would be set out in an agreement which has already been
adopted in draft form by Council and the School Board of
Area #2;
AND WHEREAS Council recognizes the better location of the pool
at the Dunbarton High School Site, but unfortunately the advantages
outlined above which are available at the Woodlands site apparently
cannot be applied to the Dunbarton site;
BE IT THEREFORE RESOLVED AS FOLLOWS:
1. That Council request the County School Board to permit
Picketing Township to construct the indoor pool at the
Woodlands site under terms as originally .ag.reed with
the old school area board in School Area ~2,
2. That the Committee of Council and the County School
Board set up for the purpose of constructing this pqo.1,
be asked to implement the spirit of the request in (1~
above with all speed.
