Charles MacNaughton, Minister, Department of Transportation and Communications, re the Township's resolution pertaining to reduced fares on GO Transit for senior citizens, advises he has requested a report to be prepared on the probably effects of this proposal, and will advise of the decision in this matter at an early date. Mr. A. M. Cobden, Secretary-Treasurer, Pickering Environmental Ad\iso~y Committee, re weed spraying, feels it would be a good idea to let the public know that Township employees will respect signs asking them not to spray herbicides on areas adjacent to private property, and asks if this could be released to the press as a news item. Mr. J. B. McCarten, on behalf of the Federation of Ratepayers' Associations, requests the formation of the Citizens Advisory Committee with respect to M.T.R.C.A. Project WF-3A, at an early date. Mr. Colin Beal, Chairman, Social Planning Council requests $3,000.00 draw on appropriation to meet their commitments for the month of June. Kennedy & Kennedy, advise, on behalf of their client, Bay Ridges Cable T.V. Limited, that pole permits are now being made available by the Hydro, and the company is commencing the installation of the cable system. Arrangements have been entered into for a lease of space for installation of the system head-end; when tests are completed to determine if site is satisfactory, a formal application will be made to Council for approval of the site. McPherson, seconded by Deputy Reeve G. Ashe, that the Council of the Township of Pickering confirms the IINotice to Property Owners to Destroy Weeds" that has been published by the County of Ontario and directs the County Weed Inspector, J. W. Piatti to cause the noxious weeds or weed seeds on any subdivided portions of the Township of Pickering and lots not exceeding ten acres whether or not the lots are part of a subdivision, to be destroyed in the manner prescribed in the regulations. CARRIED Resolution #249/71 MOVED by Councillor J. S. Scot~, seconded by Councillor R. Chatten, that the Council of the Township of Pickering authorize the William G. Davis, Parent- Teacher Association to hold a Parade through Ravine Park Cres., East Willowgate, and East Ave. on Saturday, June 19,1971, and that the Pickering Township Police provide assistance re direction of traffic. CARRIED Resolution 1250/71 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor J. S. Scott, that the Engineer be authorized to accept the quotation of Hanover Tru"!k Bodies dated March 12,1971, for the supply of one Hopper Type Salt and Sand Spreader Body at the price of $2,773.75 complete and installed. CARRIED - 4 - 20/71 Resolution #251/71 MOVED by Councillor J. S. Scott, seconded by Councillor Mrs. J. L. McPherson, that the Council of the Township of Pickering accept the recommendation of the Fire Chief, that Firefighters R. Webb and R. Roberge be promoted to 3rd Class Firefighters, as recommended by the Standing Committee on Fire, June 9,1971. CARRIED Resolution #252/71 MOVED by Councillor J. S. Scott, seconded by Councillor Mrs. J. L. McPh~rson, that the Fire Chief be authorized to tender separately for the chassis and tank for the proposed tank truck, as recommended by the Standing Committee on Fire, June 9,1971. CARRIED Resolution #253/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the report Programmes for Senior Citizens, be adopted in principle and that the amount estimated to carry out this program ($3,000.00) be allotted, charging this to the Parks and Recreation budget, with a similar amount being transferred from the General Fund to the Parks and Recreation Department, as recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED Resolution #254/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Parks and Recreation Department be authorized to purchase a 16 m.m. (Bell & Howell) movie projector at a cost of $400.00 and that the cost be charged to the contingency fund of the Parks & Recreation budget, as recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED Councillor D. Kitchen advised that the Lindsay Library Board were providing instructions on the operation of 16 m.m. projectors suggesting that perhaps it would be a good idea to have someone from our staff take these instructions. Resolution #255/71 MOVED by Deputy Reeve G. Ashe, seconded by CouncIllor D. Kitchen, that the draft agreement between the Township of Pickering and the Ontario County Board of Education relative to the construction and maintenance of a swimming pool be adopted subject to the Township Solicitor's review and approval, as recommended by the Standing Committee of the Whole Council, June 14, 1971. CARRIED - 5 - 20/71 Resolution #256/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Council of the Township of Pickering accept the tender of Ajax Floor and Rug Service for the maintenance of the Pickering Township Municipal Building at the tender price of $8,400.00, as recommended by the Standing Committee of the Whole Council, June 14,1971. Kitchen, that the Council of the Township of Pickering adopt the Engineer's Report #E-23/71, and further that copies of the report be distributed to the Ratepayer Associations for their information (Rosebank Area Sanitary Sewers) as recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED Resolution #259/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Council of the Township of Pickering adopt the Engineer's Report #E-24/71, Guil- Road, Highway No.2 Watermain Local Improvement, and authorize the preparation of the necessary by-laws and obtain the Ontario Water Resources Commission and Ontario Municipal Board approval to authorize this work