Chatten Councillors - V. Rudik R. Mason D. Kitchen A. King J. Kruger Reeve Williams introduced Rev. Dr. McKay a~ requested him to conduct a devotional service to launch Council on to their 1969 term of office. Reeve Williams proceeded to give a summary of the per- formances of the Council in 1968 and attempted to predict where this Township will be in twelve months time. Sc~e points covered= 1. Two readings of by-laws for the construction of an ice arena and swhaming pool. 2. 1968 mill rate provided a decrease in property taxes for the rural areas with only a minimal increase taxes to the urban area. 3. Building pemit restriction a direct cause in the de~line in tax assessment (100 building permit quota). 4. Balanced develol~nent- 50-50 basis- re~ construction of ltesidential and Industrial Coe~nercial accemplished in 1969. ' 5. Township engaged in a study of the Roads Needs for Picketing Township. Establislmaent of two street lighting areas. 7.Review of the Township'e Official Plan. 8.Cc~npletion of Water Reservoir (Rosebank). 9. In 1969 consideration for the construction of the new Sewage Treatment Plant on the Duffin's Creek. Fire Hall construction on Bayly St. to begin in 1969. 10. 11. The Townships participation in the Metropolitan To=onto and Region Waterfront Develol~aent Plan. 12. The Council obtained lhnited designation for equalizath~n of opportunity grants for Industry in Picketing Township. -2- 1/1/69 13. Township Council has commenced negotiations to in- vestigate feasability in joining with Metro Toronto. A further study is being undertaken with respect to regional government and will include Oshawa, Whitby, Ajax, Picketing Village, Picketing Township, East Whitby, Darlington and Bowmanville. Deputy Reeve Chatten, Chairman of th.e Public Utilities outlined the accomplishments of the Engineering Department. 1. The c(m~pletion of the 3,000,000 gallon Rosebank Water' Reservoir. " 2. The expansion of water services and future proposed expansion of both water service~ areas and water treat- ment facilities. Councillor Rudik, Chairman of the Property Committee - Council representative on Planning; Councillor Mason; Councillor Kitchen, Chairman of the Roads & Bridges; Councillor King, Chairman of the Fire and By-law Committee; Councillor Kruger, Chairman of the Finance Committee all reported on their various Committee's past accomplishments and future endeavours. The Reeve and Councillors had' words of commendation for the staff of the Township of Picketing. Moved by Councillor A. King, seconded by Councillor J. Kruger, that the minutes of the Council meeting held on December 30th, 1968 be adopted as presented. 1. ' Hon. W. Darcy McKeough, l~inister of Municipal Affairs confirms the date of January 28, 1969, at 3830 p.m. to meet with Picketing Township Council at his offices at 801 Bay Street. Reeve William inquired from Council and asked their opinion on the thought of having the following persons attend with him at the meeting with the Hon. Darcy Mclr,~oug~t8 Mayor Wm. LeOros - Town of Ajax Chairman Wm. Allen - Metro Toronto Reeve R. A. Murison - Picketing Village The Council were in full agreement with the idea and fe. lt that the attendance of these people-at this meeting wo~ld serve a good purpose. ~ 2. Town of Whitby confirm their pleasure in meeting with the Township Council on the 14th of January, 1969. The Council did however regretfully decline the offer of the T~n Council to meet for dinner prior to the meeting, rec~lmen~ing that the nozmal meeting commence at the hour of 8 p.m., January 14th, 1969. -3- 1/1/69 3. Metropolitan Toronto Industrial Commission advise of the date of their annual meeting, Monday, January 27th at 11~15 a.m. - 11th Floor of the Board of Trade. The Council suggested that Mr. Ken Cart attend this meeting. ~ 4. The .Hon. W. Darcy M.c~.~ough, Minister of the Department o.f Munxcipal Affairs advxses of the formation of the Executive Committee to explore the ~uestion of regional government in the area to the east of Metropolitan Toronto. He also advises of the expansion of the Executive Co~mittee to include two members fr~ the Township of Picketing. See Resolution %1/1/69. 5. Mr. A. P. W. Plumptre, Principal of Scarborough College expresses thanks to the Council of the Township of Picketing for their contribution for the stu4ent awards an~ ~hey look forward to the Councils continued participa- tion towards these awards. He also inquires whether Council would object to the awards being made available to second and third year students as well as the first year students. The Council referred the letter to the Finance Committee for consideration in their 1969 Budget. 1. The Ontario Association of Rural Municipalities advises of its 37th Annual Convention to be held in the Crystal Ballroom of the Sheraton-Connaught Hotel, Hamilton, on Monday, Feb- ruary 10, and Tuesday, February 11, 1969. 2. The Ontario Good Roads Association advises of a one day Seminar for Councillors to be held Monday, February 24, 1969, in the Canadian Room of the Royal York Hotel, Toronto. Copies to be forwarded to Council. 3. The Ontario Municipal Board forwards its order P.7752-68 approving Restricted Area By-law 3524, dated December 19, 1968. 4. Hon. ~eorge E. Gcm~e, Minister of Highways advises Municipal road and bridge subsidies are unlikely to be significantly greater than last year; and notification will soon be made re~ 1969 normal expenditures.
