PRESENT: Reeve J. R. Williams Deputy Reeve G. Ashe Councillors - V. Rudik Mrs. J. L. McPherson D. Kitchen R. Chatten Clerk D. J. PIitz (Councillor Scott - Absent - on Vacation) INFORMATION 1. The following memo was received. 2. FIRE DEPARTMENT TOWNSHIP OF PICKERING September 27,1971. To: D. J. PIitz, Clerk, Township of Pickering Re: Fire Prevention Week During the week the Fire Department will be doing the following: Two or more units in the United Appeal parade on Saturday morning. One unit in the Rouge Hill School parade on Saturday morning. Units at the various shopping centres on Saturday afternoon. Units will also be out on the following Thurs. Fri. and Saturdays giving out Fire prevention material and explaining the operation of the equipment on all of these occasions. D. Lynde, Fire Chief. The Council were of the opinion that where a specific promotion such as Fire Prevention Week, Senior Citizens' Week, etc. is to take place, that they be notified several weeks in advance in order that they can properly participate. The Council felt that in future, things like these should be considered in the departmental budgets and that a promotional program be worked out and presented to Council along with the budget. The Council also suggested that the Township should introduce a fall clean-up week similar to the Spring clean-up program presently in effect. The fall program could coincide with the Fire Prevention Week. To further promote Fire Prevention Week, all Municipal vehicles should have signs attached bringing this promotion to the public's attention. Site Plan Agreement - The Roman Catholic Episcopal Corp. for the Diocese of Toronto in Canada -- this was brought to Council's attention by the Clerk who advised that Mr. J. Faulkner was in agreement with the form of the draft agreement but that the !' A - 2 - 29/71 Engineer still had to report. The Council felt that they wished to have the views of the Engineer prior to acceptance of the agreement. Instructions - Refer draft agreement to Mr. P. Poulsson, P. Eng. for comments. 3. CA 63/71 - Great Pine Ridge Dev. Ltd., Pt. Lot 24 Concession 8 -- Reeve Williams made reference to the application CA 63/71 and in particular to the fact that the Committee of Adjustment was going to give an interpretation to by-law 3037 to determine whether or not a private recreational air strip is in keeping with the intent of the agricultural zoning of the by-law and a pe~mitted use. MOTION Moved by Councillor V. Rudik, seconded by Councillor R. Chatten, that Council express its concern over the Committee of Adjustment authority to add a specific use to the list of permitted recreational uses in the zoning by-laws of the Township, and further that it is the opinion of the Council that such a use should be by amendment of the by-law and not by interpretation. CARRIED (II) BY-LA\'¡S By-Law Number 4056/71 (Two Readings Only) Deputy Reeve G. Ashe, seconded by Councillor R. Chatten, moves for leave to introduce a By-law of the Township of Pickering to authorize the purchase of a 46.020 acre industrial site and the borrowing of $355,000.00 in payment thereof and that same now be read a first time. Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, moves that By-law Number 4055/71 to authorize the purchase of a 46.020 acre industrial site and the borrowing of $355,000.00 in payment thereof be now read a second time, and that Council go into Committee of the Whole thereon. Recorded Vote: Yes: Mrs. McPherson, Messrs. Ashe, Rudik, Kitchen, Chatten and Williams No: Nil (Councillor Scott - Absent) Instructions - Clerk to have future applications for Ontario Municipal Board approvals prepared well in advance. By-Law Number 4057/71 Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, moves for leave to authorize the Reeve and Clerk to exercise an option to purchase a 24.688 acre parcel of land in Lot 18 in Range 3 from William A. McKay and Melba McKay and that same now be read a first time. Councillor D. Kitchen, seconded by Councillor V. Rudik, moves that By-law Number 4057/71 to authorize the Reeve and Clerk to exercise an option to purchase a 24.688 acre parcel of land in Lot 18 in Range 3 from William A. McKay and Melba McKay be now read a second time and that Council go into Committee of the Whole thereon. -, " - 3 - 29/71 The Committee of the Whole arises and reports the By-law as read. Councillor D. Kitchen, seconded by Councillor R. Chatten, moves that the report of the Committee of the Whole on By-law Number 4057/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-Law Number 4058/71 Councillor V. Rudik, seconded by Councillor D. Kitchen, moves for leave to introduce a By-law of the Township of Pickering to authorize the execution of an agreement of Purchase and sale (Pt. Lot 18, Conc. 1 from John G. Ellwood), and that same now be read a first time. Councillor V. Rudik, seconded by Deputy Reeve G. Ashe, moves that By-law Number 4058/71 to authorize the execution of an agreement of purchase and sale, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor V. Rudik, seconded by Councillor R. Chatten, moves that the report of the Committee of the Whole on By-law Number 4058/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the s?me, and the Seal of the Corporation be affixed thereto. CARRIED Instructions - Clerk to amend the Agreement with respect to tenancy to read ~¡Vacant possession as agreed to between Vendor and Purchaser". By-Law Number 4059/71 Councillor R. Chatten, seconded by Councillor D. Kitchen, moves for leave to introduce a B'i-law of the Township of Pickering to authorize the execution of an agreement of purchase and sale (Pt. Lot 22, Conc. 1 from Mrs. Tina Diakew), and that same now be read a first time. Councillor R. Chatten, seconded by Deputy Reeve G. Ashe, moves that By-law Number 4059/71 to authorize the execution of an agreement of purchase and sale (Pt. Lot 22, Conc. I from Mrs. Tina Diakew) be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the vfuole arises and reports the By-law as read. (III) - 4 - 29/71 Councillor R. Chatten, seconded by Councillor V. Rudik, moves that the report of the Committee of the Whole on By-law Number 4059/71 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto.