to proceed, as recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED Resolution #260/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that the Council of the Township of Pickering endorse P.O.P. (Practice Opposing Pollution) sponsored by the area High School students, as recommended by the Standing Committee of the Whole Council, June 14,1971. CARRIED - 6 - 20/71 Resolution #261/71 MOVED by Councillor D. Kitchen, seconded by Councillor Mrs. J. L. McPherson, that the tender of Heron Paving in the amount of $3,873.00 be accepted for Asphalt Paving Repairs, subject to the approvals )f the Department of Transportation and Communicat10ns and the Township Engineer. CARRIED Resolution #262/71 MOVED by Councillor R. Chatten, seconded by Councillor D. Kitchen, that the tender of Harden & King, in the amcunt of $47,484.00 (more or less) be accepted for Surface Treatment, subject to the approvals of the Department of Transportation and Communications and the Township Engineer. CARRIED Resolution #263/71 MOVED by Deputy Reeve G. Ashe, seconded by Councillor Mrs. J. L. McPherson, that the tender of Repac Construction and Materials in the amount of $33,465.50 be accepted for Hot Laid Asphalt, subject to the approvals of the Department of Transportation and Communications and the Township Engineer. CARRIED Resolution #264/71 MOVED by Councillor D. Kitchen, seconded by Councillor R. Chatten, that one week's leave of absence without pay be granted to Mrs. Margaret Sharpley commencing Monday, August 16,1971, as recommended by the Standing Committee of the Whole Council in Closed Session, June 14,1971. CARRIED Resolution #265/71 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that Mrs. Christine Quibell be hired for the position of Assistant Director of Recreation (Programmes) at a salary of $8,000.00 per annum effective June 1st, 1971, and that re-evaluation of performance and salary be undertaken in conjunction with the other Township non-union employees at the beginning of 1972, as recommended by the Standing Committee on Parks and Recreation, May 31, 1971. CARRIED - 7 - 20/71 Resolution #266/71 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Council of the Township of Pickering authorize negotiation for the purchase of approximately 15 acres of land at $4,000.00 per acre not exceeding $50~OOO.OO at the Sandy Beach Road site ensuring that the Township secure the right to develop the entire site immediately. The approval of the agreement by the Township Solicitor, and the determination of the proper method of financing by the Treasurer and the Auditor are to be completed prior to the signing of the agreement, as recommended by the Standing Committee on Parks and Recreation, May 31,1971. Kitchen, that the Ajax-Pickering Social Planning Council be advanced $3,000.00 on the appropriation as set up by the Council of the Township of Pickering and further~ that a cheque be forwarded forthwith. CARRIED Recorded Vote: Yes: Messrs. Ashe, Scott, Chatten, Kitchen No: Mrs. McPherson, Mr. Williams (Mr. Rudik - Absent) Reeve Williams indicated his disapproval of the proposal with respect to allocation of staff for the Ajax-Pickering Social Planning Council. It was his opinion that the Township should take advantage of the Government subsidies and to do this the staff should be under the jurisdiction of Council. He made reference to Mr. H. Pearce's report of February 12,1971 on the subject, and which he felt has been completely ignored or forgotten. Motions 1. That whereas the Council passed By-law 3993/71 on the 17th day of May to stop up and close a portion of a road formerly known as Brock Road; AND WHEREAS Council have agreed to sell said portion of road; ANJ WHEREAS the sale of the said portion of road cannot be executed until such time as the County Council have approved By-law 3993/71; - 8 - 20/71 BE IT THEREFORE RESOLVED that Council delay the passing of a by-law to sell the portion of a closed road allowance formerly known as Brock Road until such time as the County Council have given approval to By-law 3993/71. MOTION LOST (VI) BY-LAWS By-Law Number 3949/71 - Third Reading The Committee of the Whole arises and reports the By-Law as read. Deputy Reeve G. Ashe, seconded by Councillor R. Chatten, moves that the report of the Committee of the Whole on By-law Number 3949/71, to authorize the construction of watermains on Bayly Street, Industrial Road, Liverpool Road and an easement as local improvements under the provisions of Section 8 of The Local Improvement Act, be adopted, and that the said By-law be now read a Third Time and PASSED, that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. Scott, moves for leave to introduce a By-law of the Township of Pickering to designate areas to be used as tourist camps or trailer camps, and to licence, regulate and govern such camps, and that same now be read a first time. Ashe, moves that By-law Number 4025/71 to designate areas to be used as tourist camps or trailer camps, and to licence, regulate and govern such camps, be now read a second time, and that Council go into Committee of the Whole thereon. Clerk to acknowledge. Reeve Williams thanked members of Council for attending the Warden's Banquet. Reeve Williams advised Council of the adjournment of hearing with respect to the J.D.S. rezoning applica- tion scheduled to resume July 26 and 27, at 10 a.m. and August 3,4) 5, and 6 if necessary. Hearing to take place at 123 Edward Street, Toronto. Deputy Reeve Ashe reported briefly on the following: Teen Centre - Dance Bean Supper - Museum Frenchman's Bay Yacht Club & Sail Pass - all attended by the Deputy Reeve over the weekend.
