Hoddenbagh of the Ajax-Picketing Christian Assembly Building Association be heard. Mr. J. Hoddenbagh appeared on behalf of his Association in an attempt to appeal ~o Coamcil to have the decision_of Planning Board reversed. He was asking permission to build a Christian Meeting Hall on Lots 3 and 4, Plan 392. (north-east corner of Picketing Beach Road and Beachview Avenue - See copy of prepared brief on file.) The Council upon reviewing the problem, made the following motion. MOTION Moved ~ Deputy Reeve Chatten, seconded by Councillor Rudik, that the a~lication as submitted by Ajax-Pickering Christian Assembly Buil4~ng Association be referred back to thePlanning Board for further consideration. CARRIED - 2 - 25/69 2. Moved by Deputy Reeve Chatten, seconded by Councillor ~son, that Mr. G. J. Perks of the Kinsmen Club of Bay Ridges Luc. be heard. Mr. Perks introduced the following local members of the Kinsmen Club -- Mr. Ronald A. Rubinoff, Lawyer Mr. J. King, Vice-President Mr. J~ Long, Chairman, Building Committee Mr. Perks outlined briefly what it was his Club wished to do with respect to the further development of Balsdon Park. It was the Club's intention to provide all necessary labour and building tradesmen to construct a building that would provide a change room, washrooms and refreshment booth. Their contribution would be approximately $8,000.O0 to $10,0OO.OO of total cost. The Kinsmen were prepared to enter into a lease agreement with the Township with respect to the concession; however, Council felt that the agreement should be gone into more deeply and suggested that they meet with the Kinsmen in Committee. 3. Moved by Deputy Reeve Chatten, seconded by Councillor Mason, that Mr. A. R. Black be heard. Mr. Black represented'a group of residents who live in the area of Balsdon Park who are opposed to the further development of the Park on the grounds this will only aggravate an already intolerable situation. (Refer to brief on file.) The Council suggested that Mr. Black meet with Council and members of the Kinsmen Club to see if a reasonable solution could be worked out on this matter. The Ontario Municipal Board forwards notice of approval dated September 9, 1969, for the construction and equippSng of an indoor ice arena, and the borrowing of the sum of $310,000.00, being the estimated cost thereof. 2. The Ontario Municipal Board forwards approval dated August 25, 1969, of the purchase of a 1970 Ford, MC850, triple combination fire pumper, 8$0 I.G.P.M. and of the borrowing of $31,000.00. 3. The Ontario Municipal Board forwards notice of approval dated September 10, 1969, for the construction of a watermain on Glendale Drive and Liverpool Road, and the borrowing of $115,000.00. The Ontario Municipal Board forwards notice of approval dated September 9, 1969, for the construction of a watermain and road on Toy Avenue, and the borrowing of $2&,&20.O0. 5. The Ontario Municipal Board forwards notice of approval dated September 10, 1969, for the construction of a sanitary sewer, watermains and roads on Salk Road, Plummet Street and Brock Road, and the borrowing of $16&,OO0.OO. 6. The Ontario Municipal Board forwards approval of Restricted Area By-law 3$9&, as amended by By-law 3682 (Gravel Pit Restrictions). 7. Mr. J. Faulkner, Planning Director~ forwards carbon copy of a letter addressed to the Community Planning Branch of the Department of Municipal Affairs, advising them of the Township of Picketing Planning Board's objections to the proposed residential development, Chalk Lake Holdings Ltd., Lot 1, Concession 1, Township of Reach. See Resolution #23&/69. 8. The September 10, 1969, issue of the Oshawa Times has an article outlining the industrial growth in the Township of Picketing. Copies to each member of Council. - 3- 24/69 9. The County's request for an amendment to the Power Commission Act to provide the Divisional School Boards with a portion of the grants in lieu of taxes as paid on Ontario Hydro properties, has been found through extensive investigation by the Ontario Minister of Education to be less desirable than under the present system of grants being paid direct to the municipality in which the property is located. See copy of letter from Minister of Education, Mr. William G. Davis, dated August 27, and copy of letter from James A. Taylor, dated September 3, 1969. Referred to Finance Committee. CC: Council. 10. The Village of Pickering advises that due to a heavy agenda, representatiwes could not find time to attend the joint meeting on September 9, 1969. They also advise that the Council of the Village of Pickering will not be interested in any future meetings on regional government until the Oshawa Area Study is completed. ll. The Salvation Army acknowledges and expressed appreciation for the ~50.00 grant towards the Social and Rescue work of their Organization. 12. The Municipal Welfare Administration regarding the agreement between the Township of Pickering and the Victorian Order of Nurses, forwards certificate of approval dated September 8, 1969, s~ned by the Honourable John Yaremko, ~inister of Social and Family Services. 13. Bell Canada advises that Claremont has been transferred from rate group number 5 to number 6, because of an increase in population. This change creates higher rates in the area. 14. It is requested that the Personnel meeting set for September 25, 1969, be rescheduled as there is a jointPlanning Board and Council meeting scheduled for that date. REPORTS 1. Kitchen, mowes for leave to introduce a By-law of the Township of Picketing to authorize the Reeve and Clerk to execute a Construction Contract for the construction of the Pickering Township Sports A~ena, and that same now be read a first time. Mason, moves that By-law Number 3709/69 to authorize the Reeve and Clerk to execute a Construction Contract for the construction of the Picketing Township Sports Arena be now read a second time, and that Council go into Committee of the Whole thereon. The Council adjourned to go into Committee to meet with Mr. William Saccoccio to discuss the negotiated figures received back from the contractors who submitted the low tenders. Lynview Construction Ltd. - $366,235.00 F. & %~. H. Massey Ltd. - $353,627.00 Mr. Saccoccio submitted revised tenders showing credits of $25,287.83 off the Lynview quote and $23,888.00 off the Massey quote. Using the original figures, the Council recommended that Lynview Construction be awarded the contract. The Council also suggested that Mr. Saccoccio attempt to build the arena as originally ple~ed and within the figure of $371,305.00. Mr. Saccoccio made a few quick calculations and advised that if the building was built as originally planned it would exceed the figure approved by the Ontario Municipal Board by approximately $8,000.00. He did say that he would discuss this with Lynview in an attempt to effect a further reduction and report back to Council. The Council left this with Mr.. Saccoccio to report back to Committee of the Whole prior to the contract being signed with Lynview. By-Law Number 3710/69 Councillor D. Kitchen, seconded by Deputy Reeve R. Instruction - Conc_ern was raised over the possibility that with this amen. ding by law, the .Council would be affecting the sale of the 1-1/2 acres of land N~ of Township Lot 18, B.F,R. 3. It was suggested that the by-law be rewritten to provide exemption to this 1-1/2 acres with respect to use for the purpose of a service station. Rudik, moves for leave to introduce a By-law of the Township of Picketing to dedicate part of Lot 6, Plan 330, as a public highway and that same now be read a first time. Councillor D. Chatten, moves that By-law Number 3713/69 to dedicate part of Lot 6, Plan 330, as a public highway be now read a second time, and that Council go into Committee of the Whole thereon. Instruction - The question was raised with respect to conditions set out '" b7 the Committee of Adjustment. Kitchen, that the tender of Winchester Construction Limited in the amount of $208,202.75 be accepted for the construction of a watermain and booster station in the Spruce Hill Area, subject to the approvals of the Township Engineer and the Ontario Municipal Board. CARRIED Motions 1. A motion to endorse the recommendation of the Picketing Township Planning Board on August 5th, 1969, that application A 12/69, to permit a Christian Meeting Hall to locate on Lots 3 and $, Plan 392, be refused on the grounds that the lot size is considered inadequate for the use proposed. Referred back to the Planning Board for further consideration. (VIII) UNFINISHED OR NEW BUSINESS 1. The Clerk advised Council that the response to the Joint_meeting of the nine Metro fringe municipalities on the subject or regional government and servicing was very poor with only four municipalities indicating they would attend. They were: Village of Stouffville Town of Richmond Hill Village of Woodbridge Township of Markham Under the circumstances, the Council directed the Cl~rk to advise those municipalities that the meeting scheduled for September 23rd, 1969, be cancelled due to conflicting dates of meetings and also as a result of the lack of sufficient information on which to base the discussions. 2. The Clerk advised Council of the additional cost for~he installation of the electrical doors to the new fire hall. The Council agreed at a previous meeting to install electric lift on the doors, however, Fire Chief Lynde is suggesting in addition the use of safety bars which will stop and reverse instantaneously the doors, on contact with an obstruction and ceiling switch, etc. costing the Mu~.icipality another $276.00 plus electrical work of approximately $200.00. The Council requested further information to be supplied by Chief Lynde. ~IX) NOTICE OF MOTION Moved by Councillor J. Kruger, that whereas the Township of Picketing is in need of a top Public Servant capable of m~naging the affairs of the Township on a day-to-day basis; AND WHEREAS the present system of government in the Township in which Department Heads are directly responsible to the Committee of the Whole Council does not permit adequate supervision, leadership or management control to be exercised over the functions performed by the Municipality; AND WHEREAS this problem will increase with the approaching events associated with regional government for our Municipality; BE IT THEREFORE RESOLVED AS FOLLOWS: 1. That the position of "Township Manager" be created forthwith. 2. That a consulting firm experienced in the "Manager" concept be hired to work with the Personnel Manager and the Committee of the Whole, to prepare a position description including man specifications for the new position. In addition, to review the Job descriptions of the other Department Heads and to recommend any necessary changes therein. This Consult- ing Firm should also do the recruitment search in accordance with Township practice already established. - 11 - 24/69 3.
